Decree of the Minister for Foreign Affairs on the Agreement between the Government of the Czechoslovak Socialist Republic and the Provisional Military Government of Socialist Ethiopia on Cultural and Scientific Cooperation

on the Agreement between the Government of the Czechoslovak Socialist Republic and the Provisional Military Government of Socialist Ethiopia on Cultural and Scientific Cooperation
On 2 December 1978 the Agreement between the Government of the Czechoslovak Socialist Republic and the Provisional Military Government of Socialist Ethiopia on Cultural and Scientific Cooperation was signed in Prague. The Agreement entered into force pursuant to Article 14 thereof on 25 June 1979.
The Czech translation of the text of the Agreement is announced simultaneously.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Provisional Military Government of Socialist Ethiopia on Cultural and Scientific Cooperation
Government of the Czechoslovak Socialist Republic and Provisional Military Government of Socialist Ethiopia,
led by the desire to develop and strengthen mutual understanding and friendship between nations and governments of both countries on the basis of mutual respect for national sovereignty and territorial integrity, non-interference in internal affairs, equality and mutual advantages,
committed to developing and strengthening cooperation between the two countries in the fields of culture, science and education,
fully convinced that these objectives can best be achieved by mutual knowledge and cultural cooperation, by exchanging knowledge and experience, as well as by promoting the expansion of relations in science, education, health, artistic exchanges, literature and sport between the two peoples,
agree as follows:

Education and Science
Both Parties will allow the development of close cooperation in the field of education and will, as far as possible, provide citizens of the other Party with scholarships to study at their educational establishments.
The Parties shall promote the exchange of scientists and experts as well as educational, cultural and scientific materials. To this end, they will facilitate the establishment and development of contacts between the relevant institutions and organisations of both countries.
The Parties shall promote the development of scientific relations. To this end, they will promote the exchange of scientific information and documentation between their scientific research institutions.
The Contracting Parties shall consider the possibilities of ensuring partial or full validity of studies, examinations, diplomas and degrees in the territory of the Contracting Parties. If the Contracting Parties deem it necessary, they shall negotiate a specific agreement to that effect.

Culture, art and information
The Parties shall cooperate with a view to promoting cultural relations across all sides and close cooperation between the relevant cultural institutions and organisations of both countries.
To this end, the Parties shall promote:
(a) the exchange of materials from the fields of culture and art, literary works, films, recordings, tape recorders and other materials;
(b) the organisation of art exhibitions, musical performances, film performances, film festivals and other similar events organised by the other Party;
(c) exchange of information and cooperation between national museums, archaeological institutes, libraries, publishers and other similar organisations of both countries;
(d) translation and dissemination of books, magazines and newspapers of the other country.
Each Party shall support the study of the history, language, literature, culture and art of the other Party in its educational establishments. The Parties shall ensure in their education system objective and correct data relating to culture, history, geography and other areas of life of the other Contracting Party.
The Parties shall promote cooperation in the exchange of news and information in the fields of television, radio and press. To this end, they shall promote exchanges of materials, television and radio programmes, music recordings, scores, feature films and documentary films between the relevant organizations or institutions of the Parties.

Health, physical education and sport
The Parties shall promote exchanges of medical information and health professionals and facilitate cooperation between health education and research institutions.
The Parties shall promote cooperation and facilitate contacts between sports organisations of both countries. To this end, they will support exchanges of sports cooperatives, coaches and experience in physical education and sport.
(a) In order to implement the provisions of this Agreement, the Parties shall promote exchanges of delegations and experts in the fields of science, education, culture and art.
(b) The Parties shall promote and facilitate cooperation and exchanges between their social organisations.

General provisions
The Parties will negotiate cooperation programmes for certain periods for the purpose of implementing this Agreement. These programmes shall include agreed actions, including financial terms and conditions.
The provisions of this Agreement shall not affect legislation in force in both countries.
Any confusion or disagreement arising from the implementation or interpretation of this Agreement, as well as any amendments or additions thereto, shall be dealt with by negotiation between the Parties.
This Agreement shall be subject to approval or ratification in accordance with the constitutional provisions of the Contracting Parties and shall enter into force on the date of the exchange of notes on such approval or ratification.
This Agreement shall be negotiated for a period of five years and shall then be automatically extended for a further period of five years, unless one of the Contracting Parties denies it in writing at least six months before the expiry of the relevant period of validity.
The date of entry into force of this Agreement will be the expiry of the Cultural Cooperation Agreement between the Czechoslovak Republic and the Ethiopian Empire of 11 December 1959.
