amending and supplementing Act No 21 / 1971 Coll., on a Single System of Socio-Economic Information
The Federal Assembly of the Czechoslovak Socialist Republic decided on this law:
Čl. I
Act No. 21 / 1971 Coll., on the Single System of Social Economic Information, is amended as follows:
1. In Article 2 (c), the word "individual 'is replaced by" structure of own costs and others'.
2. The following Section 3a is inserted after Section 3:
„§ 3a
(1) Technical data media and computer and other techniques may be used in the management of socio-economic information.
(2) In providing socio-economic information, technical data media and remote data transmission may be used by means of computer and other techniques only with the consent of the authority to which the information is provided. ';
3. In Article 4 (4), the words "and financial reporting 'shall be inserted after the words" statistical surveys'.
4. In Paragraph 6 (1), the words "for the field of socio-economic information 'are added at the end.
5. In Article 7, the current text becomes paragraph 1 and the following paragraph 2 is added:
"(2) The Federal Statistical Office shall establish national integration and unification instruments for the coordination of the creation, interconnection and functions of all national information systems. In doing so, it shall cooperate with the relevant central government bodies and the central statistical authorities of the Republics. ';
6. Paragraph 8 (2) (c) reads as follows:
"(c) establish and implement uniform systems of socio-economic classifications and code lists and economic indicators, entrust, in conjunction with the competent central authorities, the selected organisation of functions of gestors in the creation and maintenance of sectoral code lists, determines the method of allocating the identification numbers of organisations and their internal organisational units and resident birth numbers, defines the geographical (territorial) network for statistical surveys,"
7. in Article 9 (a), the words "national economic plans" are replaced by the words "comprehensive state plans for economic and social development."

"(f) determine, in cooperation with the central statistical authorities of the Republic, the concept of the development of computer technology for the processing of socio-economic information in the bodies of state statistics and act to unify technical and programming means for the processing of socio-economic information.";
(9) Paragraph 11 (2) and (4) shall be deleted and paragraph 3 shall become paragraph 2.
Section 10, Section 12 is deleted.

„§ 14
Federal Ministry of Finance
(1) The Federal Ministry of Finance, within the scope of the Czechoslovak Socialist Republic, exercises competence in the fields of accounting, accounting and calculation, and in the reporting of accounting
(a) conditions and formalities for keeping accounts;
(b) the syllabus of accounts and the directives thereto;
(c) other accounting methodologies;
(d) models of the accounting statements and the methodology for them;
(e) accounting and calculation methodologies;
(f) the conditions and formalities for making inventories of economic resources.
In exercising its powers under point (d), it shall proceed in agreement with the Federal Statistical Office.
(2) The Federal Ministry of Finance and the financial authorities of the Republic ensure the supervision of the information system of an organisation within the scope of Section 16 (1) of this Act. "
12. Paragraph 15 of the second sentence reads: "Information in this system is required by the organisation to lead correctly, truthfully and on time."
13. in Article 16 (1), the words "subordinate organisations" shall be replaced by the words "organisations within their control."
14. in Article 16 (2) (d), the words "own needs" are replaced by the words "own information system."
15. in Article 16 (2) (e), "management" is replaced by "own information system."
16. Article 16 (4) reads as follows:
"(4) For the purposes of this Act, central authorities shall mean ministries and other central government bodies, central council of cooperatives and associations of cooperatives, central bodies of social organisations, competent national committees, prosecutors general and Czechoslovak State Bank. '
17. § 17 is released.

