Regular passenger transport
§ 8
Implementation of regular transport
(1) Regular bulk transport of passengers is carried out in principle on bus lines which are indicated in the timetable or otherwise published.
(2) Bus lines must be conducted in such a way that, while maintaining transport efficiency, citizens' transport needs are met to the greatest extent possible.
(3) On bus lines, the operation may be introduced where the passenger is obliged to carry out certain tasks related to the payment of the fare (import) or to the measure or depreciation (marking) of the tickets himself.
§ 10
Basic transport conditions
(1) A passenger is entitled to transport a particular bus route only if he has a valid ticket (§ 16) or if the vehicle is not fully occupied. In case of lack of space in the vehicle, the carrier
(a) be obliged to accept, as a priority, the carriage of passengers belonging to a group which is provided by the timetable for priority transport, such as work and return workers, pupils to and from school, etc.,
(b) be obliged to accept, as a priority, passengers who have received a valid advance ticket (return ticket in recreational connections and the like);
(c) authorised to accept, as a matter of priority, passengers who show serious reasons for priority admission to transport or who travel to more distant stops or places where there is no connection with other public public transport vehicles.
(2) The transport of children up to six years of age without accompanying a passenger older than 10 years is not allowed. If the seating positions in the vehicle are fully occupied, only one place may be taken by a passenger with a child transported free of charge; when passengers are entitled to the free carriage of children travelling together, they shall set a tariff.
(3) The passenger shall have the right, after boarding the vehicle, to put on one seating position for himself and another passenger riding with him from the same stop; If buying a ticket outside the vehicle, it must have a valid ticket for another passenger. The space on which the passenger has placed part of the garment or other appropriate article shall be considered to be lined. Those who overlay the site without right are obliged to release them immediately. A passenger who leaves his place without lining them up loses his right to them; This provision does not apply to the place where the seat card has been issued (Section 16).
(4) A passenger may take a seating position for which another passenger has been issued a ticket from a travelling stop in accordance with § 16 (1) and which is marked in accordance with § 16 (6). However, when arriving at this travelling stop, he shall be obliged to release the place to the passenger who will be shown by a valid seat for that place.
(5) If no timetable connection is made, or if the vehicle is fully occupied or the carriers are prevented from continuing the journey, the passenger with a valid ticket shall be entitled to transport to the destination stop by another line of the same or other lines of the same carrier. If the carrier cannot continue the journey, the passenger shall also be entitled to free carriage back to the boarding stop by connecting the same carrier.
(6) The authorisation referred to in paragraph 5 may be used by the passenger only on the day on which the ticket was issued. If passengers cannot be transported to the destination or back to the boarding stop on that day, they shall be obliged to request a written confirmation from the carrier authorising them to carry free of charge on the following day.
§ 11
Ticket
(1) Passengers, if they are not entitled to free or credit transport under a tariff or special rules, are obliged to pay the fare for a single journey to the destination stop or for the right to transport within a certain period of time, not later than upon boarding. If in-vehicle passengers are paying, they shall contribute to the smooth handling by timely preparation of the appropriate tender.
(2) The amount of the fare and the extent and detailed conditions for entitlement to the fare discount are set by the fare. If passengers exercise the right to discounted fares, they must demonstrate their right without calling.
(3) The specific agreements negotiated by the Ministry of Transport with the central authorities concerned are laid down by which passengers and under which conditions the fare is to be paid.
(4) A passenger who has been transferred back to the boarding stop when the journey started is prevented shall be entitled to reimbursement of the paid fare. If, in such a case, the passenger is not transported to the destination stop or back to the boarding stop, he shall be entitled to refund the difference between the fare paid and the fare paid for the section between the boarding stop and the stop where the journey was impossible, or the last one. Passengers with a valid ticket for a single journey shall also be entitled to reimbursement of the paid fare if they have waived the carriage for the reasons set out in Sections 10 (5) and (6) and 16 (4).
§ 12
Tickets for fare discount
(1) The right to a discount is demonstrated by the passenger with a special pass; for exceptional discounts, the Ministry of Transport may provide for another adjustment. Types and models of tickets for the discount fare set out the fare.
(2) Where the carrier has doubts as to the fulfilment of the conditions for granting the fare discount, it is entitled to require additional documents from the applicant; where the right to a discount is not established, the carrier is entitled to refuse the grant of the discount. If the passenger has infringed the provisions of these Regulations or the fare for obtaining the fare discount and the use of the fare discount, the carrier may refuse to confirm the licence for up to one year.
(3) The applicant for a discount is obliged to submit to the carrier a discount card duly completed according to the pre-print and validated by the relevant organisations (e.g. employer or school).
(4) The period of validity of the fare discount licence is fixed by a tariff; the period must be indicated on the licence.
