The Constitution of the Czechoslovak Socialist Republic of July 11, 1960 states that the Czechoslovak Socialist Republic is a united state of two equal brothers' nations, Czechs and Slovaks. The Slovak National Council, the national authority of state power and administration in Slovakia is a state-of-the-art and constitutional expression of the sovereignty of the Slovak nation. The Slovak National Council is an organic part of the single system of representative corps of the working people in the Czechoslovak Socialist Republic, composed of the National Assembly, the Slovak National Council and the National Committees, from which the authority of the other authorities of the state is derived.
This state-owned regulation, corresponding to the Marxist-Lenin principles of addressing a national issue in the process of the construction of socialism and communism, allows the Slovak National Council to participate effectively in ensuring further rapid economic and cultural development of Slovakia at the level of the Czech regions in the single Czechoslovak Socialist Republic, to develop its activities as a national article of national political and economic governance for the territory of Slovakia while co-forming and providing national policy. Slovakia has, in a historically unprecedented short time, surpassed its former backwardness and achieved the pervasive development of production forces, economies, culture and living standards in Slovakia, irrevocably documenting the achievements and possibilities of organising national relations in the conditions of socialism. Therefore, the 18th Congress of the Communist Party of Czechoslovakia and the document ÚV KSČ and ÚV KSS of 7 May 1964 stressed that these principles of the 1960 Constitution should be further and specifically developed and applied more fully in the bodies of the Slovak National Council for the further economic and cultural development of Slovakia in the single Czechoslovak Socialist Republic.
According to these principles, the Slovak National Council develops its activities as a national article of the single representative system, equipped with powers of state authority and administration for the territory of Slovakia.
As the Supreme Authority of the Czechoslovak Socialist Republic, the National Assembly discussed the report on the activities of the Slovak National Council in terms of the application of the principles of the Constitution, as set out in the Act of 7 May 1964 of the KSČ and the KSS of 7 May 1964, and concluded that the application of those principles is fully proven, contributes to the rapid development of the economy and culture in Slovakia and further strengthening the political and moral unity of the Czechoslovak Socialist Republic.
The National Assembly shall:
The tasks provided for by the Slovak National Council by the Constitution are continuously developed and secured by the authorities of the Slovak National Council, both immediately and in conjunction with the National Assembly, the Government and the National Committees. The Slovak National Council's participation in the central management of the state has increased, in particular in the development of national economic and cultural development concepts.
The close link between the work of the Slovak National Council and its institutions on the activities of the National Assembly and its bodies is well reflected in the joint initiative and solution to some problems of faster development of Slovakia, in particular by using its economic resources. Following discussions of the relations between the National Assembly and the Slovak National Council of Delegations of the National Assembly Bureau with the Slovak National Council Bureau, joint meetings were held between the National Assembly Committees and the Slovak National Council commissions to discuss the current key issues of economic and cultural development in Slovakia. In particular, it was about the further integration of free labour resources into the creation of a social product and national income, the full use of the capacity of machinery plants, the creation of conditions for the faster development of certain economically less developed areas, the concept of education development, certain problems of agricultural production development, the increase of the level of care for the health of the population in Slovakia and others. The cooperation between the National Assembly and the Slovak National Council in law-making has also significantly improved.
The results of the Slovak National Council's work and the close follow-up of the Presidency of the Slovak National Council's work on government activities and the efficient division of work between ministers and delegates in ensuring joint economic and cultural development tasks in Slovakia. The measures taken and implemented by the authorities of the Slovak National Council have contributed significantly to the achievement of the tasks of the State Plan in Slovakia last year and are also implemented in all major indicators this year. There was a turnover mainly in the development of material production. In particular, the growth of industrial and construction production and freight transport has been restored. In 1964 the total increase in industrial production amounted to 2.7 billion CZK, the construction of the economy was spent by 20.5% more than in 1963 and the plans of the plan on decisive industrial construction were achieved. Construction companies in Slovakia exceeded their tasks in the basic construction production by 257 million CZK. The Slovak National Council has been effectively involved in the performance of tasks in the construction of important development capacities, such as the East-Slovak Ironworks, Vojany Power Plant, Slovnaft Bratislava, Dusíkárna Šala, wide-track line, long-distance gas pipeline from the USSR and others, by its continuous care of the necessary building capacities, sufficient manpower and timely supply of technological equipment for critical buildings. The operational activities of the authorities of the Slovak National Council have been strongly reflected in the resolution of many major tasks, particularly in the investment construction, in the provision of material cover for the production of certain important industrial enterprises, in particular engineering, in agriculture, in the removal of the consequences of last year's drought in the Middle Slovak and Eastern Slovak regions, as well as the consequences of unprecedented wind calamity in the forest economy in Slovakia.
The Slovak National Council had and will continue to have a significant share of national efforts to eliminate the damage caused by floods in southern Slovakia, to restore and normalise life in these areas.
The National Assembly, based on the analysis and results of the activities of the Slovak National Council in securing the tasks of the economic and cultural construction of Slovakia and pursuing the objective of a consistent balancing of the economic and cultural level of Slovak and Czech regions, while respecting the single Czechoslovak economy, stresses that the Slovak National Council, in cooperation with the other constitutional authorities, will concentrate further efforts to address the following tasks:
To increase Slovakia's share of the overall development of the Czechoslovak economy by making better use of its raw materials and material base. In order to create conditions mainly for the processing of local raw materials such as magnesite, wood, building materials, chemical, ceramic, glass and medical industries, better use of existing and newly built capacities, mainly engineering and further integration of labour resources into the work process; to develop and address the more efficient use of water resources in Slovakia and fuel oils for energy purposes, and to accelerate the pace of gasification and warming.
Further pay attention to the intensified development of agricultural production. Ensure conditions for the development of the processing industry, in particular consumer and food, whose development is suitable in Slovakia for the development of labour resources and greater possibilities for processing agricultural products in final products.
In the field of social consumption, focus on addressing the material problems of education, culture and health.
Further ensure favourable conditions for the universal development of the lives of citizens of Hungarian and Ukrainian nationality.
In this term of office, the Slovak National Council's relations with the National Committees in Slovakia have also developed, which has made it possible to streamline its work and to ensure immediate tasks in relation to local authorities of state power. However, the current tasks of the work of the national committees indicate the need to further deepen and intensify the work of the Slovak National Council in the field of the activities of the national committees.
In the performance of its constitutional functions, the Slovak National Council successfully performs increased tasks in economic construction and in the development of culture and science in Slovakia, consistently applying the principles of the Constitution and the document of the KSČ ÚV and the KSS ÚV of 7 May 1964 "For the fuller application of the Slovak National Council" in political and management work.
The National Assembly of the Czechoslovak Socialist Republic takes note of the submitted report on the activities of the Slovak National Council in the IV parliamentary term. All bodies of the National Assembly in the performance of their legislative and control functions will fully assist in the further successful development of the responsibility of the Slovak National Council under Article 74 of the Constitution. The National Assembly therefore requires the Bureau and the Committees of the National Assembly to develop the conclusions of the report and this resolution in their work plans and to ensure them in order to further develop the single representative system in the Czechoslovak Socialist Republic.
