on the Government's report on the progress of reconstruction work to eliminate flood damage in southern Slovakia
At its meeting on 12 November 1965, the National Assembly discussed the Government's report on the progress of the work to remedy the damage caused by floods in southern Slovakia. On the basis of a detailed analysis of all the measures taken so far, the National Assembly notes that the removal of the consequences of a natural disaster and the work on the construction of the damaged area continues well. An extensive work has been carried out so far through joint efforts to restore normal life in the affected territory.
The work on the closure of ruptured dams is basically over and the work on the fixing of dams and the restoration of drainage channels and pumping stations and the provision of drinking water is successfully continued; At the same time, another stage is prepared to monitor the improvement of the safety of the existing protection and drainage system and thus the overall improvement of the water management regime throughout the area.
The affected population, whose temporary evacuation has been secured in all respects without any loss of life or threat of epidemics, is working again in its homes on the construction and restoration of its communities and on the restoration of agricultural production. Part of the evacuated children, who were given particularly attentive treatment during critical days and throughout the next period, could already return to their families; others remain very well and versatile.
On the basis of the rapid and operational preparation and resolution of financial issues, the construction and restoration of family houses, water resources, public and production facilities are taking place at a good pace. As soon as the flood water fell, agricultural work was also started, so the most affected districts of Komarno and Dunajská Streda met the autumn orba first in the West Slovak region. Other autumn agricultural work and the preparation of spring work are also secured, feed supply is gradually carried out and basic livestock herds are supplemented.
The rapid and overall good progress of the reconstruction work is the result of extraordinary efforts, good organisation and operational cooperation between government bodies, the Slovak National Council and national committees, in particular in the West Slovak Region and the Patronage Counties. These results were also due to social organisations, cooperatives, businesses and plants, whose workers, along with hundreds of thousands of our other citizens, contributed quickly to their help not only immediately in a critical flood period, but also to the restoration and construction of the affected area.
The National Assembly highly appreciates the work done so far. Special thanks are due to the population of the affected areas, which has been very dedicated and disciplined to the rescue work and exemplary work on the rapid restoration of their homes. In particular, the National Assembly evaluates the heroic actions of our People's Army, Department of Interior, Fire Protection and Medical Services, who have managed in difficult conditions of rescue work and with the greatest dedication have helped in the difficult closure of the dam bursts, in draining flood water, in securing the needs of the evacuated population and in restoring them. The National Assembly particularly appreciates the assistance provided by disabled Soviet and Hungarian people's army in rescue work.
The high recognition and appreciation of all those involved in the technical solution for the disposal of floods and their consequences, the care of evacuated citizens and their children, the implementation of health, sanitation and veterinary measures, the specific procedure for the recovery of communications, connections, housing, agricultural production and all other economic and civil facilities, as well as financial and compensation issues.
The act of dedication, unity in the joint efforts of the authorities of the state and its citizens, in fact co-operative mutual assistance and international solidarity between the citizens of Hungarian, Slovak and Czech nationality is an expression of new truly brotherly relations created under the leadership of the Communist Party of Czechoslovakia in our socialist society under the conditions of our single socialist state and state law.
However, the consequences of the devastating disaster could not yet be remedied even with a good recovery process. At the present stage, the centre of gravity of the construction management tasks, which presupposes, above all, the smooth supply of the material needed and the operational cooperation of all components involved in the construction itself, by patronage commitments and by supplier. The second decisive task is to create all the conditions for the full restoration of agricultural production, which is a basic source of livelihood for the local population and is of considerable national importance in the production and market supply of agricultural products. The working efforts of cooperative peasants and workers of state goods in the affected area should therefore be supported in general.
The National Assembly believes that all the authorities of our socialist state, the patronage districts, supply plants, construction and transport organisations and all the other workers who continue to participate in the reconstruction of the affected territory will not relinquish their efforts and fulfil their commitments and tasks with the same urgency as before.
The National Assembly calls on Members of all the representative bodies to actively work in their constituencies to ensure that these commitments and tasks continue to be carried out accurately and promptly, as required by the full development of production and the life of our fellow citizens in the affected region of southern Slovakia.
