The Ministry of Transport, in agreement with the central authorities involved, provides for a number in accordance with Sections 4 (2) and 29 of the Act. 51 / 1964 Coll. on the Railways, pursuant to § 7 of the Vl. nařízení č. 36 / 1951 Coll., implementing the Act on the treatment of road transport business and implementing the relevant provisions of Civil Code No. 40 / 1964 Coll. and Economic Code No. 109 / 1964 Coll.:

GENERAL PROVISIONS
§ 1
(1) The Urban Transport Regulations (hereinafter referred to as the "Transport Regulations") lay down detailed rules on the relations that arise in the course of the public transport of passengers by urban rail (tram tracks, trolleybus tracks and urban express trains) and on the urban bus lines between the transport operator (hereinafter referred to as "carrier") and its participants, except for the price relationships which regulate tariffs.
§ 2
The provisions of the timetable must be applied in such a way that, in accordance with the social interests, transport services are provided to the population as best as possible and that the tasks planned to meet the transport needs of citizens are carried out with the greatest possible social work savings.
§ 3
(1) The staff of the carrier authorised to check the transport services and the measures by means of an inspection badge or a control pass and the staff of the transport service in an uniform manner (hereinafter referred to as authorised personnel) may give passengers and participants of the ordered journey (Sections 24 to 26) the instructions necessary for the safety and continuity of transport. These are, in particular, instructions concerning the boarding and disembarkation, the location of passengers in the vehicle, the release of a certain space in the vehicle, the admission of luggage to transport and their storage and maintenance of calm and order in the vehicle.
(2) Authorised personnel may continue to carry out operations to ensure and control compliance with the conditions of carriage and tariff; These activities include identification of passengers and participants in the booked journey.

Regular transport of persons on urban tram and trolleybus tracks and on urban bus lines
§ 4
Implementation of regular transport
(1) Regular transport of passengers is carried out on the urban tram and trolleybus routes and on the urban bus routes which are indicated in the timetable or otherwise published. The lines must be managed and organised in such a way that, while maintaining transport efficiency, citizens' transport needs are met to the greatest extent.
(2) In vehicles of regular passenger transport, an operation may be introduced in which the passenger is obliged to carry out certain tasks relating to the payment of the fare (import) or to carry out the ticket measure itself ("S - operation ').
§ 6
Right of transport
(1) A citizen who fulfils the conditions laid down in the timetable and the tariff shall have the right to be properly and timely transported by the carrier to the destination stop. If the carrier is unable to carry it from the boarding stop by the vehicle for which it has been cleared at a tariff or if the continuation of the journey is impossible, the passenger shall have the right to transport to the destination stop by another vehicle of the same or, where appropriate, another line, without paying any additional fare.
(2) The right to transport a particular link is granted to the citizen only if the vehicle is not fully occupied.
(3) The transport of children under 6 years of age without accompanying a passenger older than 10 years is not allowed. If the seating positions in the vehicle are fully occupied, only one seating position may be taken by a passenger with a child transported free of charge; when a passenger is entitled to the carriage of children free of charge, the fare shall be fixed.
§ 7
Exclusion of persons from transport
(1) The vehicle shall not be accessible or may be excluded from the transport by drunk persons and persons who, for disease and exceptional pollution of clothing or for other reasons, may be a nuisance to the passengers. The carrier shall be entitled to further exclude from transport:
(a) persons without a valid ticket who do not comply with the obligation to pay the fare and the import fee and, where applicable, other amounts provided for in this order or tariff;
(b) persons who threaten the safety of operations, their own or other passengers, and persons who, despite the warning of an authorised official, do not retain the provisions of the timetable.
(2) Exclusion from transport after departure must be carried out in such a way as to avoid endangering the health or safety of a person excluded from transport.
§ 8
Luggage transport
(1) The passenger has the right to take the vehicle with him as luggage
(a) items which can be easily and quickly loaded and placed in the vehicle;
(b) live animals, provided that the special conditions laid down for their transport are fulfilled (Section 11).
(2) The passenger may carry a maximum of three baggage into the vehicle. Small items shall not be considered as baggage which may be held on the lap or hand as necessary.
