Government Regulation
of 8 April 1952
on the management of connections.
The Government of the Czechoslovak Republic orders, with the agreement of the President of the Republic, pursuant to § 1 of the Constitutional Act No. 47 / 1950 Coll., on adaptations to the organisation of public administration, and under § 42 (1) of Act No. 241 / 1948 Coll., on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Act on the Five-Year Plan):
Organisation and scope.
(1) A Ministry of Communications is hereby established from the Ministry of Posts.
(2) The Ministry of Communications manages all sectors of communication services intended for public use (post and telecommunications), ensures the construction and operation of technical radio and television equipment, and oversees the construction and operation of other telecommunications equipment, except those of the ministries of national defence and national security; the manner and extent of cooperation on telecommunications equipment in the field of the Ministry of Transport shall be agreed by the Transport and Communications Ministers.
(3) The Ministry of Communications shall perform its tasks directly or through regional administrations of connections and executive agencies, determine their organisation and competence and manage their activities throughout the country.
(1) A delegation of post offices is hereby established.
(2) The Commission is responsible for the application of the interests of Slovakia in the field of communications, ensures cooperation with the Slovak national authorities in the field of communications, ensures and controls, within the framework of the Ministry of Communications' directives and orders, the activities of its authorities in Slovakia.
The farm.
The Government may determine for the field of competence of the Ministry of Communications a method of economy different from that of other government administrations. In agreement with the Minister for Finance, the Minister for Communications shall lay down the details.
The Ministry of Communications and its bodies may, where necessary or appropriate, carry out self-supporting work which serves the performance of their tasks without requiring authorisation under specific regulations.
The Minister of Communications may, in agreement with the Minister of Finance, set up national undertakings to provide certain tasks in the field of the Ministry of Communications and entrust them with the necessary assets in the administration. For these national enterprises, Act No. 103 / 1950 Coll., on National Industrial Enterprises.
Final provisions.
(1) Czechoslovak State Post, a national enterprise, is repealed without liquidation; its assets are transferred to the direct administration of the Ministry of Communications. Removal from the company register shall be effected with reference to this Regulation.
(2) The amendments to the minutes in the public books shall be made by reference to this Regulation on the proposal of the Ministry of Communications or its bodies on the occasion of the next registration.
The Minister of Information and Information in an agreement with the Ministers of Communications and Finance will adjust the details of the transfer of technical radio and television equipment and other assets to the Ministry of Communications. The Minister of Communications will take over the necessary number of Czechoslovak Radio employees in agreement with the Minister of Information and Instruction as part of the workforce plan.
The employees of the Czechoslovak State Post, the National Company, and the employees of the Czechoslovak Radio, taken over under Section 7, become civil servants in the Ministry of Communications.
(1) All provisions contrary to this Regulation, in particular:
(a) Act No. 151 / 1949 Coll., on Czechoslovak State Post Office, National Enterprise, as amended by Act No. 150 / 1950 Coll.,
(b) Government Decree No. 152 / 1949 Coll., which establishes the organisational status of the Czechoslovak Post Office, a national enterprise,
(c) Paragraph 3 (3) of Act No. 137 / 1948 Coll., on the nationalisation of Czechoslovak Radio, where it requires Czechoslovak Radio to establish, maintain and operate telecommunications equipment necessary for broadcasting radio and television programmes.
(2) Paragraph 4 (1) (a) and (b) of Act No. 72 / 1950 Coll., on Telecommunications, are amended and read:
"(a) Ministry of Communications
all telecommunications equipment, in particular facilities for public use;
(b) radio and television undertakings
telecommunications equipment for radio and television reception purposes; ';
(3) Pending the adoption of the provisions of this Regulation, the provisions of the present Regulation shall be applied mutatis mutandis, unless they contravene this Regulation.
This Regulation shall enter into force on 1 May 1952; they shall be carried out by the Minister of Communications and by the Minister of Information and Information in agreement with the Minister of Finance and other relevant members of the Government.
