Regulation on the examination and implementation of water supply and treatment and treatment plants and water treatment projects

Order of the Minister of Technology
of 14 August 1950
on the examination and implementation of water supply and treatment and treatment facilities and water treatment projects.
The Minister of Technology hereby orders pursuant to § 41 (4) of Act No. 241 / 1948 Coll., on the first five-year Economic Development Plan of the Czechoslovak Republic (Five-year Plan Act):
§ 1.
Any project for the supply of water (both drinking and productive) to production undertakings, in particular industrial plants (hereinafter referred to as "undertakings') and treatment and treatment institutes (hereinafter referred to as" institutes'), as well as any project for water treatment plants, must be examined before the water treatment and inclusion in the investment plan, in particular in terms of efficiency, technical feasibility and economy and health. To this end, the builder shall submit such a project to the Regional National Committee. If the construction company is a national undertaking, it shall submit the project for examination through a superior body.
§ 2.
(1) The Regional National Committee shall, with the exception referred to in paragraph 2, examine the projects referred to in Section 1.
(2) Projects for water supply or water treatment for undertakings to which the provisions of Sections 25 (4) and 55 of Act No. 131 / 1936 Coll., on State Defence and Military Projects always apply shall be examined by the Ministry of Technology. This Ministry will also examine water pipeline projects for complex solutions as regards groundwater and surface water.
(3) The Regional National Committee or the Ministry of Technology (in the next "Authorising Authority") shall, within two months, issue a certificate of verification of the projects referred to in Section 1 (Certificate of Technical Economic Approval) or an order to amend or supplement them.
§ 3.
(1) The authorising authority shall approve the water supply or water treatment project only if it is demonstrated that the calculated water needs are safely covered even in the light of future needs by the continued abundance of the water source (groundwater or surface water).
(2) A water supply or water treatment project may only be approved if it is accompanied by a certificate of examination provided for in Article 2 (3).
§ 4.
(1) Where circumstances requiring derogations from the tested project are ascertained during the water authorisation procedure, the competent national committee shall notify those circumstances to the authorising authority which issued the examination certificate referred to in Article 2 (3) and submit a reasoned proposal to amend that certificate before granting the authorisation.
(2) If the time limit laid down in Paragraph 2 (3) has not been maintained, the construction may be incorporated into the investment plan without prior examination.
(3) The contractor is obliged to reimburse the costs incurred by the project examination (costs of the required expert opinions and j.).
§ 5.
(1) The water supply project must contain:
1. technical report, where appropriate
(a) a description of the current water supply system, its defects and statistical data for the calculation of water needs, as well as information on how the discharge of waste water is to be treated;
(b) calculation of water requirements;
(c) whether, after the extent to which safe water is required from other existing facilities,
(d) the manner in which the proposed supply of water, the assessment of the holding area or the consumption of surface water, the evaluation of the pumping experiments or records of the measurement of the yield of water resources;
(e) physical and chemi-bacteriological water analysis and assessment;
(f) the justification for the design of the storage facility;
(g) the proposal for water treatment and its justification with the relevant hydrotechnical calculations and calculations of the required amount of chemicals and electricity;
(h) design of a service station with calculation of motor power and description of construction and operation;
(ch) hydrotechnical calculation of pipes and justification of the chosen type of material;
(i) a description of all water supply facilities from the sampling area to the point of consumption;
(j) design, calculation of their content and description of the layout;
(k) a description of the function of the water supply plant and the design for its operation;
(l) a proposal to operate machinery; and
(m) calculation of the profitability of the proposed water supply plant;
2. the detailed situation of the 1: 1000 scale of the holding area with layers, drawing of the holding objects and marking of the protection zones and protection measures;
3. the situation in the scale 1: 2880 or 1: 2500 or 1: 1000, as far as possible, with contours and marking the construction of today's and the construction of the planned future; in the event of a situation where the sampling area with the storage facilities, water treatment plant, filling station, supply of water to the place of consumption and distribution, water jams, pipe lines marked with the luminance of the pipes and their length, the objects of the pipe network and the marking of the parcels which are proposed to be expropriated or burdened with material loads for buildings and installations used to supply water or water treatment;
4. a detailed longitudinal profile of pipe lines of 1: 2000 length scale and 1: 200 height or 1: 1000 length and 1: 100 height, with all necessary angles of the territory, niveled pipes, depth of pipe with the encased objects and fittings;
5. detailed plans of the storage facilities, water treatment plants, pumping stations, surface water sampling facilities, water-based shafts, underpasses, shackles and watercourses in the details of construction, machinery and electrical, in longitudinal and transverse sections as well as in 1: 50 scale views;
6. a 1: 2880 or 1: 2500 or 1: 2000 pulley plan with all connections, marking of equipment and a clear sheet of pipe according to light and fittings;
7. static calculations of reinforced concrete structures and foundations with drawings of formwork, reinforcement and reports of the material needed;
8. the list of properties proposed to be expropriated or burdened with material burdens and the list of water rights affected by the project;
9. Calculation of measures and cubatures;
10. detailed budget according to applicable calculation and price regulations.
(2) In the case of less complex water supply projects, the Regional National Committee may grant relief as regards the elements of the project referred to in paragraph 1. However, such concessions shall not be a fault in the possibility of proper examination of the project.
§ 6.
The water treatment plant project must contain:
1. a technical report, containing in particular the information referred to in § 5 (1) (e), (g) and (l), and, secondly, the design of machinery with calculation of motor power and a description of construction and operation, as well as the description of the water treatment plant function and the handling of water treatment;
2. a detailed plan of the overall design of the water treatment plant in the details of construction, machinery and electrical, longitudinal and transverse sections, as well as 1: 50 scale views;
3. the annexes and the particulars referred to in § 5 (1) Nos 7, 8, 9 and 10.
§ 7.
If contaminated waste water is to be discharged from the undertaking or from the Institute, a waste water treatment plant project under this Regulation must be submitted at the same time as the project under the regulation of the Minister of Technology No 20 / 1950 Coll., on the examination and construction of waste water treatment plant projects by production companies and hospitals.
§ 8.
(1) In the absence of the cases referred to in Paragraph 2 (2), the Regional National Committee should also be submitted to examine those water supply or water treatment projects whose inclusion in the 1951 investment plan has already been authorised, irrespective of whether they have already been authorised to be discussed. In the event that the authorising authority does not issue a certificate of verification of the project, the construction under this project shall not be carried out.
(2) The examination of these projects must not significantly delay the implementation of the works.
§ 9.
Water supply or water treatment facilities shall form an integral part of the construction of an undertaking or an institute where such undertakings or institutes need water to operate. The construction of such an undertaking or institute may always be included in the investment plan only at the same time as the water supply or water treatment project; The same applies mutatis mutandis to the extension and change of production, production or treatment of such an undertaking or institute where such a measure requires an increased need for water not covered by the existing source of water.
§ 10.
This Regulation shall enter into force on the day of its publication.
