Legal action by the Bureau
National Assembly
of 12 April 1956
amending the Government Regulation on road traffic.
The Bureau of the National Assembly of the Czechoslovak Republic has decided on the following legal measure under Article 66 of the Constitution:
Government Regulation No. 54 / 1953 Coll., on road traffic, is amended as follows:
1.
"(1) Transfers against road safety regulations are prosecuted to the extent specified below by the public safety authorities.
(2) The holders and drivers of motor vehicles and the drivers of urban rolling stock are punishable by these authorities
(a) by written reprimand; or
(b) fine up to 500 Ccs.
In addition to the imposition of a fine, a driving licence coupon may also be exchanged.
(3) Serious infringements of the persons referred to in the previous paragraph shall be punishable by a three-member criminal commission set up by the Transport Inspectorate at the headquarters of the District National Committee, which may impose:
(a) written reprimand; or
(b) fine up to 3,000 CZK.
In addition to imposing a fine, the commission may change the coupon for the driving licence or withdraw the licence temporarily or permanently.
(4) No alternative custodial sentence may be imposed for an immaterial fine.
(5) If the transport inspector is responsible for the fact that the act is to be punished more severely, he shall refer the matter to the appropriate district attorney. "
2. Paragraph 16 is renumbered paragraph (1) and paragraph (2) is added as follows:
"(2) With the approval of the Government, the central national committees may issue transport regulations to adapt road traffic rules to local transport needs. ';
This legal measure shall take effect on the day of its publication; All members of the government will do it.