(3) The traveller is not allowed to bring to the vehicle
(a) goods the transport of which is prohibited by general rules or measures of public administration;
(b) with the exceptions provided for in Section 10, substances and articles which are dangerous and may cause explosion, fire, vehicle damage, as well as injury, poisoning, burns and diseases in humans and animals; the specific rules provide for the classification of dangerous substances and articles excluded from transport;
(c) loaded firearms; This provision does not apply to firearms of members of the armed forces and of the Security Corps whose transport is subject to specific regulations,
(d) goods which are liable to damage or, where appropriate, pollute passengers or vehicles for improper packaging;
(e) things which, by their smell, repelling their appearance, etc., could be a nuisance to passengers,
(f) luggage weighing more than 50 kg or baggage whose total weight exceeds 50 kg;
(g) an article the size of which is greater than 50x60x80 cm or an article more than 300 cm in diameter of more than 20 cm, and if it is an article in the shape of a plate, if it is more than 100x150 cm; four-wheel baby carriages are not covered by this provision.
(4) Luggage must be placed on the vehicle so that it does not impede the performance of the service to drivers and conductors, in particular the use of the braking equipment, and does not restrict the boarding and exit of passengers and the passage through the vehicle. If the safety or comfort of passengers so requires, the baggage shall be stored as instructed by the conductor (driver).
(5) If the passenger has luggage, the carrier shall carry it either together with him and under his supervision or separately; the transport of baggage in a place designated by the carrier or by an authorised official outside or within the passenger compartment shall be considered to be a separate carriage, but in such a place that the passenger is not able to supervise his luggage.
§ 9
Transport of baby carriages
(1) As luggage, the passenger can take the vehicle with him, if the vehicle can be modified, equipped and occupied, a four-wheel baby carriage. Only baby carriages are allowed; at a time of reduced transport requirements, also empty carriages. In some types of vehicles, the local transport of baby carriages may be completely excluded (§ 23).
(2) Passengers with a child carriage can only board and leave with the knowledge of the conductor and in vehicles with S-traffic with the knowledge of the driver. Only one child stroller may be carried simultaneously in the vehicle; the conductor (driver) may exceptionally permit the carriage of additional strollers if the operational conditions on the line so permit.
(3) The passenger shall be obliged to board or exit with the carriage by means of a door designated by the conductor or driver or intended for the loading (unloading) of the carriage by local treatment of the carrier; the carriage is required to be placed in the vehicle as instructed by the conductor (driver) or in that part of the vehicle which is reserved for carriage of the carriage of the carriage of the carriage by the carrier.
§ 10
Dangerous goods permitted to be transported under special conditions
(1) A portable steel bottle with liquid domestic heating gas (hereinafter referred to as "bottle ') or a container containing heating diesel (hereinafter referred to as" container') may be brought with it to the vehicle, if the occupancy permits. The following conditions shall be laid down for the transport of liquid fuel gas and fuel diesel:
(a) when boarding the vehicle, the passenger must report the carriage of the bottle or container to the conductor (s);
(b) the bottle or container shall not be damaged or externally contaminated and shall have a close closure;
(c) one or two bottles of a total content not exceeding 10 kg or one or two containers of a total content not exceeding 20 l may be carried in one vehicle; at the same time, both types of fuel shall not be carried in one vehicle;
(d) during transport, passengers shall provide a bottle or container against overthrow, fall or mechanical damage;
(e) the passenger places the bottle or container in the vehicle on a site designated by the conductor (s) or reserved for the transport of containers or bottles by local treatment of the carrier; If this does not specify the location of the bottles or containers, they shall be placed on the rear and, where appropriate, the centre platform of the vehicle.
(2) Persons authorised to carry a firearm may carry a firearm in the vehicle at the same time as the firearm in a reasonable amount of charge if they are stored in shell belts, in hunting bags and in similar packages.
(3) Electric accumulators can be taken with them as luggage only if the gas holes are secured by a bolted stopper so that the liquid cannot be sprayed from them; If charged, the poles must be secured so that there is no short circuit. Electrical accumulators shall not be externally contaminated and shall always be on the floor of the vehicle.
