Czech National Council
of 17 December 1985
on the National Economy Development Plan of the Czech Socialist Republic for 1986
The Czech National Council decided on this law:
§ 1
The basic objective of the State Plan for the Development of the National Economy of the Czech Socialist Republic for 1986 (hereinafter referred to as the "State Plan") is to ensure the further development of the national economy, in particular by increasing the efficiency and quality of all work and thus achieving better satisfaction of the material and cultural needs of the whole of society and citizens in accordance with their merit and strengthening their social security.
§ 2
The main tasks of the State Plan are:
(a) achieve a national income growth of 3.2% in the Czech Socialist Republic and cover most of its growth (90.7%) by increasing social productivity;
(b) to ensure the planned growth of national income by proportional development of the various sectors of the national economy; increase industrial production by 2,4% and construction works carried out by construction organisations by 2,6%; to increase agricultural production in order to meet the basic needs of both society and citizens;
(c) to further strengthen the role of science and research and the concentration of the research and development base to address the critical tasks of developing the national economy;
(d) the planned development of the economy, in particular by using the results of science and technology to achieve further growth in labour productivity in all sectors of the national economy;
(e) to ensure maximum economy in the consumption of raw materials and materials, fuels, energy and fuels, their highest possible appreciation in production and to reduce the material and energy performance of social production;
(f) the active participation of the authorities of the Czech Socialist Republic to deepen socialist economic integration with the Member States of the Council of mutual economic assistance and to secure supplies for export in such a way as to maximise the contribution to covering import needs;
(g) further improve the quality, technical standards and reliability of the products and carry out their necessary innovation;
h) focus the investment resources in the range of around 110 billion Kčs on the completion of construction and the putting in service of capacity and focus them on the modernisation and reconstruction of selected basic resources and on safeguarding social priorities;
(i) in line with the needs of the single Czechoslovak economy, focus the development of the various areas of the Czech Socialist Republic on the further growth of their economic base;
(j) in accordance with citizens' requirements to ensure delivery to market funds in the necessary quantity, quality and product mix;
(k) promote progressive forms of remuneration for work, depending on the results;
(l) expand and improve services for the population and improve the environment and housing conditions.
For the purposes of experimental verification of new elements of the planned management of the national economy, the Government of the Czech Socialist Republic may allow exemptions from the provisions of the laws of the Czech National Council governing the management of the national economy.
§ 3
This Act shall take effect on 1 January 1986.
