laying down details of the labelling of textile products with the particulars of the composition of the material
The Ministry of Industry and Trade provides pursuant to Section 28a of Act No. 634 / 1992 Coll., on Consumer Protection, as amended by Act No. 104 / 1995 Coll.:
§ 1
Method of determining the content of each fibre type in the textile product
(1) The fibre content of textiles is expressed as a percentage, rounded to the integer.
(2) The proportion of each fibre type shall be determined as the nominal value in the product designation taking into account the moisture surcharges used to calculate the proportion. They shall be expressed as a percentage of the total weight of textile raw materials contained in textiles.
(3) When determining the proportion of fibre types, all textile raw materials shall be taken into account except in the cases referred to in paragraphs 4 and 5 of Section 1.
(4) When determining the proportion, the following parts shall not be taken into account if they are a separable part of the product:
(a) for all textile products, the non-textile parts and equipment of the product, such as trimmings, labels, bordurs, braids, textile parts of fastening elements, accessories, ornaments, elastic yarn and strip,
(b) in the case of floor textiles, all parts which do not form a useful surface;
(c) in the case of covering and hanging fabrics, binding and filling yarns which do not form part of the useful surface;
(d) in the case of prefabricated articles, liners, pockets, sewing thread and fillings, if they do not have an insulating function.
(5) In determining the proportion:
(a) visible and insulating effective fibres if their content exceeds 7% of the total weight of the product;
(b) fibres added to the product in order to achieve an antistatic effect if they exceed 2% of the total weight of the product.
(6) For products composed of several mechanically separable parts or layers having different material composition, the percentages shall be determined separately for each part or layer. The main linings are mandatory for parts which make up less than 30% by weight of the product.
(7) For products consisting of a textile and non-textile part, the percentages refer to the weight of the textile part of the product. In addition, in certain cases, the proportion of the textile and non-textile part related to the total weight of the product (e.g. the proportion of polyurethane foam for laminated textiles, the amount of the load on the worn textile) may be indicated.
§ 2
Details of the methods of labelling textile products by material composition
(1) The labelling of each fibre type uses their full species names. For textiles intended for further processing, abbreviation may be used instead of full fibre names, which must be explained in accompanying documents. The names of each fibre type are given in Annex 1 to this Decree.
(2) For products where it is technically difficult to determine the content of each fibre type at the production stage, the name "fibre mixture" may be used in labelling. The name "silk 'shall not be used to indicate the shape or specific design of the textile fibre.
(3) Where the wool product is composed exclusively of fibres used for the first time in textiles, it may be labelled as "shearing wool '.
(4) Where the product is composed of only one fibre type, the name of the fibre shall be marked "100% '. This may be replaced by the name" clean' or "z 'only.
(5) If the product contains two or more types of fibres, it shall be labelled as follows:
(a) where one type of fibre accounts for at least 85% of the total weight of the product, the product shall be referred to as the name of that fibre, indicating its percentage or the name of that fibre and the indication "at least 85%" or the name of that fibre, indicating its proportion and the names of other fibres with or without the particulars of those fibres;
(b) where no fibre type contains 85% of the total weight of the product, the product shall be identified by the name indicating the proportion of at least the two types of fibres the most representative of, and the names of the other types of fibres shall be given in the order of their respective percentages, whether or not with or without such particulars;
(c) where the product contains one or more types of fibres which are individually represented by a proportion of less than 10%, the product may be marked with the name "other fibres" indicating their aggregate proportion; However, if the name of the fibre whose proportion is less than 10% by weight of the product is indicated, the list of all types of fibres and their shares shall be given.
(6) Where two or more products form one whole and their material composition is the same, they may be marked with a common marking. The list of these products is set out in Annex 2 to this Decree.
(7) The labelling of the product by the particulars of the composition of the material shall be clear and legible. The data on each fibre type shall be equally pronounced.
(8) Where the trade name of the product or the name of the manufacturer contains one of the textile fibre names or the name which could be confused with it, the trade name of the product or the name of the manufacturer shall be indicated immediately before or after the label of the product.
(9) Product data other than material composition data shall be provided separately.
§ 3
The list of textile products which are not subject to mandatory labelling with data on the composition of the material is set out in Annex 3 to this Decree.
§ 4
This decree shall take effect on the day of its publication.

1) The term "wool" may also be used to indicate a mixture of fibres from sheep's and lamb's fleece and to indicate the coats referred to in entry 2.
(2) The aggregate term "animal hair" or more detailed specification may be used.