§ 11
Transport of live animals
(1) As luggage, a passenger may take small domestic and other small animals into the vehicle, unless special regulations prevent them from doing so, if they are in cages, baskets or other suitable containers with impermeable floor and if their transport is not difficult for passengers (e.g. smell). For the transport of containers with animals, the provisions on the transport of luggage apply.
(2) Only the dog can be taken into the vehicle without a pack. A passenger with a dog without a luggage can only board with the knowledge of the conductor (driver); except for the period of increased transport requirements, the conductor (driver) may allow the transport of the dog of each size. The following conditions shall be laid down for the transport of dogs without containers:
(a) the dog has a safe muzzle and is held on a short line;
(b) it is not a sick, dirty or evil dog,
(c) no more than one dog is carried in one vehicle; This restriction does not apply if two dogs are taken by one passenger into the vehicle.
(3) The local presentation of the carrier may exclude the transport of live animals on certain lines or in certain vehicles; This authorisation shall not apply to dogs of the armed forces and security corps and to dogs accompanying the blind.
§ 12
Ticket (import)
(1) Passengers, if they are not entitled to free carriage under a tariff or special rules, are obliged to pay the fare fixed by the fare for a single journey or for the right to transport within a certain period of time. If passengers exercise the right to discounted fares, they must demonstrate their right without calling. The tariff shall specify for which baggage the passenger is obliged to pay the import fee.
(2) The fare (import) per journey shall be paid by the passenger without delay upon boarding the vehicle. If passengers are paying the conductor, they must contribute to the smooth handling of the fare (import) in small money, i.e. coins or paper money up to the value of Kčs 10, -.
(3) When transporting a vehicle with S-traffic, the passenger is obliged to pay the fare and import fee only in counted coins. The passenger is obliged to prepare the counted coins before boarding the vehicle and throw the whole amount into the designated cash register without delay after boarding and without calling; If they pay for more than one person at a time, they must declare their number in advance and they must board together.
(4) If a graduated fare is introduced on the S-line with the operation, the passenger is obliged to report the final stop before entering the counted fare into the cash register. If the same connection continues after the announced stop, it shall be obliged to put in the ticket office additional corresponding fare, no later than before departure from the announced destination stop.
(5) A passenger who does not exercise his right of carriage, obtained by paying the fare, is not entitled to reimbursement of the amounts paid.
§ 13
Tickets
(1) In the regular transport of passengers, tickets for a single journey and tickets for a certain period of time are used - time tickets (tickets for subscription, tickets, etc.).
(2) The individual journey ticket shall show the information enabling, depending on the nature of the operation, checking its validity and the accuracy of its use.
(3) In particular, the following information shall be shown from the time ticket:
(a) the type of time ticket;
(b) period of validity;
(c) operational scope of validity (single line, section, whole network, etc.),
(d) the name (s) of the ticket owner,
(e) if the time ticket is pre-paid, the amount of the fare;
(f) the name of the organisation which issued the ticket.
(4) Time tickets must be completed by passengers according to the pre-print. If the form is part of the time ticket, it shall correspond to the form of the owner and the head shall be at least 25X25 mm in size.
(5) If a stamp or coupon is issued as proof of payment of the fare for a certain period of time, the passenger is obliged to:
(a) the mark shall be affixed to the whole area at the place specified by the pre-print; or
(b) the time coupon to be completed and placed as specified in the tariff.
(6) Where a passenger is prevented from using a quarterly or year-round ticket in his name for at least 1 month before the expiry of his period of validity, the carrier shall, at the request of the passenger, transfer the time ticket to the other person; the transfer can only be made once.
§ 14
Medical ticket
(1) A passenger who enters a vehicle without a valid ticket is obliged to obtain a ticket with a conductor without calling. If the vehicle with S-traffic is equipped with a passenger ticket collection device, it is obliged to withdraw the ticket after the previous fare payment.
(2) If a carrier issues tickets for a single journey away from the vehicle at a particular stop, the passenger is obliged to obtain a ticket before boarding the vehicle.
