THE LAW
of 20 December 1970
on the definition of the competence of the Czechoslovak Socialist Republic in matters of internal order and security
The Federal Assembly of the Czechoslovak Socialist Republic decided on this law:
§ 1
The authorities of the Czechoslovak Socialist Republic, in cooperation with the Republic's authorities, lay down the principles of security policy. The authorities of the Czechoslovak Socialist Republic ensuring the security of the state provide the top authorities of the Czech Socialist Republic and the Slovak Socialist Republic with the necessary documentation for their activities.
§ 2
The Czechoslovak Socialist Republic's competence in matters of internal order and security includes:
1. manage State Security including State Security Investigation Services;
2. manage the activities of all the national security forces at a time of extreme threat to peace and order;
3. manage the activities of the Public Security Services
(a) the detection of criminal activity related to the counterfeiting and alteration of money and stamps and criminal activities related to illicit production and possession of narcotic drugs;
(b) the detection of offences committed by a single offender or a group of perpetrators in the territory of both Republics or offences committed by Czechoslovak citizens abroad;
(c) keeping criminal records and other records and statistics for the needs of public security authorities;
(d) ensuring a national search;
(e) carrying out expert activities for the needs of public security bodies;
(f) scientific research work in the field of Public Security;
4. coordinate the activities of the authorities of both Republics in the management of the armed security corps with binding instructions;
5. Protection of national borders to a defined extent;
6. arrangements for the protection and monitoring of national, economic and professional secrecy;
7. road safety and fluidity legislation;
8. performance of state administration in the field:
(a) issuing travel documents, authorising entry into the territory of the Czechoslovak Socialist Republic and authorising the residence of foreigners;
(b) national borders, their measurement, marking, maintenance and management of the documentary work;
(d) State symbols of the Czechoslovak Socialist Republic.
§ 3
Act No. 166 / 1968 Coll., on the definition of the competence of the Czechoslovak Socialist Republic in matters of internal order and security, is hereby repealed.
§ 4
This Act shall take effect on 1 January 1971.
