Decret of the President of the Republic
of 26 October 1945
on State Care Information.
On the proposal of the Government and in agreement with the Slovak National Council, I establish:
§ 1.
(1) Public care in education, i.e. continuous cultural and state-political education of the people, is carried out by local, regional and local councils of the education and education authorities in Slovakia and by the local and district councils of the education and education authorities, which at the same time take care of the state-political and ideological coordination of self-organised civil society activities. The central administration of public health care, as well as the top supervision of all public education and statepolitical education of the people, is carried out by the Minister of Education and Education in Slovakia by the education and education officer in accordance with the principles of the overall state cultural policy.
(2) The Ministry of Information is responsible for the political education of a time nature.
§ 2.
(1) The World Councils are public corporations and membership is honorable. The elections, after being appointed to the information boards, shall be carried out in such a way as to represent the staff of cultural, trade and agricultural organisations and institutions.
(2) The World Councils are attached to the national committees as the executive public care bodies, the cultural referee of the national committee is also the chairman of the awareness board.
(3) The local Council of Information is subordinate to the District Council of Information and this Regional Council of Information, in Slovakia, to the Information Board of the Education and Information Officer.
(4) For the tasks set, the Minister for Education and Education, in Slovakia, the responsibility for education and education, the awareness-raising councils, will allocate the necessary expertise and assistance. In addition, state awareness instructors and state librarian instructors with the title of Earth and District Inspectors will be assigned to the Regional and Regional Councils.
§ 3.
(1) In each political community, the local national committee (local administrative commission) shall set up a local briefing board, which shall manage all public awareness issues within its area of competence and implement the decisions and actions of the local national committee on information matters.
(2) The highest number of members of the local council of enlightenment is twenty and elected by the local national committee (local administrative committee).
(3) For cities over 50,000 inhabitants, government regulations can set out divergent organisational measures.
§ 4.
(1) Each District National Committee (Regional Administrative Commission) shall set up an Advisory Council, which shall, within its jurisdiction, manage all public awareness issues (matters of folk education and folk library) and implement decisions and measures of the District National Committee on Information matters.
(2) The maximum number of all members of the district council shall be thirty. Two-thirds of the members will be elected by the Regional National Committee (Regional Administrative Commission) and one-third of the members will be appointed by the Regional Council of Education and Education in Slovakia.
§ 5.
(1) Each Regional National Committee will set up an Information Council in Slovakia, an education and awareness board in charge of the Education and Information Officer, which manages all public awareness issues (folk education and library matters) and implement the decisions and measures of the Regional National Committee in Slovakia, the Education and Information Officer in the field of education and education.
(2) The maximum number of all members of the Regional Council shall be thirty. Two-thirds of the members will be elected by the Regional National Committee, the Slovak National Council in Slovakia, and one-third of the experts will be appointed by the Ministry of Education and Education, and in Slovakia, a representative of education and education.
§ 6.
The details of the composition, organisation and activities of the information councils shall be determined by the Government by a regulation.
§ 7.
(1) At the Ministry of Education and Education, a State People's Council (in the next Council only) is hereby established as an advisory body for national essential matters of folk education based in Prague.
(2) The Minister of Education and Education shall be appointed by the President, his Vice-Presidents and other members of the Council in agreement with the Ministers involved and the President of the Board of Authors. Appointments to the Council shall be made in such a way as to represent at least two thirds of the staff of education, artists, writers, journalists and youth educators. These persons will be appointed after hearing their top (trade union, folk and agricultural) organisations. The maximum number of all members of the Council shall be thirty. Slovakia has a proportional representation in it.
(3) According to similar principles, the Education and Information Officer will establish the Slovak People's Council based in Bratislava as an advisory body for essential folk matters in Slovakia. The President, his Deputy Members and the other members shall be appointed by him in agreement with the delegates involved.
(4) The details of the composition, organisation and activities of the Council shall be determined by the Government by means of a regulation.
§ 8.
Scientific and professional training shall be provided by:
(a) at universities where special stools of folk education and health care are established;
(b) professional schools of folk education to be set up;
(c) lectures by experts in the last years of secondary and vocational schools and teaching institutes;
(d) the scientific, research and technical activities of the State Institute of Research and Technology for Information Care set up by the Minister for Education and Education.
§ 9.
(1) The Minister of Education and Education, in Slovakia, shall establish, on a proposal from the Council of Instruction for the Constant Cultural and State Political Education of the People's Public Education School of Lower, Higher and Highest Degree. The Supreme People's Education Schools are called "People's Academy."
(2) Detailed regulations on the administration and curriculum of these schools will be issued by the Minister for Education and Education in agreement with participating ministers, in Slovakia also in agreement with the Education and Information Officer.
§ 10.
The General Councils may require public staff of all categories and services, with the agreement of the competent service authorities, to co-operate in the public care of the public, to the extent required. This interaction may be mandatory up to two hours a week.
§ 11.
(1) The service and awareness-raising rooms to which they are required shall be provided by municipalities in a state of operation and shall also maintain service rooms in a state of operation. The municipalities carry the cargo.
(2) The State shall bear the personnel costs of state care.
(3) Municipality, counties and countries contribute to state care enterprises by means of regular compulsory contributions, which are made by the municipality for each resident of the municipality on a yearly basis, for the district and the country after 0,50 CZK per year for each resident. The contribution obligation shall take effect from 1 January 1946. The first post will be set up in 1946.
(4) The scope and manner of carrying out the duties of municipalities, counties and countries are laid down in the Directives issued by the Minister for Education and Education in an agreement with the Minister for the Interior, Finance and Information and the Education and Information Officer.
§ 12.
(1) The Act of 7 February 1919, No. 67 Coll., on the organisation of folk courses of civil education and implementing provisions issued on its basis, if they contravene the provisions of this Decree, will cease to apply.
(2) The applicability of the Government Decree of 11 May 1943, No 126 Coll., on the organisation of a public awareness-raising service and all the provisions laid down therein are hereby repealed.
§ 13.
This Decision shall take effect on the day of its publication; it shall be carried out by all members of the Government.