(3) A passenger who continues to drive the same vehicle behind the stop to which he has a valid ticket is obliged to obtain a ticket for the next journey without any invitation, at the latest before leaving that stop.
(4) If necessary for tariff reasons, the passenger is obliged to report the destination when the ticket is booked. In this case, a ticket must be issued to the passenger for transport up to the declared destination stop.
(5) The amount of fare indicated on the ticket and on the subscription stamps must agree to the price of the fare paid. The passenger shall be obliged, when taking the ticket or the stamp, to ascertain whether it has been issued to him according to his information or whether the amount of the fare indicated therein agrees with the fare paid; the carrier does not take account of any subsequent claims made by the passenger.
(6) If the passenger has infringed the provisions of these Regulations or the fare for obtaining the fare discount and the use of a discounted ticket or ticket for the fare discount, the carrier may refuse to issue another discounted ticket or to confirm the fare discount for up to one year.
§ 15
Basic conditions of use of the ticket
(1) Passengers must carry a valid ticket throughout the journey and at the time of departure from the vehicle.
(2) A single journey ticket cannot be transferred to another person if the journey has already been started; a time ticket, if any. On a single journey purchased outside the vehicle, the passenger must start within the time limit specified by the local adjustment of the carrier. The period of validity of time tickets shall be fixed by a tariff.
(3) The ticket for a single journey and the time ticket at which its use for a single journey is marked are valid for transport by direct route to the destination station; If passengers cannot go directly to the destination stop or if they are able to make a substantial reduction in travel time by using the next route (s), they shall be entitled, unless the fare or local adjustment of the carrier provides otherwise, to switch to another route. Only those stops where the lines are last crossed or diverted or where the local arrangements allow or impose this, may be transferred.
(4) On transfer, the passenger is obliged to board the nearest fully unladen vehicle of the second line; if it does not use this vehicle, it is a suspension and is obliged to pay a new fare when entering the next vehicle. If necessary for tariff reasons, the passenger is obliged to report on transfer, both in the conductor and in the S-traffic vehicle, the final stop. With a single journey ticket, it is possible to transfer to a vehicle with S-traffic only if local arrangements allow.
(5) If a passenger has a valid ticket when boarding the vehicle, he / she shall immediately and without calling to present it for inspection and, where appropriate, to indicate its use by the conductor. In a vehicle with S-traffic, passengers only show a ticket. Tickets shall not be presented for inspection or used for reporting in opaque packages or otherwise illegible.
(6) A discounted ticket is considered valid only in conjunction with a valid ticket for a fare discount.
§ 16
Invalidity of tickets
(1) Time ticket is invalid
(a) if it has been issued on the basis of incorrect data;
(b) if, at the time of use, it is not accompanied by a time-appropriate pre-payment mark, which shall be affixed to the whole area;
(c) if it is not accompanied by a prescribed form or if the form has been incorrectly replaced,
(d) if its data no longer corresponds to the facts,
(e) if it has not been duly completed and confirmed or if its data have been tampered with;
(f) if it cannot be established with certainty, in particular for damage or deformation;
(g) if its period of validity has expired,
(h) it has been used by an unauthorised person.
(2) A single journey ticket is invalid
(a) if it is so damaged or tarnished that the necessary data are not visible; or
(b) if passengers fail to comply with the conditions laid down for its use.
§ 17
Tickets for fare discount
(1) The right to a fare reduction is demonstrated by the passenger, unless otherwise specified by the fare, with a special pass. Where the carrier has doubts as to the fulfilment of the conditions for granting the fare discount, it shall be entitled to require additional documents; until entitlement to the discount is established, the carrier may refuse to grant the fare discount.
(2) Article 13 (3) and (4) and Article 16 (1) apply mutatis mutandis to tickets for a discount.
§ 18
Check of tickets, ticket for discount and fare
(1) The passenger is obliged to present a ticket or a ticket for a discount at any time during transport or at the time of departure from the vehicle. The carrier can extend the obligation of passengers to submit tickets to a closed pit stop area (§ 23). In a vehicle with S-traffic, the passenger is obliged to present a coin ready to be thrown into the cash register for inspection.
