State Commission on Finance, Prices and Wages
of 15 December 1967
on the remuneration and physical security of young people entering into employment directly after compulsory education
According to Article 4 of Act No. 113 / 1965 Coll. and on the basis of principles approved by the Government in agreement with the Central Council of Trade Unions:
§ 1
Scope
This decree applies to young people who, after compulsory education, are engaged in employment in organisations for the work of workers or technical operators (hereinafter referred to as "youth ').
§ 2
Theoretical and practical preparation
(1) The organisations shall provide the youth with theoretical and practical training for the work for which they are accepted according to the curriculum developed by the organisations on the basis of guidance from their superior body, issued in accordance with the principles established by the Ministry of Education.
(2) The preparation usually lasts 2 to 12 months. The duration of this preparation shall be determined by the branch headquarters, unless the central authority so requests; taking into account the need for longer-term theoretical and practical training completed by the qualification test. A shorter period of preparation may be provided for simple work of an auxiliary nature which does not require specific theoretical knowledge; The organisation shall determine the duration of the preparation within 2 months.
§ 3
Remuneration of minors during the preparation period
(1) During the period of practical and theoretical preparation, the young persons receive a monthly remuneration ranging from 30 to 120 Kčs. Within this range, the organisation shall determine the level of remuneration for the minor according to the overall assessment of his / her work results and behaviour over the past month. Rewards from 100 to 120 CZK per month can be provided only with good results during the preparation period. *) In the first half of the period, a maximum remuneration of 80 CZK per month may be granted.
(2) For minors in agricultural and forestry production, it shall adjust the level of remuneration of the Ministry of Agriculture and Food and Forestry and Water in agreement with the central authorities involved.
(3) The granted monthly remuneration shall be granted to the young person during the period of theoretical and practical preparation, even during his incapacity for work for sickness, accident or quarantine, if the beginning of those periods falls within the period of preparation, but no longer than the period for which sickness insurance would otherwise be granted under the sickness insurance rules. * *)
§ 4
Meal and accommodation
(1) The organisation shall provide young people with adequate meals during the period of theoretical and practical preparation and accommodation as appropriate.
(2) The organisation shall provide to young people free of charge meals and accommodation and, where appropriate, non-resident minors one main and one secondary meal only if they are members of a socially needed household, or if the reasons are transport or educational, or if this is in the interest of obtaining young workers, mutatis mutandis, in accordance with the rules on the financial and material security of apprentices. * * *) This advantage is provided by the organization after discussion with the race committee of the Revolutionary Trade Union Movement.
(3) The organisation of meals and accommodation for young people who are not favoured under the preceding paragraph provides for compensation at the level laid down in the rules on financial and physical security for apprentices.
§ 5
Remuneration of minors after completion of preparation
(1) After completion of theoretical and practical training, young workers under 16 years of age shall be classified in no more than the 3rd qualification class and young workers from 16 to 18 years of age no more than the 4th qualification class of the relevant tariff qualification catalogue. Young techno-economic workers under 16 are classified in tariff class T 1 or in a maximum of A 2 according to the catalogue of technical economic functions applicable in the organisation; Teenage techno-farm workers aged 16 to 18 are not included in the T 2 or A 5 tariff classes according to this catalogue. Exemptions from this classification may only be authorised by central authorities for young people performing more physically strenuous work. *)
(2) Organisations are required to ensure the proper allocation of work to young workers at the workplace, in particular with regard to the qualification class, so that their earnings are in the right proportion to the earnings of trained workers and to the initial salaries of technical and economic workers with secondary vocational training.
(3) Only the initial wage rates may be granted to young workers under 18 when using wage tariffs with a spread.
Final provisions
§ 6
(1) The provisions of this decree shall govern the remuneration and physical security of young persons who enter into employment after the effective date of that decree.
(2) Decision of the Secretary of the State Labour Commission of 6 June 1960 No 20 on the remuneration and physical security of untrained young workers is hereby repealed.
§ 7
This Decree shall take effect on 1 January 1968.

*) The amount of remuneration from 100 to 120 CZK per month is therefore not included in the income of the young person in terms of parents' entitlement to child allowance.
* *) No sickness benefit is granted for the period of incapacity for work, for which a child's monthly pay is due.

*) When employing young people by physically strenuous work and in a degraded working environment, it is necessary to comply with the provisions of Labour Code No. 65 / 1965 Coll., on the working conditions of young people.
