Regulation on technical reports of regional national committees

of 25 January 1949
on technical reports by regional national committees.
The Government of the Czechoslovak Republic orders pursuant to § 8, § 3, paragraph (a) and § 19, § 3 of the Law of 21 December 1948, § 280 Coll., on the Regional Establishment, and § 2 of the Law of 21 December 1948, § 281 Coll., on the Financial Administration of the National Committees:
§ 1.
A technical report shall be established for each Regional National Committee. The technical report shall be divided into departments as necessary; the principles for such division, in particular the number of departments, are laid down by the Ministry of Technology in an agreement with the Ministry of Interior.
§ 2.
(1) The Technical Report provides the Regional Administration in all matters of a technical nature, provided that they are not directed by other reports of the Regional National Committee, in particular to the planned development of all construction.
(2) Without prejudice to the responsibilities of other authorities (authorities), the technical report shall in particular carry out the following tasks:
1. Develop in its field (paragraph 1) a part plan of its own regional plan and monitor its implementation and cooperate with the Regional National Committee's planning report in the performance of its tasks;
2. manage the construction activity in the region to ensure the economical implementation of the buildings;
3. Provides general technical services to regional and subordinate national committees and oversees their performance;
4. Provides matters of civil engineers, technicians and civil geometers, in particular those of their authoritarian examinations, and performs examinations of applicants for the permission of a builder, master of masonry, carpentry, stoneware and studios;
5. procures the goods of bound building materials and their allocation;
6. dealing with legal matters arising from the professional activity of the report, in particular those relating to the field of construction and water law, expropriation for all purposes, the occupation of buildings for public purposes, as well as legal matters relating to the construction of water, road, bridge, land and legal matters relating to construction reconstruction;
7. carry out technical expert, supervisory and assessment activities in the field of construction, road, bridge and water management, machinery and electrical equipment on construction, public measurement and mapping and under the Water Act at all;
8. Provides technical matters for the construction and rendering of municipalities and larger territories and for the restoration of buildings, as well as for all the buildings of the State, its institutes, undertakings and facilities, with the exception of military buildings; This includes the technical supervision of the implementation of the structures of national enterprises, state-run funds and foundations, officially supported land buildings, land-based structures of the volumes of people's administration and their institutes, facilities and businesses and municipal enterprises, as well as the management and maintenance of state and other public buildings;
9. procures civil airports and related buildings and equipment for civil engineering;
10. Provides roads and bridges, ensures their mobility and maintenance and manages them;
11. prepares and maintains all public or public-funded water-service buildings on navigable and non-navigable flows, manages and operates the water-borne and ice-based service;
12. prepares and manages all public or public-funded water, sewage, meliorisation, swimming pools and ponds, and ensures water purity;
13. provides matters of public measurement and mapping, such as detailed triangulation and levelling, valuation, authentication and surveying for public buildings.
(3) As regards the fields set out in paragraphs 1 and 2, administrative criminal proceedings shall also be carried out as part of the technical report.
(4) Technical reports of regional national committees in Prague, Brno and Bratislava provide studies and general road projects of international and long-distance importance and studies, general projects and expert supervision on the construction of bridges of a large range on roads, and concentrate on the design and management of structures of folding steel bridges and management of the necessary material and machinery, namely the technical report of the Regional National Committee in Prague for the regions of Prague, Česko Budějovický, Plzeň, Karlovy Vary, Ústecký, Liberec, Hradec and Pardubice, technical report of the Regional National Committee in Brno, Olomouvický, Gottwaldovský, Jihlavský and Ostravský and technical reports of the Regional National Committee in Bratislava for Slovakia.
(5) The technical reports of the Regional National Committees in Prague, Brno, Ostrava and Bratislava also provide the following tasks for local regional national committees:
prepare and provide expert management of buildings for the use of water energy, the construction of the valley dam for all water-based purposes, the construction of navigable flows and port structures, the technical and security revision of these works and the maintenance of their uniform maintenance, the continuous management and maintenance of watercourses and the cost-effective use of water for continuous electrification of the State, the hydrographic and hydrological service and the signaling and forecasting service for the needs of navigation and public safety, the integration and rectifying of the operation of lockers, mobile courses, dams and water power plants in the interest of navigation, the use of water energy and other water-based needs, the uniform performance service of flood and ice and the soil for water-based buildings;
Technical report of the Regional National Committee in Prague for the Elbe river basin, technical report of the Regional National Committee in Brno for the Morava river basin, technical report of the Regional National Committee in Ostrava for the Odra river basin and technical report of the Regional National Committee in Bratislava for Slovakia.
§ 3.
The Ministry of Technology shall, in agreement with the Ministry of Interior and the Supreme Accounting Audit Office, issue regulations detailing the scope of the activities of the technical reports of the Regional National Committees.
§ 4.
On 1 February 1949 the Regional National Committees of Regional Administration are hereby adopted.
(a) in the field of technical management (§ 2), which is still provided by the Regional National Committees, in Slovakia by the same type of competence, carried out there by the authorities responsible for the techniques and agriculture and land reform, by state authorities, by state engineering bodies, by state authorities, by water authorities, by water engineering and water management authorities, and by the powers provided for in § 3, paragraph 1 of the Ordinance of 22 October 1945 of the Board of Directors, No 128 Coll. SNR, on the construction of sites and municipalities in Slovakia,
(b) in the field of technical management (§ 2, par. 2, no. 13), which is still provided by the Regional Financial Directorate, including the Expository in Opava, and by the catastral offices with extended scope, in Slovakia by the same type of competence, carried out there by the Finance Board, the Catastrophe Measurement Office in Bratislava, the archives of the catastrophe maps in Bratislava and the catastrophe surveying inspectors.
§ 5.
This Regulation shall enter into force on 1 February 1949; They shall be implemented by the Ministers of Technology and Interior in agreement with the participating members of the Government.