(2) Passengers who cannot prove themselves by a valid ticket in accordance with paragraph 1 shall pay the fare; the carrier is entitled to continue to require the payment of the amount of 200, - CZK. However, if the passenger declares that he has a valid time ticket with a monthly or longer period of validity and proves this within the time limit and place specified by the carrier, the carrier shall be entitled only to require payment of the amount of 30, - Kčs. A passenger who cannot prove to the notice referred to in paragraph 1 by means of valid proof of payment of the import charge shall pay the import fee and an amount equal to five times the import charge. In a vehicle with S-traffic, the said amounts shall be paid by the passenger without a valid ticket which has not paid the full fare (import) without delay after boarding and without calling to the designated cash register. If a graduated fare (import fee) is introduced on the S-line, the said amounts shall also be paid by the passenger, who shall continue the same route for the declared destination, without, at the latest, putting additional corresponding fare (import charge) in the ticket office before leaving the declared stop. In traffic with a fare (import) outside the vehicle (§ 22a), the said amounts of passengers shall be paid without a valid ticket, which, after entering the vehicle without delay, shall not indicate on the ticket for a single journey the technical means for marking the ticket for a single journey (hereinafter referred to as the "marking device ').
(3) If an authorised worker finds that a passenger is being reported with an invalid ticket or an invalid fare discount card, he shall withdraw it. The passenger pays the fare and the carrier is entitled to require the passenger to pay the amount of 200 CZK. The passenger is not entitled to reimbursement of the paid fare for the time ticket taken. The carrier may determine by local arrangements when a certain lack of time ticket or ticket for a discount may be removed retrospectively and under which conditions it may be left to the passenger in such a case or be returned.
§ 19
Review of baggage
(1) If the authorised worker has doubts as to whether the items brought by the passenger to the vehicle comply with the previous provisions, he is entitled to be satisfied in the presence of the passenger of their nature and content. If the passenger refuses to examine the luggage or if it is found, when it is examined, that the goods (animals) carried by the passenger are excluded from the transport, the passenger must remove them from the vehicle.
(2) A passenger who has taken dangerous substances and articles from the transport of an excluded or loaded firearm into his luggage shall pay an amount of Kčs 60 for each such luggage.
§ 20
Obligations of the carrier
(1) The carrier is obliged to carry out the carriage of passengers with professional care. In particular, when transporting it, it shall ensure the safety of passengers and the order and rest of the vehicle. In contact with passengers, carrier workers shall comply with the general rules of socialist cohabitation.
(2) When carrying out regular passenger transport, the carrier shall make every effort to comply with the applicable timetable. If the operation is interrupted for more than 15 minutes, the carrier shall, at the request of the passenger, confirm in writing the duration and, where appropriate, the location (s) of the interruption.
(3) The vehicles used for the carriage of passengers must be in proper technical condition and the passenger compartment, including the foot of the vehicle, must be kept in good clean condition. Sufficient ventilation of the vehicle shall be ensured while driving.
(4) The vehicle (vehicle assembly) intended for the carriage of passengers must be marked with a number or other line marking on the forehead, a destination stop for the line in the direction of travel, and if the vehicle is equipped with S-traffic, a sign for this operation. The line marking must be legible even in the dark. On the right side of each vehicle in the direction of travel, the indicative tables visible from the outside and from the inside of the vehicle, showing the line designation, the direction of the journey to the target stop, or where applicable, the vehicle with S-traffic. The rear of the vehicle (s) shall also bear a number or other line marking.
(5) A permanent stop shall be provided in each direction with a sign indicating the name of the stop, indicating the type of stop (permanent, on a signal, occasional), and the number (s) of the passing lines, and, except for the exit stop, also equipped with a timetable.
(6) The driver must report the name of the stop at the latest when the vehicle is stopped at the stop. The driver does not have this obligation unless the vehicle is equipped with the appropriate technical equipment.
