of 10 May 1949
on the establishment, organisation and activities of parents' and school friends' associations.
The Government of the Czechoslovak Republic orders according to § 76, paragraph 2 of the Act of 21 April 1948, No. 95 Coll., on the Basic Regulation of Single Education (Education Act):
Activities of the association of parents and friends of the school.
(1) The Association of Parents and Friends of the School (hereinafter referred to as "the Association"), ensuring cooperation between the School and the Family, assisting the School in its mission of education and social development, and taking care for its upbringing and versatile development, seeks to strengthen the unity of the educational activities of the School and the Family, in particular that parents, in agreement with the School, raise pupils in conscious citizens of a people's democratic state, lead them to a proper understanding of all the current phenomena of economic, political, social, cultural, health and moral, and be a model for them in conscious, dedicated participation in the construction of the State and in the fulfilment of all civil obligations.
(2) In carrying out the tasks referred to in paragraph 1, the association shall in particular undertake the following activities:
(a) discuss matters relating to education and education and the basic requirements of the socialist education of children at school and family;
(b) cooperate with the teachers' board and youth organisations to improve the educational and educational work of the school;
(c) assist in accommodation and catering as well as in meeting other social health and cultural needs of pupils, in setting up youth homes and satellites and in organising extracurricular employment of children;
(d) assist pupils in the choice of profession;
(e) establish funds to support schools and schools, complement and improve school facilities and equipment, grant support to pupils and co-operate in the distinction of public support to pupils.
The resources needed for its activities shall be provided by the association:
(a) membership contributions;
(b) allowances to be authorised by the school authorities for voluntary service associations in favour of education or school (§ 77 (1) of the Education Act);
(c) from operating surpluses held by undertakings;
(d) donations, inheritance, references and public aid;
(e) the return on equity.
Association organization.
(1) The Association is a legal person.
(2) The seat of the association is the municipality in which the school is established. His words are the language in which he is taught at the school. The management year covers with the school year.
(1) The members of the association are:
(a) parents (legal representatives) of school pupils;
(b) the school director and teachers who teach at school, the school doctor and the school social worker;
(c) friends of the school who have applied for membership and have been accepted (Sections 7, 4 and 6, 2).
(2) The members referred to in paragraph 1 (a) and (b), other than the school director, may waive their membership; the membership of school friends referred to in point (c) ceases to exist by surrender or expulsion (§ 7, § 4 and § 6, § 2).
The authorities of the association shall be:
(a) membership meetings;
(b) the Committee;
(c) the President.
(1) The membership shall be held at least once every quarter of the year, no later than the month following the beginning of the school year (hereinafter referred to as "the annual meeting"), and then, where necessary, according to the committee's resolutions or if at least ten members so request, indicating the subject matter of the hearing.
(2) The membership meeting shall discuss and act on matters of major and more important matters of management of assets which do not belong to the proper economy, shall take care of the maintenance of the assets of the association, shall approve the budget and the final accounts, shall determine whether the members' contributions are to be collected, from which members and to what extent, shall be elected and removed by the chairman and the other members of the Committee, as well as by two members of the accounts, and shall decide on appeals from decisions of the committee which have refused admission as a member or to which a member has been excluded (Section 7, paragraph 4).
(3) In particular, it is for the annual meeting to approve the report on the activity of the withdrawing committee for the previous administrative year and to grant discharge to it, to decide on the committee's programme of action for the current administrative year and to elect the chairman, the other members of the committee and the review of accounts.
(4) The President must be elected from among the parents of the pupils of the school [§ 4 (1) (a)]. For the other members of the Committee, three members of the Committee shall elect from among themselves annual meetings, at least one of the parents of the pupils of the school, plus for each class (branch) of the school's parents after one other member of the Committee. The members of the Committee elected for each class shall be elected in groups divided by classes, in such a way that each of these groups consists only of parents of pupils who go to the class concerned and teachers who teach in the class.
(5) The President, the other members of the Committee and the accounting officers are elected for the administrative year and may be re-elected. However, they may be dismissed at any time by members of the Committee elected by each class in the same groups in which they were elected; to empty places, then make a new choice.
(1) The Committee shall consist of the President, the elected members and the permanent members. The principal of the school and one other representative of the faculty sent to the committee are permanent members. The school doctor and social worker shall attend committee meetings with an advisory vote.
(2) The Committee shall elect a Vice-President, Manager and treasurer from among the elected members of the Committee. These officials are elected for the administrative year and may be re-elected.
(3) The Committee shall meet at least once a month, except in the case of major holidays, at the discretion of the President or if at least a quarter of the members of the Committee so request, indicating the subject matter of the proceedings.

The President shall represent the association on the outside, convene and manage the member meetings, convene meetings of the Committee, prepare their meetings, manage them and implement their resolutions.
(1) The members' meeting is capable of a resolution if at least 15 members are present. The Committee shall be able to vote if at least half of its members are present.
(2) A simple majority of the members present shall be required for the validity of the resolutions of the members' meeting or committee.
(3) The instruments of association shall be signed by the President and the Director; where the property of the association is being handled, the cashier's signature is also required.
(4) All functions are honorable.
(1) The Director of the School shall immediately report to the Office (authority), to which the School is directly subordinate (hereinafter referred to as the School Office), on the composition of the Committee, following any changes that have arisen, and within reasonable periods of regular reports on the activities of the Association and proposals for the elimination of defects, if it considers that the activities of the Association are not satisfactory.
(2) The school director shall have the right to suspend any resolution of a member meeting or committee which would be contrary to the provisions of Paragraph 1 and shall be obliged to report thereon to the school authority which shall decide if it is permissible for the resolution to be implemented.
Establishing an association.
The School Office shall establish an association at any degree and type of school, after which it shall convert the existing Parental Association at school into that association, if at least 15 parents of pupils of the School [§ 4, par. 1, point (a)] who are resident or employed in the municipality where the School is established, or in its immediate vicinity, are agreed to the establishment of the Association and are expected to succeed within the meaning of § 1.
(1) When an association has been set up, the principal of the school shall invite the parents of the pupils of the school, after other members of the existing parent association, as well as the members of the faculty, to a constituent membership meeting.
(2) At the constituent meeting of the School Director, if at least 15 persons are invited, the members of the School Board shall elect a simple majority of the President, the other members of the Committee and the Board of Auditors (§ 6 (2) and (4)) for the first administrative year, and the members of the School Board present shall also agree on the desire of the majority of whom they send to the Committee as a representative of the School Board (§ 7 (1)) for the same administrative year.
(3) The School Director shall report to the School Office without delay on the outcome of the setting-up of the meeting.
(1) The School Office shall abolish the association if a member's meeting is decided that the association will break up, or if the association's activity is unsatisfactory and cannot be corrected otherwise.
(2) If the association is cancelled, the School Office will secure the wealth of the association and establish a liquidator for the organisation of financial matters. the remainder falls to the state and will be used for the benefit of the school.
If there is no association at school, the faculty shall maintain contact with the school's parents at joint meetings which shall take place at least once every quarter of the year, or at least in writing.
Final provisions.
This Regulation shall enter into force on the day of its publication; They shall be carried out by the Ministers for Education, Science and Art, Finance, Interior, Social Welfare and Health.
