concerning the Agreement between the Czechoslovak Socialist Republic and the People's Republic of Hungary on cultural cooperation
On 24 February 1961, the Agreement between the Czechoslovak Socialist Republic and the Hungarian People's Republic on Cultural Cooperation was negotiated in Budapest.
The Government of the Czechoslovak Socialist Republic approved the Agreement on 7 June 1961. The approval of the Agreement by the Government of the People's Republic of Hungary was communicated by a note dated 29 June 1961 and its approval by the Government of the Czechoslovak Socialist Republic was communicated by a note dated 8 August 1961.
According to Article 11 thereof, the Agreement entered into force on 8 August 1961.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Czechoslovak Socialist Republic and the Hungarian People's Republic on Cultural Cooperation
The Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Hungary, led by the desire to further develop intensely and intensively between the two countries educational, scientific and cultural contacts, the basis of which until now was the Cultural Cooperation Agreement signed in Prague on 13 November 1951, thus helping, in the spirit of socialist internationalism, further strengthen the friendship between the peoples of both countries and the universal mutual recognition of the lives of the people of both countries,
have decided to conclude a new cultural cooperation agreement and have appointed for that purpose their agents:

who have exchanged their powers of attorney, which they have found in good and proper form, have agreed on the following provisions:
1. The Parties shall promote the development of cooperation and exchange of experience in the field of education, in particular through the mutual broadcasting of school and teaching staff and university listeners and the exchange of professional teaching materials, magazines, textbooks and other publications.
2. The Contracting Parties will allow the citizens of the other Contracting Party to study in their schools and schools of all kinds and degrees.
1. The Parties shall promote the teaching of languages, literature, history and geography of the other country and the dissemination of other knowledge about the other country in their schools and information facilities. To this end, they shall, in particular, assist in the activities of the departments and lectorates, the task of which shall be to prepare professional teaching staff with a good knowledge of the language and culture of the peoples of the other Contracting Party.
2. The competent authorities of the Contracting Parties shall ensure that data on the other country are included in textbooks and other publications.
3. The competent authorities of the Contracting Parties shall, in the framework of the applicable rules, recognise examinations in schools and other schools of the other country, as well as certificates and diplomas issued there.
1. The Parties shall promote the development of creative cooperation and the exchange of experience between academics of science, universities and other scientific institutions and organisations of both countries, and the mutual transmission of scientists, technicians and other experts to study visits, lectures and to participate in scientific meetings.
2. The Parties shall also promote the exchange of scientific and technical works, journals and other study materials.
3. The competent authorities of the Contracting Parties shall, in accordance with the laws and regulations in force, allow the scientists of the other Contracting Party to explore their libraries, archives, museums and scientific institutions.
Both Parties will help the people of their countries to become familiar with the cultural wealth of the peoples of the other country and with the results achieved in the completion of the cultural revolution. To this end, the competent authorities of the Contracting Parties shall in particular:
(a) to promote and organise cooperation and exchange of experience between cultural and artistic organisations and institutions of both countries;
(b) to provide support for the publication and dissemination of books and publications on the life and culture of the people of the other country;
(c) to promote the translation and publication of literary and other works of art and expertise of the other country;
(d) facilitate the exchange of artistic publications, films and music records, music material and works of art;
(e) to assist the presentation of theatrical, film and musical works of the other country and the organisation of art and other exhibitions;
(f) to broadcast to each other cultural workers, professional and amateur art ensembles and individual artists for artistic performances, participation in festivals, competitions and meetings, and, where appropriate, for study and lecture visits;
(g) to promote each other's activities in the cultural information centres of the other country in their countries.
The Parties shall promote direct cooperation between the radio, television and film authorities of both countries, in particular the exchange of radio and television programmes, programme material, film weekly and short and feature films, and mutual visits to radio, television and film workers and artists.
1. The competent authorities of the Contracting Parties shall ensure that the press of their countries is widely informed of the political, economic, cultural and scientific life of the other country.
2. The Parties shall facilitate the deepening of cooperation in the field of press, in particular by providing mutual support for the activities of press agencies and by allowing for the exchange of reports, periodicals and other publications. They will also promote the mutual contacts and cooperation of journalists' organisations and editors' organisations and the mutual broadcasting of journalists and correspondents.
The competent authorities of the Contracting Parties shall ensure the legal protection of copyright of citizens of the other Contracting Party.
The Parties shall, through their competent authorities, promote cooperation and mutual contacts in the field of physical education and sport; to this end, they will enable the organisation of joint sports competitions and matches, as well as the exchange of experience between sports organisations and the mutual broadcasting of athletes and sports cooperatives.
1. For the implementation of this Agreement, cooperation plans shall be negotiated annually or for a longer period, which shall also specify the financial conditions for the implementation of the planned actions.
2. The Parties shall promote the negotiation of direct conventions and working plans for cooperation between academics of science, creative artistic associations, publishing and printing bodies, cinematography, radio and television, cultural institutions and organisations, as well as social and physical organisations of both countries.
This Agreement replaces the Agreement between the Czechoslovak Republic and the People's Republic of Hungary on Cultural Cooperation signed in Prague on 13 November 1951. The conventions between institutions and organisations on mutual cooperation in the fields of education, science, culture and physical sciences concluded by the date of entry into force of this Agreement shall remain in force unless they conflict with the provisions of this Agreement.
This Agreement shall be concluded for a period of five years. It shall be extended for a further period of five years each time if no Contracting Party receives a written notice of termination of the Agreement six months before the end of the current five-year period.
This Agreement shall be subject to approval in accordance with the relevant constitutional provisions of the Contracting Parties and shall enter into force on the date of the exchange of notes on such approval.
Done at Budapest, 24 February 1961, in duplicate, each in the Czech and Hungarian languages, the two texts being equally authentic.
