GOVERNMENT REGULATION
of 22 December 1999
prohibiting the supply of oil and petroleum products in relation to the Federal Republic of Yugoslavia
The Government hereby orders pursuant to Article 1 of Act No. 304 / 1999 Coll., on measures relating to the Federal Republic of Yugoslavia:
This Regulation shall mean:
(a) by the authority of the Federal Republic of Yugoslavia, all State, self-governing or local authorities of the Federal Republic of Yugoslavia and any institutions controlled or otherwise controlled by them;
(b) by the authority of the Republic of Serbia, all State, self-governing or local authorities of the Republic of Serbia and any institutions controlled or otherwise controlled by them;
(c) any organisation, business or other company, undertaking, body or other entity, regardless of its name and whether it has its own legal personality, including its branches or other organisational components.
(1) It shall be prohibited to:
(a) to sell, procure, import or otherwise permit the use of oil and petroleum products listed in the Annex to this Regulation:
1. The Federal Republic of Yugoslavia or the Republic of Serbia or their bodies,
2. any person or institution in the Federal Republic of Yugoslavia,
3. any other person or institution for the purpose of any business carried out in or from the territory of the Federal Republic of Yugoslavia;
(b) to transport or facilitate the transport of oil and petroleum products listed in the Annex to this Regulation to or through the territory of the Federal Republic of Yugoslavia;
(c) participate in any other activity aimed at directly or indirectly supporting the activities referred to in points (a) and (b).
(2) Paragraph 1 shall not apply to the supply and transport of oil and petroleum products listed in the Annex to this Regulation for the purposes of:
a) the representative office of the Czech Republic in the Federal Republic of Yugoslavia,
(b) the Czech contingent of international peacekeeping forces in the Federal Republic of Yugoslavia in which it participates; or
(c) international peacekeeping forces in the Federal Republic of Yugoslavia and for humanitarian purposes;
(d) the representative office of the Federal Republic of Yugoslavia in the Czech Republic.
(3) Oil and petroleum products may be supplied or transported in the cases referred to in paragraph 2 (c) only on authorisation from the Ministry of Industry and Trade, issued with the approval of the Ministry of Foreign Affairs.
(4) The provisions of paragraph 1 shall not apply to the supply or transport of oil and petroleum products listed in the Annex to this Regulation in the territory of the Republic of Montenegro or of the Province of Kosovo, provided that the Ministry of Industry and Trade so authorises, with the consent of the Ministry of Foreign Affairs; such authorisation may be granted only if it is clear that these products will not be transported through or subsequently provided through the other territories of the Republic of Serbia.
This Regulation shall enter into force on the day of its publication.
