DECLARATION

amending Decree No 205 / 1958 of the Ú. l implementing the Government Decree on the Management of National Property
The Ministry of Finance, after consulting the national committees, provides in agreement with the participating central authorities pursuant to § 25 of Decree No. 81 / 1958 Coll., on the management of national assets:
Decree No 205 / 1958 of the Ú. l. is amended as follows:
1. Article 23 (3) reads as follows:
"In order to transfer or take over the administration of national property from or into the administration of national committees, they do not need to be admitted
(a) regional national committees;
(b) district national committees, if they are national assets of a value not exceeding 1 000 000 CZK;
(c) local national committees, if they are national assets of a value not exceeding CZK 200 000. ';
2. The following paragraph 7 is inserted after paragraph 6 of Article 23:
"Regional national committees may, in general or in certain cases, extend the authorisations of urban and district national committees which do not exercise the competence of regional national committees up to the level of the powers of regional national committees which they have under the previous paragraphs. '
The designation of paragraph 7 shall be amended to paragraph 8.
3. Article 25 (4) reads as follows:
"They do not need to be elected to dispose of national assets in the administration of national committees
(a) regional national committees, if no accession is necessary under paragraph 1;
(b) Regional National Committees for the disposal of property
(aa) an organisation of the socialist sector other than the state socialist sector at a normal price of up to 500 000 CZK, below the normal price or free of charge of up to 100 000 CZK;
(bb) in other cases, at a normal price of up to 100 000 CZK, below the normal price or free of charge of up to 20 000 CZK,
(c) local national committees on the disposal of assets
(aa) an organisation of the socialist sector other than the state socialist sector at a normal price of up to 50 000 KKS, below the normal price or free of charge of up to 10 000 KKS;
(bb) in other cases, at a normal price of less than 20 000 CZK, below the normal price or free of charge of up to 4000 CZK. '
4. The following paragraph 8 is inserted after paragraph 7 of Article 25:
"Regional national committees may, in general or in certain cases, extend the authorisations of urban and district national committees which do not exercise the competence of regional national committees up to the level of the powers of regional national committees which they have under the previous paragraphs. '
The designation of paragraphs 8 and 9 shall be amended to paragraphs 9 and 10.

"(1) The central authorities, regional and regional national committees may authorise instalments or nature without restriction. Other organisations shall be entitled to authorise instalments or nature for individual claims not exceeding CZK 20,000 up to two years; in other cases, they shall need to be recruited by the Central Office or, where appropriate, directly by a superior regional or regional national committee.
(2) The central authorities may limit the authorisation of their subordinate organisations to authorise instalments or nature without authorisation, in general or in certain cases. The same applies to regional national committees, if they are national committees of lower degrees or if they are subordinate to organisations of national committees.
(3) Regional national committees may, in general or in certain cases, extend the authorisations of urban and district national committees which do not exercise the powers of the regional national committees up to the level of the powers of the regional national committees which they have under the preceding paragraphs. "
This Decree shall take effect from 1 October 1960.