(5) The card is invalid,
(a) has been issued on the basis of incorrect data;
(b) if its period of validity has expired,
(c) if it is so damaged or tarnished that the recorded data cannot be established with certainty,
(d) if the form is missing, although it is prescribed, or if it has been incorrectly replaced,
(e) where it is used by an unauthorised person or otherwise misused,
(f) if its data no longer corresponds to the facts,
(g) if it is not duly completed, validated or incorrectly lubricated, deleted or overwritten.
§ 13
Ticket and basic conditions of use
(1) In the regular carriage of passengers, tickets are used for a single journey and, under the conditions laid down by the tariff, tickets paying during a certain period of time - time tickets (working and student tickets, tickets etc.). The model of tickets is set by a tariff.
(2) The fare must be shown on the ticket for a single journey and the information enabling the check of its validity and the accuracy of its use, depending on the nature of the operation.
(3) In particular, the following information shall be shown from the time ticket:
(a) the type of time ticket;
(b) period of validity;
(c) operational scope of validity (single line, section of line, etc.),
(d) the amount of fare;
(e) the name of the organisation which issued the ticket.
(4) The individual journey ticket is valid for the travel section and for the connection for which the conductor or dispenser was issued. On a ticket issued in the dispensary, the passenger must board on the day for which it was issued.
(5) Time tickets are valid for the time period and the journey section indicated on them or on the relevant cards; the tariff may provide for a derogation for each type of time ticket.
(6) Passengers may not transfer a ticket to another person once they have entered the vehicle or if the ticket appears in its name. The passenger must board the vehicle of the connection for which the ticket was issued within the time limit specified by the local adjustment of the carrier on a single journey purchased outside the vehicle.
(7) The time ticket is invalid,
(a) it has been issued on the basis of incorrect data;
(b) if its data no longer corresponds to the facts,
(c) if it has not been duly completed or if its particulars have been tampered with;
(d) if it cannot be established with certainty, in particular for its damage or tarnishing;
(e) if its period of validity has expired,
(f) it has been used by an unauthorised person.
(8) A single ticket is invalid,
(a) if it is so damaged or tarnished that the necessary information is not visible; or
(b) if passengers fail to comply with the conditions laid down for its use.
(9) A discounted ticket is considered valid only in conjunction with a valid ticket for a discount.
(10) Passengers must carry a valid ticket throughout the journey and at the time of leaving the vehicle. If a passenger has a valid ticket already on boarding the vehicle, he shall immediately and without calling to present it for inspection or identification of its use; If there is a discounted ticket, it also provides a ticket discount card. Tickets shall not be presented for inspection in non-transparent containers or otherwise unreadable.
§ 14
Medical ticket
(1) The ticket is issued by the conductor or driver and at some stops the ticket dispenser. A passenger entering a vehicle without a valid ticket is obliged to purchase a ticket with the conductor (driver) without any invitation.
(2) Passengers who continue the journey by the same route at the stop to which their ticket is valid are obliged to obtain a ticket for the next journey without notice, at the latest before leaving this stop. In vehicles or connections where the carriage of standing passengers is excluded, the carrier shall issue a ticket for the next journey only if there is an empty seating position.
(3) The passenger is obliged to obtain the time ticket in advance; in the first days of its validity, a vehicle ticket shall be issued only if it has not been able to obtain a ticket in advance for illness, holiday, etc.
(4) The ticket may be issued only for transport to the stop specified in the timetable of the used connection.
(5) The amount of the fare indicated on the ticket must correspond to the price of the fare paid. The passenger shall be obliged to check that the ticket has been issued according to his data, in particular that the fare paid corresponds to the price indicated on the ticket; the carrier does not take account of the subsequent passenger complaint.
§ 15
Ticket check
(1) The passenger is obliged to present a ticket or a fare discount card at any time during transport or when leaving the vehicle. A passenger who cannot prove himself with a valid ticket is obliged to pay the regular fare from the boarding stop to the destination stop and the surcharge Kčs 30, -. If the boarding stop cannot be reliably detected, the fare from the initial stop of the connection is calculated.
(2) If an authorised worker finds that a passenger is being reported with an invalid time ticket or an invalid ticket for a discount, he shall withdraw it. The passenger is not entitled to reimbursement of the paid fare for the time ticket taken. The carrier may, if there is a less serious lack of a time ticket or a fare discount card, leave these documents to the passenger, or return them and order the removal of the deficiency.
(3) Where a passenger refuses or cannot pay the amounts referred to in paragraph 1, he shall lose his right to transport and may be excluded from transport. The exclusion from transport for the non-payment of those amounts is without prejudice to the passenger's obligation to pay the carrier the relevant amount.