(7) If there are several vehicles (vehicle combinations) at the same time at the stop, the carrier is obliged to stop each third vehicle (kit) at the stop marking again, to stop each vehicle (kit) at the stop marking again, the carrier is obliged to if the person there is severely affected by the health condition gives a special marking of m2) of the stop sign; This provision shall not apply to final stops, to specially equipped stops for the mass arrival of passengers and to stops at which traffic is controlled by the local adjustment of the carrier by derogation.
(8) The tour guide shall give a specified audible signal for departure after the exit and boarding of passengers have been completed; the signal is also a warning of passengers to stop the exit and boarding of the accompanying vehicle. In a vehicle with S-traffic, this warning shall be carried out by the driver by a separate audible and optical device of the vehicle.
§ 21
Passenger care
(1) Depending on the extent of transport and local needs, the carrier shall set up facilities to increase the level of transport, such as information offices, time ticket dispensers and subscriptions, etc. It shall keep its equipment intended for use by passengers clean, illuminate and ensure timely opening to the needs of passengers. Persons who do not have access to the vehicle shall not be allowed to stay in such facilities; articles and animals which are not permitted to be taken into the vehicle or to be taken into such facilities.
(2) For sick persons, disabled persons and pregnant women, at least six seating positions shall be reserved and clearly marked in each vehicle. Travelers who have been granted exceptional advantages under the Special Regulations (3) shall be allowed to enter the vehicle through all passenger doors; all doors intended for passengers may also be allowed to enter the vehicle by passengers who are visibly severely damaged.
(3) The driver is obliged, in cooperation with passengers, to ensure their comfortable and safe transport; Special attention shall be paid to children over 6 years of age when travelling unaccompanied.
(4) If there is a need for medical treatment for a passenger during transport and if the passenger is unable to seek medical assistance himself, the carrier shall ensure that he is removed from the vehicle.
(5) The carrier shall inform the citizens in a timely and appropriate manner (by daily press, radio, signs placed at stops and in vehicles, etc.) of all relevant facts relating to the passenger of the public, in particular the implementation of the local adjustment provided for in Section 23, the establishment of a new line, including temporary, the strengthening of transport on special occasions, the level of fare on S-lines, the introduction of S-operations on other lines, tariff changes, etc.
(6) At the request of the passenger, the carrier shall submit to him, at the point of contact with passengers, these timetable, timetable (s), tariff and local arrangements made by him. In addition, the carrier shall provide transport related information.
§ 22
Obligations of passengers
(1) Passengers are obliged to contribute to the order, safety and continuity of urban public passenger transport by conscious discipline, attention and caution appropriate to the nature of the operation, by maintaining the provisions of these Regulations and other provisions relating to transport, as well as the general rules of socialist coexistence. They shall also be obliged to ensure that the local modifications made by the carrier pursuant to Paragraph 23 and the instructions of the carrier which appear in the signs are otherwise published or are given by authorised personnel by means of oral and, where appropriate, sound and optical equipment of the vehicle.
(2) Passengers must themselves make sure that they board the vehicle on time at the starting stop, move over at the right stop and get off at the destination stop in time. Where traffic at the stop allows it, passengers enter the vehicle in the order in which they arrive.
(3) Passengers may only board and exit the vehicle at a stop and if the vehicle is not in motion. If there is a stop where the vehicle stops only by means of a signal, the passenger who wishes to board must be in the stopping area and give a signal by raising his hand in time; a passenger who wants to get off at such a stop must inform the conductor in time and, if the vehicle comes with S-traffic, the driver.
(4) If there are several vehicles (sets) at the same time at the stop, passengers may, if not for the exception provided for in Paragraph 20 (7), only board the first two. They may only board and exit through those doors which are intended to enter or exit. In the door of the vehicle which can be used for both boarding and exiting, the passengers performing shall have priority. Passengers standing in a vehicle shall be required to hold on while travelling.
(5) If operational or other serious reasons so require, passengers shall be required to leave the vehicle on the instruction of the authorised worker and to continue the journey on his or her instructions to board on time.
(6) If another seating position is needed for an old or sick person, an invalid and a pregnant woman, the passenger shall be obliged to release the space to invite an authorised worker. The passenger is also obliged to allow the loading, unloading and placing of the child carriage in the vehicle.
