on the establishment and use of a uniform classification of employment and a uniform classification of fields of study and teaching
The Federal Statistical Office, in agreement with the State Planning Commission, the Federal Ministry of Labour and Social Affairs, the Ministry of Education of the Czech Republic and the Ministry of Education of the SSR, provides pursuant to § 35 (2) of Act No. 21 / 1971 Coll., on the Single System of Social Economic Information:
The uniform classification of employment and the uniform classification of fields of study and teaching *) (hereinafter referred to as "uniform classification ') are a basic systematic tool for the monitoring and analysis of the population structure and structural movements in society, for the planning and statistical evaluation of the performance of the planned tasks in the field of labour resources and the division of labour and for the creation of conditions for the rational use of computer resources on this section; are part of a single system of socio-economic classifications.
The use of uniform classifications is mandatory in keeping records of workers and apprentices * *) for the purposes of management, planning and statistical surveys, in particular in the fields of labour, social security and education, and in the issue of tariff-qualified catalogues and other wage and salary regulations.
(1) The subject of the uniform classification of employment (not for persons without a job classification - class 0) is a specific activity on a particular section of the national economy.
(2) The single classification of the fields of study and teaching covers the fields of study in vocational, secondary and higher education and specialised fields in which scientific work can be advocated, as well as those in which organisations educate apprentices for the profession of qualified workers.
(1) In the field covered by single classifications, organisations may issue a sub-special-purpose nomenclature as their own scope. They shall be designed in such a way as to ensure their content and numerical continuity to a uniform classification; This essential condition must also be met in cases where the authorities authorised under Article 43 of Decree No. 133 / 1970 Coll. issue qualification catalogues and nomenclature of functions for remuneration purposes.
(2) The sub-purpose and qualification catalogues and functions for remuneration purposes referred to in paragraph 1 shall be discussed with the Federal Statistical Office before issuing to ensure the necessary uniformity of sorting systems.
(3) In serious cases, the Federal Statistical Office may authorise the competent central authorities, in substance, for their own use or for the organisation of subordinate uses of unfilled items of uniform classifications.
The Federal Statistical Office, in cooperation with the State Planning Commission, the Federal Ministry of Labour and Social Affairs, the Ministry of Education of the Czech Republic and the Ministry of Education of the SSR, may, as appropriate, issue, on the basis of proposals from the relevant central authorities, supplements to uniform classifications.
Exemptions from this Ordinance for individual organisations are permitted by the Federal Statistical Office to propose the relevant central authorities in justified cases.
This Decree shall take effect on 1 January 1973.
