GOVERNMENT REGULATION
of 2 February 1962
on the new organization of Czechoslovak film
The Government of the Czechoslovak Socialist Republic orders pursuant to § 1 paragraph 3 of Decree No. 50 / 1945 Coll., on measures in the field of film:
Organization of Czechoslovak Film
§ 1
(1) Czechoslovak film is an economic production unit of a cultural character. It is a separate organisation within the Ministry of Education and Culture. It's national.
(2) The Czechoslovak film forms the central headquarters of the Czechoslovak film as a supranational economic organisation together with subordinate economic organisations.
(3) The central director of the Czechoslovak film is appointed and recalled by the Government on a proposal from the Minister for Education and Culture.
(4) The Central Director of the Czechoslovak Film is entitled, with the consent of the Minister for Education and Culture, to establish, amend and disturb subordinate economic organisations.
§ 2
In the matters of planning, financial and wage, the Central Directorate of Czechoslovak Film deals directly with the State Planning Commission, the Ministry of Finance, the State Labour Commission and other central authorities. The Czechoslovak film has a separately reported part of the budget of the Ministry of Education and Culture.
§ 3
For Czechoslovak film, provisions on national enterprises and certain other economic organisations apply mutatis mutandis, unless otherwise provided for in this Government Regulation.
§ 4
Tasks of Czechoslovak Film
(1) The basic task of the central headquarters of the Czechoslovak Film is to organise, manage, coordinate and control the ideas, artistic, technical and economic production of films and their adaptation, laboratory processing and lending of films, import and export of films, archiving and documentation of films and the provision of technical needs in the field of cinema.
(2) Czechoslovak film provides methodical assistance to national committees on film distribution.
(3) The central director of the Czechoslovak film is entitled to issue regulations on the cinema section, in particular the guidelines for the operation and public screening of cinemas, the conditions for lending films and the amount of admission to cinemas.
§ 5
Status of Czechoslovak Film
Details of the legal situation and management of the Czechoslovak film, the scope of competence and responsibility of the central director of the Czechoslovak film and of the directors of subordinate organizations shall be laid down in the Statute, which shall be issued by the central director of the Czechoslovak film with the agreement of the Minister of Education and Culture.
Common and final provisions
§ 6
Government Regulation No. 4 / 1957 Coll., on the organisation of film business, is hereby repealed.
§ 7
This Government Regulation shall enter into force on the day of its publication.