(7) Passengers shall refrain from any danger to the safety and continuity of transport, in-vehicle order or to the workers of the carrier in the performance of their duties, or from causing damage to the carrier or passengers. In particular, passengers are not allowed
(a) to jump and jump while driving, to open vehicle windows and external doors, to roll out of vehicles and to stay on foot;
(b) perform or board as soon as the conductor (in the S-traffic vehicle) gives the signal provided for in Paragraph 20 (8); continue to board the vehicle which is fully occupied or declared by the authorised worker as occupied;
(c) to stay in the driver's restricted area and in the areas intended for performing and boarding if the uninterrupted appearance and boarding of other passengers and in vehicles with S-service their tariff clearance and in the area where the driver is prevented from seeing from the vehicle;
(d) to give or imitate signs used by the carrier for operation, to activate the carrier's signal equipment, or, where appropriate, to drive equipment, and to use equipment intended to operate vehicles and switches;
e) talk to the driver while driving,
(f) smoking in vehicles;
(g) to leave the children standing or kneeling on seats if the seat could be contaminated or if this means of transport is a problem for passengers;
(h) to throw away trash and other goods from the vehicle and to make things protruding out of the vehicle;
(ch) put things and animals on the seat and place children and things on the brake equipment;
(i) whistle, sing, behave loudly or perform music (or reproduced music and speech) in the vehicle.
(8) Passengers who, out of serious negligence or intoxication, have polluted the vehicle or other premises of the carrier, and passengers who, despite a warning or a warning of the authorised worker, continue to act as referred to in the preceding paragraph or in any other act threatening the safety or integrity of the transport, are obliged to pay an amount of Kčs 30, -.
(9) The passenger shall be obliged to demonstrate his identity in order to invite an authorised worker.
§ 22a
Operation with fare (import) outside vehicles
(1) With the agreement of the competent national committee, the carrier may establish operations with a fare (import) outside the vehicle. The introduction of such operations shall be permitted only if the sale of tickets outside the vehicles is sufficiently timed and locally secured and where the carrier ensures the safety and continuity of the transport to the extent imposed by this Regulation and other legislation for the operation of the fare (import) in vehicles.
(2) On the introduction of the operations referred to in paragraph 1, a passenger who does not have a valid time ticket shall be obliged to obtain a single journey ticket before boarding the vehicle and, upon boarding without delay, to mark the boarding of the journey with a marking device; a similar procedure shall be followed for the payment of the import charge for baggage.
(3) The provisions of paragraphs 12 (2) to (4) and 14 (1), (3) and (4) of the second sentence of Article 20 (8) shall not apply mutatis mutandis in the case of carriage by vehicles in which operations are in place pursuant to paragraph 1.
§ 23
Local adaptations in regular passenger transport
(1) Where local transport conditions so require and permitted by these Regulations, the carrier shall be entitled to make special local adjustments in the regular transport of passengers; by way of derogation from the timetable, only the conditions laid down in § 6 (3), § 8, § 9, § 11 (2) (c), § 12 (4), § 22 (4) and § 22 (7) (d) in the part concerning the prohibition on the operation of the carrier's signalling equipment.
(2) The local treatment of the carrier may ensure the preferred use of the vehicle at a certain time or from a certain stop for certain groups of passengers (for travelling to and from work, pupils to and from school, etc.); in that case, authorised personnel may request the presentation of a proof of the passenger's affiliation to a beneficiary group.
(3) Local adaptations shall not reduce the safety of passengers or road users.

§ 24
Basic provisions
The provisions of Sections 7, 8, 10, 11, 19, 20 (1), (3) and (8), (21) and (22) (1), (4), (5) and (7) - (9) shall apply mutatis mutandis to ordered journeys on urban tracks, with the following derogations:
(a) the number of baggage of the individual party to the journey is not limited;
b) The client can agree with the carrier on the transport of bigger and heavier luggage than § 8 allows, the simultaneous transport of more dogs without storage and the possibility of smoking in the vehicle.
