THE LAW
of 13 September 1968
on the National Front
By a declaration of 15 June 1968, the National Front laid down the guidelines and objectives of its political activity. The further development of socialist democracy in the CSSR also requires legal preconditions for the National Front to develop its activities in the spirit of this declaration and in accordance with the principles of the federative organisation of our Republic and the democratic traditions of our peoples until the new constitution is declared.
Based on these requirements and on the humanistic and democratic principles of socialism and the pluralistic concept of the political system implemented in the National Front, as expressed in its Declaration of 29 August 1968, the National Assembly decided to implement Article 6 of the Constitution of the Czechoslovak Socialist Republic in this Act.
(1) The National Front is a political expression of the union of nations and nationalities, social strata and interest groups. It is based on the principle of the socialist organisation of society and its development. It brings together political parties and other social organisations.
(2) The National Front of the CSSR is organised in a federative manner and is governed by its own statute in which it determines the principles of its activities and the conditions of membership of the National Front.
(1) Political parties and organisations fulfilling their functions may only act as members of the National Front.
(2) A political party or organisation performing its function shall mean an organisation which, in particular, on the basis of a world view or of another common political programme, brings together members and supporters, in particular, in order to actively work among citizens and thereby achieve a share of policy-making and state-owned power by the representative corps.
(1) If the competent authority of the National Front has decided that a political party or organisation performing its function is not a member of it, the Ministry of the Interior, in Slovakia, shall issue a decision to prohibit its activities to the competent authority of the Slovak National Council.
(2) The political party or organisation performing its function may submit within 30 days a proposal to review the final decision of the Ministry of Interior of the City Court in Prague, a proposal to review the final decision of the Slovak National Council of the Regional Court in Bratislava. Civil Code applies to proceedings (§ 244 et seq.).
This Act shall take effect on the day of its publication.