§ 16
Seats
(1) The timetable or notice may provide that certain connections require or can be arranged in advance by buying a seat from a starting or exceptionally different (travelling) stop. The replacement for providing a seating position in the vehicle shall be fixed by a fare.
(2) Seats are sold at selected ticket outlets; the driver does not sell the seats. Passengers may purchase a seat card not earlier than 10 calendar days before the date of departure of the respective connection from the starting stop. For selected and declared connections, reservation of seats is made on telephone or personal request. A maximum of four seats can be booked on one request. Seats shall be booked no earlier than 10 calendar days and no later than two calendar days before the date of departure of the connection from the starting stop. Reserved seats must be removed at the latest on the day declared by the carrier.
(3) Passengers with a seat will lose their right to their place if they do not fill before leaving the connection from the stop from which the seat was issued. If the carrier has determined, pursuant to § 23, that the place must be taken before a certain time before the departure of the service, the passenger loses the right to his seat if he does not occupy it by that time. If the passenger does not comply with this period but arrives before the scheduled service is left, he shall retain the right to transport or, where applicable, the rights set out in § 10 (5) or 11 (4).
(4) If a passenger with a valid seat has not been provided with a seating position on the vehicle, the carrier shall return the amount accepted for the seat.
(5) If a passenger renounces the journey, although the reserved seat was free or if he breaks the journey, he does not refund the amount paid for the passenger's seat.
(6) The seats on which the seats referred to in paragraph 1 are sold shall be marked by a table indicating that the seat is occupied and the stop from which the seat is occupied. The marking may also be made by other appropriate means.
(7) If a passenger who is less than 12 years old is to be transported, a passenger who takes a dog with him to the vehicle without a hiding place, or an unfolded four-wheel baby carriage, this must be reported when buying or booking a seat.
§ 17
Luggage transport
(1) The passenger has the right to take with him as luggage
(a) goods which, due to their volume, presentation, length or weight, can be quickly and without difficulty loaded and placed in the vehicle or on the roof of the vehicle or in a special baggage facility;
(b) live animals, provided that the special conditions laid down for their transport are fulfilled (Paragraph 18).
(2) The traveller is not allowed to bring to the vehicle
(a) goods the transport of which is prohibited by general law or by measures of public authorities;
(b) dangerous matters to the extent provided for by specific provisions (§ 76);

(d) items which may endanger the safety of operation or damage or pollute passengers or vehicles, in particular for the inappropriate packaging;
(e) items which, by their odour, repelling their appearance, etc., could be a nuisance to passengers;
(f) baggage weighing more than 50 kg in total.
(3) The passenger may carry a maximum of three baggage into the vehicle; In addition to the time of the increased transport rights, the passenger may, with the consent of the conductor, take other luggage into the vehicle. Local modification of the carrier (§ 23) may limit the number of baggage carried with passengers or exclude the transport of certain baggage for a connection.
(4) Small items shall not be considered as baggage which may be held on the lap or hand as necessary.
(5) The guide (driver) shall determine whether the luggage is transported on the roof of the vehicle or elsewhere outside the passenger compartment; in such a case, the passenger must draw attention to the special nature of the baggage, in particular if he requires it to be treated in a certain way or if it is stored in a particular position.
(6) The luggage must be kept in the vehicle so that it does not endanger safety, hinder the performance of the service to drivers and conductors and limit the boarding and disembarking of passengers. If the safety or comfort of passengers so requires, the luggage shall be stored as instructed by the conductor (driver).
(7) If the passenger has luggage, the carrier shall carry it either together with him and under his supervision or separately; the transport of baggage in a place designated by the carrier or by an authorised official outside or within the passenger compartment shall be considered to be a separate carriage, but in such a place that the passenger is not able to supervise his luggage.
(8) Which baggage is transported free of charge and for which baggage is payable import fee as well as the amount of the import charge shall be fixed by a tariff. The weight and the level of baggage for the purpose of determining the amount of the import charge shall be determined by the carrier by weighing, measuring or estimating according to the operational possibilities. Paragraph 11, 13, 14 and 15 shall apply mutatis mutandis to the payment of the import charge and to the supply, use, validity and check of the tickets for baggage, with the exception that the amount of the premium is Kčs 4, -.
(9) If operating conditions so require, the carrier may also carry the luggage with a vehicle of the same connection as that used by the passenger. In doing so, the carrier must ensure that the baggage is transported at the latest at the same time with the passenger.
(10) If the luggage is transported outside the passenger's premises, the passenger shall be obliged to report immediately on completion of the carriage.
(11) The passenger shall, at the request of the carrier, provide him with adequate assistance when storing or unloading luggage, in particular on the roof of the vehicle.
