about national artists.
The Constitutional National Assembly of the Czechoslovak Republic decided on this law:
(1) The President of the Republic may declare a Czechoslovak citizen whose artistic activity has been consistently enriched by his particularly excellent level and by his exceptional importance by national culture in recognition of his work on the proposal of the Government as a national artist. This can also happen in memoriam after the artist's death.
(2) The Government shall act on a proposal from the Minister of Education and Education in an agreement with the Minister of Information, if it is the field of writing, music, art and theatre, and on a proposal from the Minister of Information in an agreement with the Minister of Education and Education, if it is the field of film and radio, after hearing the top professional organisations.
A national artist is entitled to carry an honorary badge. Detailed provisions on this badge will be issued by the government by regulation.
(1) The Government may grant the national artist an honorary pension for life.
(2) The Government may grant the surviving spouse of a national artist or of his dependent children, in the circumstances of particular consideration, to other persons who have taken care of him and have earned favourable conditions for his creative activity, a provision salary.
(3) A retirement pension may be assessed by the government to the national artist in such a way as to include the salary or pension due to him or her in the employment relationship.
(4) The pension and provision salaries referred to in the preceding paragraphs are not to be treated as pensions, in the case of provision salaries within the meaning of the rules on the accumulation of several salaries.
(1) The provisions of the criminal laws on the withdrawal of honorary badges as the effects of convictions for crime also apply to the honorary name of the national artist and to all rights associated with him, as well as to the provision salary of widows and children (§ § 2 and § 3).
(2) The President of the Republic may remove from the national artist an honorary title with the effects of paragraph 1 even if the Government agrees that the national artist has become unworthy of that title. Similarly, the government will remove the salary of the national artist to the widow or children, if they have become unworthy.
(1) The State is responsible for the provision of works by national artists.
The government may amend the details by regulation.
(2) The provision of the previous paragraph is without prejudice to the provisions of the Law of 24 November 1926, No 218 Coll., on Copyright Law as amended by the Law of 24 April 1936, No 120 Coll.
Persons to whom the government has given the honorary name of a national artist before the law is effective shall be deemed to have been declared national artists under that law. The pension (Paragraph 3 (1)) is for them from the first day of the month following the grant of the honorary title of the artist, but first from 1 January 1948.
This Act shall take effect on the day of its publication; It shall be implemented by the Ministers for Education and Information in agreement with the participating members of the Government.
