On 17 December 1963, United Nations General Assembly adopted Resolution 1991 / XVIII A and B containing the text of the amendments to Articles 23, 27 and 61 of the United Nations Charter.
These amendments to Articles 23, 27 and 61 of the United Nations Charter were approved by the National Assembly of the Czechoslovak Socialist Republic on 22 December 1964 and ratified by the President of the Republic on 23 December 1964. The instruments of ratification of the Czechoslovak Socialist Republic concerning those amendments to the Charter of the United Nations were submitted to the Secretary-General of the United Nations on 19 January 1965. The amendments entered into force on 31 August 1965.
Articles 23 and 27 of the United Nations Charter have been amended as follows:
(a) in Article 23 (1), the word 'eleven' in the first sentence shall be replaced by 'fifteen' and the word 'six' in the third sentence by 'ten';
(b) in Article 23 (2), the second sentence shall be reformulated as follows: "On the first election of unstable members following an increase in the number of members of the Security Council from 11 to 15, two of the four other members shall be elected for a period of one year";
(c) in Article 27 (2), the word "seven" shall be replaced by the word "nine."
Article 61 of the amendments adopted reads as follows:
1. The Economic and Social Council shall consist of 27 members of the United Nations elected by the General Assembly.
2. Subject to paragraph 3, nine members of the Economic and Social Council shall be elected each year for a period of three years. The performing member may be elected immediately again.
3. On the first election following an increase in the number of members of the Economic and Social Council from 18 to 27, nine members will be elected to members elected to replace six members whose term of office expires at the end of this year. The term of office of three members of nine other members so elected shall expire after one year and three other members after two years, as decided by the General Assembly.
4. Each member of the Economic and Social Council shall have one representative in the Council.
