of 28 December 1970
on the election of Members of the Regional National Committees in the Slovak Socialist Republic
The Slovak National Council decided on this law:
(1) Members of the Regional National Committees in the Slovak Socialist Republic will be elected by the Slovak National Council by secret ballot for the period until the general election to the National Committees.
(2) 90 Members are elected to the Regional National Committee.
Any citizen who has the right to vote in the national committees may be elected a member of the Regional National Committee and has completed 21 years on the day of election.
(1) Candidates for Members of the Regional National Committee are proposed to the Slovak National Council by the Central Committee of the National Front of the Slovak Socialist Republic.
(2) The Central Committee of the National Front of the Slovak Socialist Republic, when proposing candidates, is based on proposals from the Regional Committees of the National Front of the Slovak Socialist Republic, while ensuring that the inhabitants of the individual counties have adequate representation in the Regional National Committee due to their number.
If the full number of Members is not elected (Paragraph 1 (2)), a new election shall be made from among the other candidates proposed by the Central Committee of the Slovak Socialist Front. In this election, as many Members as are still to be elected will be elected.
Unless otherwise provided for in this Act, the election of Members of the Regional National Committees shall be carried out in accordance with the relevant provisions of the Slovak National Council's Rules of Procedure.
(1) The Bureau of the Slovak National Council shall convene the Members of the Regional National Committees within 30 days of the date of the election at the first meeting of the Regional National Committee. At this meeting, Members will take a constitutional oath in the hands of the President of the Slovak National Council.
(2) If a Member does not attend the first meeting of the Regional National Committee, he shall take the oath in the hands of the Chairman of the Regional National Committee at the meeting which he will attend for the first time.
In order to perform the parliamentary function among the citizens, the Regional National Committee shall establish, at its first meeting, circuits and determine which Member shall operate in which district.
The provisions of § 14 to 17 of Act No. 69 / 1967 Coll., on National Committees, apply mutatis mutandis to the rights and obligations of a Member of the Regional National Committee.
This Act shall take effect on the day of its publication.