„§ 18
Tasks of national committees
The national committees shall carry out the following tasks:
(a) concentrate and process information collected through them for organisations within their competence;
(b) supervise the organisation's information system within its competence;
(c) prepare and implement, in accordance with the uniform principles established by the Federal Statistical Office, the census, houses and flats, and provide assistance to the national statistics authorities in other statistical surveys (for agricultural inventories and other population surveys) and in keeping uniform records, registers and passports;
(d) to the extent provided for in general binding legislation, the national statistics authorities shall provide information on the performance and performance in kind provided by citizens on the basis of the approval of the national committee. "
19. The title above Paragraph 19 reads:
"Powers to carry out statistical surveys and financial reporting '.
20. In Article 19 (2), the words "and financial reporting 'shall be inserted after the words" Prepared statistical surveys'.
21. In Paragraph 19 (3), the following sentence is added at the end: "This consent is not necessary when requiring information from citizens providing benefits in kind and performance on the basis of the approval of the national committee, if it is for information concerning this activity required under generally binding legislation."
22. the following Section 19a is inserted after Section 19:
„§ 19a
The statistical surveys carried out by the State Statistics Authorities and accounting and their methodology shall be decided by the State Statistics Authorities and the Federal Ministry of Finance for Registration within their respective competences. '
23. In Article 20, the words "and methodology to be followed" shall be inserted after the words "which are not carried out by the national statistics authorities." The following sentence shall be added at the end: "Other statistical surveys shall not be carried out."
24. the following Section 20a is inserted after Section 20:
„§ 20a
(1) In a registered (§ 19a) or approved (§ 20) scope, statistical surveys and financial reporting and their methodology for reporting agents become binding.
(2) The provisions of the Administrative Rules shall not apply to registration and approval procedures. "
25. Paragraph 21 (1) (a) reads as follows:
"(a) statistical surveys which are carried out only within the organisation and exclusively for its use or where the competent authority receives information within the limits of its competence on the basis of evidence of the subject;"
26. in Paragraph 21 (1) (d), the words "national economic plans" are replaced by the words "comprehensive state plans for economic and social development."
27. Article 22 shall be added to paragraph 4:
"(4) The organisation shall ensure compliance with the reporting requirements for its internal organisational units."

„§ 23
(1) The founder or the founder of an organisation that is registered in a company register is obliged to request from the authority of state statistics within the scope of which the organisation will have its registered office, the allocation of the organisation's identification number.
(2) For organisations which do not have a founder or founder and are entered in a company register, the obligation referred to in paragraph 1 shall be that of the person who makes the application for registration of the organisation.
(3) Organisations which are not registered in the company register are required to report without delay to the State Statistics Authority within the scope of which they have their registered office in order to assign the organisation's identification number; They have the same obligation as regards their demise or change in their object (s).
(4) For statistical and accounting purposes, the competent authority of state statistics shall determine the birth number according to the principles issued by the Federal Statistical Office to the inhabitants of the Czechoslovak Socialist Republic - except for persons enjoying diplomatic immunity and privileges.
(5) In the case of citizens providing benefits in kind and performance on the basis of the approval of the national committee, the function of the identification number shall be the birth number. ';

„§ 24
Provision of supporting documents and aids
State statistics and the Federal Ministry of Finance or the financial authorities of the Republic may require organisations or economic management to borrow individual documents or, where appropriate, to borrow or transfer technical aids used in the processing of data by means of computer and other techniques; they shall not interfere with the performance of the tasks of the organisation or economic management body, as appropriate. ';
30. In Paragraph 34, the current text is referred to as paragraph 1 and part of the sentence of the third before the semicolon is deleted: "Exemptions from the regulations on statistics relating to specific parts of state plans are permitted by the State Planning Commission after consultation with the Federal Statistical Office; '.
31. Paragraph 34 is added in paragraph 2:
"(2) The National Planning Commission shall, after consulting the relevant central government bodies, establish a binding procedure, including the issue of generally binding legislation on statistics relating to a specific part of the plans. ';
32. Paragraph 35 (2) and (3) read as follows:
"(2) The Federal Statistical Office may issue implementing provisions for the provisions of § 2 (d) to (f), § 7 to 9, § 20 and, with the exception of matters falling within the competence of the Federal Ministry of Finance, § 3 and § 15 to 18.
(3) The Federal Ministry of Finance will issue implementing provisions for the provisions of Sections 2 (a) and 2 (c) and 14 and in an agreement with the Federal Statistical Office on Section 3 (Financial Reporting). The Federal Ministry of Finance may issue implementing provisions for Article 2 (b). ';

This Act shall take effect on 1 January 1990.
