on standards of free manks in internal trade organisations
In order to deal more quickly with small inventory differences and to simplify administration in the liquidation of small manks, they are introduced in the shops and establishments of state and cooperative trade and in the public catering plants of the standard of free manks. To this end, the Ministry of Internal Trade, in agreement with the Central Association of Consumer Cooperatives, the Central Council of Trade Unions, the Central Committee of the Trade Workers' Union and the other Central Authorities and the authorities, shall determine, pursuant to Article 1 of Act No. 160 / 1949 Coll., on Internal Trade and Article 27 of Decree No. 81 / 1958 Coll., on the management of national assets:
§ 1
The standards of non-guilty manks mean that the loss of goods, raw materials and semi-finished products identified during their inventory, but not exceeding the established standard, was not due to the loss of material responsible, but by the natural nature of the goods, raw materials or semi-finished products (drying, evaporation, cooling, freezing, seedling, melting, spilling, baking, dissolving, dispersing, spreading, fragmentation, cutting, cutting, cutting, rotting, cutting, cutting, cutting, decking, decaying, volatile, hardening, settling, partial use of finished foods as raw materials and quarrying, or from objective causes (small-scale shoppers in self-service and free-cut shops, which were not caught, in public catering plants, complete or partial use of the remaining finished food as raw materials for other purposes).
§ 2
The standard of free manks shall apply only if a deficit has been identified in the inventory of goods, raw materials and semi-finished products. In that case, the deficit shall be reduced by the established standard.
§ 3
(1) The standards of non-guilty mangoes are set as an indicator of the commercial financial plan by a percentage of turnover directly to subordinate undertakings and organisations by the Ministry of Internal Trade, the regional associations of consumer cooperatives of the Central Association of Consumer Cooperatives. This indicator shall be further broken down by the relevant stages of the procedure, up to the lowest organisational units (shops, establishments), taking into account in particular the structure of the turnover, the reverse of stocks, the seasonality of sales, the delivery cycle of goods, the proportion of packaged and unpackaged goods, the technical equipment of the operating units and their location. The total of the standards of non-fault manks of the same undertaking, expressed in Kčs and calculated as a percentage of the planned turnover of the operating units, shall not exceed the standard established by the undertaking.
(2) The standard of non-guilty manks is established by the director of the undertaking, the sales and the establishments of the consumer cooperatives of the cooperative after consultation with the race committee of the basic organisation ROH and is notified in writing to the staff responsible in substance. This makes the standard of free manks binding on them. The standard shall be fixed for the whole calendar year. During the year it can only be changed exceptionally for particularly important reasons and only with effect for the future (not retroactively). The standard may be established separately for certain goods showing higher natural losses (e.g. for yeast, meat, vegetables, fruit, potatoes).
§ 4
The public catering plants of all systems, except for cooperative hospitality, shall establish standards of non-guilty manks as a percentage of the quantity of food consumed, for pastry products and cold and hot kitchen products as a percentage of retail turnover, for foodstuffs stored in glass containers by a percentage of turnover, for empty glass packaging (bottles) as a percentage of the quantity taken over as set out in the Annex.
§ 5
It shall be prohibited to apply in the framework of non-guilty manka standards which have not created or abused standards to cover losses incurred other than those for which they are intended.
§ 6
They shall be deleted:

§ 7
The standards of natural losses of solid fuels and fuel wood, loss standards for the purchase of precious metals and natural losses in wholesale trade, remain unaffected by this decree. *)
§ 8
This decree shall take effect on the day of its publication. For individual stores, establishments and warehouses, new standards apply from the first inventory after the effective date of this decree.