§ 18

For the transport of containers with animals, the provisions on the transport of luggage apply. The local presentation of the carrier may exclude the transport of animals in certain joints. The tariff shall specify when import charges shall be paid for the transport of the animal.
(5) Without storage it is possible to take into the vehicle a dog with a safe muzzle and is held on a short line. In one vehicle, no more than one dog may be carried without storage. The provisions of this paragraph, except for the first sentence, shall not apply to dogs accompanying the blind.
(6) As luggage, a portable steel bottle with liquid domestic heating gas may be taken into the vehicle if passengers meet the special conditions laid down for such transport.
§ 19
Review of baggage
(1) If the authorised worker has doubts as to whether the items brought by the passenger to the vehicle comply with the previous provisions, he is entitled to be satisfied in the presence of the passenger of their nature and content. If the baggage is carried in a vehicle other than the passenger and it is not possible to reach the passenger in a timely manner, the authorised staff member shall be satisfied of the contents and nature of the baggage with the participation of the person who is not the carrier's worker.
(2) If the passenger refuses to examine the luggage or if it is found, when it is examined, that the goods (animals) carried by the passenger are excluded from the transport, the passenger must remove them from the vehicle. If the passenger disobeys the order, the driver shall ensure that the luggage is removed. In such a case, a passenger's conductor may exclude a passenger from another journey without entitlement to reimbursement of the fare paid and the import fee.
(3) A passenger who has taken dangerous goods from the transport of an excluded or loaded firearm into a vehicle with him shall pay a fine of CZK 60 for each such baggage.
§ 20

According to the scope of transport, suitable facilities such as information offices and bus stations shall be established by cultural centres, sanitary facilities and luggage storage facilities for passengers; lay down the conditions for their use at the same time. The carrier shall draw attention to the possibility of using these devices by means of a sign or other appropriate means. The carrier shall be obliged to keep the equipment clean, illuminate and ensure that it is opened in a timely manner according to the needs of the passengers. Persons who do not have access to the vehicle shall not be allowed to stay in such facilities; This restriction also applies to goods and animals which are not allowed to be transported.
(2) At the request of the passenger, the conductor (driver) provides information on the regular bulk transport of passengers, in particular on the possibility of transferring to another bus connection, on tariff changes, etc.
(3) If there is a need for medical treatment for a passenger during transport and if the passenger is unable to seek medical assistance himself, the carrier shall take care to transport him to a place on the route where he can be treated or from which he can be transported.
§ 21
Obligations of the carrier
(1) The carrier is obliged to carry out the carriage of passengers with professional care. In particular, when transporting it, it shall ensure the safety of passengers and the order and rest of the vehicle.
(2) When carrying out the transport, the carrier shall make every effort to comply with the applicable timetable. Seats on which a specific Regulation (2) is prohibited for the carriage of a particular circle of persons shall be clearly marked.
(4) A permanent stop must be marked. The driver is obliged to call the name of the stop, at the latest when stopping the vehicle, to hold the vehicle at the stop, if it lasts at least 5 minutes, and to shorten it against the timetable.
(5) The carrier is obliged to inform the citizens in a manner that is appropriate (by daily press, radio, signs placed at stops and in vehicles, etc.) of all the relevant facts relating to passengers, in particular the introduction of new lines and connections, including temporary local adaptations pursuant to § 23, the strengthening of transport on special occasions etc.
(6) Two seating positions must be reserved for sick persons, disabled persons and pregnant women; reserved seats shall be clearly marked. Seats for these places at connections where a seating position can be secured shall be sold only to persons for whom they are reserved and who prove their entitlement. For connections where you need to get a seat, then anyone, but only when other places are sold out.
(7) At the request of the passenger, the carrier shall be obliged to present these timetable, road fare, timetables and local arrangements in the mass transport of passengers at the passenger point of contact.
§ 22
Obligations of passengers
(1) Passengers are required to exercise caution appropriate to the nature of the operation and to follow instructions given by authorised personnel or which are indicated in signs or announced by radio or otherwise.
(2) Passengers must refrain from any danger to the safety and continuity of transport, in-vehicle order or to the workers of the carrier in the performance of their duties or from causing damage to passengers. In particular, passengers are not allowed
(a) speak to the driver while driving;

(3) Passengers may only enter and leave the vehicle at stops specified by the timetable or temporarily established by the carrier. If there is a stop where the vehicle stops only by means of a sign, the passenger who wishes to board must give the vehicle driver a signal in time by raising his hand; the passenger who wishes to leave must inform the conductor (s) in good time.
(4) Except in the cases referred to in § 10 (1) (a), (b) and (c), passengers enter the vehicle in the order in which they arrive at the stop. Only when the vehicle has completely stopped is allowed to get on and off; the passengers leaving shall have priority over the passengers entering.
