GOVERNMENT REGULATION
of 26 April 2000
amending Government Regulation No 251 / 1992 Coll., on the pay ratios of budgetary staff and certain other organisations, as amended
The Government orders pursuant to § 23 (b) and (c) of Act No. 143 / 1992 Coll., on the salary and remuneration of on-call time in the budget and in certain other organisations and bodies, as amended by Act No. 40 / 1994 Coll.:
Government Decree No 251 / 1992 Coll., on the remuneration of budgetary staff and certain other organisations, as amended by Government Decree No 76 / 1994 Coll., Government Decree No. 141 / 1995 Coll., Government Decree No. 70 / 1996 Coll., Government Decree No. 325 / 1996 Coll., Government Decree No. 352 / 1997 Coll. and Government Decree No. 247 / 1998 Coll., are amended as follows:
1. In Paragraph 3 (1), the word "stage 'is deleted.
2. In the first sentence of Article 4 (2), the word "stage 'is deleted and in the second sentence, the words" necessary stage' are replaced by the word "necessary '.
3. In Paragraph 4 (3), the words "the necessary stage 'are replaced by the words" the necessary'.
4. in Paragraph 4 (3) (e), the word "or" shall be replaced by the comma and the words "higher vocational education or" shall be deleted.
5. in Article 4 (3) (f):
"(f) is in ninth grade and has achieved higher vocational education, or"
6. In Article 4 (3), the following point (g) is added:
"(g) is classified in the 10th grade and has achieved university education in the Bachelor's study programme, or"
Point (g) shall be renumbered as point (h).
7. in Article 5 (1) (a):
"(a) the practice in the field of the required work achieved after completion of the education provided for in the catalogue or requested by the employer pursuant to Article 4 (3) (d) or after the achievement of the professional competence laid down in the special legislation (4a) referred to in Article 4 (3) (h), or after completion of secondary vocational education for a staff member in the fourth grade or full secondary education for a staff member in the eighth grade or higher vocational training for a staff member in the ninth grade,";
8. in Article 5 (1) (b), the word "stage" shall be deleted;
9. in Article 5 (1) (e), the words "if a woman did not prepare for the profession at the same time in daily studies4c), including footnote 4c), shall be replaced by the words, including notes 4c) and 4d):" if such care did not take place at the same time as preparation for the profession at the day study 4c) or in the presentation studio, 4d)
4c) Paragraph 20 (1) of Act No. 29 / 1984 Coll., on the System of Primary Schools, Secondary Schools and Higher Vocational Schools (Education Act).
4d) Paragraph 44 (4) of Act No. 111 / 1998 Coll., on Higher Education and on the amendment and addition of other laws (Act on Higher Education). '

10. in Article 5 (3) (b) and (c):
"(b) the eighth grade, which has achieved only full secondary education, a period of two years, or only secondary vocational education, a period of four years, or a period of six years if it has achieved only basic education,
(c) the ninth grade, which has achieved only higher vocational education, period of one year, or only full secondary education, period of three years, or only secondary vocational education, period of five years, or period of seven years if it has achieved only basic education, ';
11. in Article 5 (3), the following point (d) is added:
"(d) the tenth and upper grades, which have achieved only university education in the Bachelor's study programme, a period of two years, or only a higher vocational education, a period of three years, or only a full secondary education, a period of five years, or only a secondary vocational education, a period of seven years, or a period of nine years, provided that it has achieved only basic education."
12. In Article 11 (2), the words "and the activity of an athlete, with the exception of a coach, 'are replaced by the words" or the activity of an athlete and coach,';
13. in Article 11 (3), the words "and the activity of an athlete, with the exception of a coach," shall be replaced by the words "or the activity of an athlete and a coach,."
14. In Paragraph 14 (2), the word "degrees' is deleted.
15. In Annex 1 to the Work Catalogue, the Qualification Aspects of Education section:

Qualification requirements for the training required for the performance of work in individual grades:

The qualification requirement of education is the education obtained in the manner laid down by Act No. 29 / 1984 Coll., on the System of Primary Schools, Secondary Schools and Higher Vocational Schools (Education Act), as amended by Act No. 188 / 1988 Coll., Act No. 171 / 1990 Coll., Act No. 522 / 1990 Coll., Act No. 134 / 1993 Coll., Act No. 190 / 1993 Coll., Act No. 331 / 1993 Coll., Act No. 111 / 1998 Coll.
The employer shall re-evaluate the period to be determined for the inclusion of a staff member in the grade according to Government Decree No 251 / 1992 Coll., as amended and this Government Regulation, only if this is more favourable for employees.
1. Further salary according to § 10a of Decree No. 251 / 1992 Coll., on the pay ratios of employees of budgetary and certain other organisations, as amended by Decree No. 141 / 1995 Coll. and Decree No. 70 / 1996 Coll., in 2000, is granted only half the amount to which employees would otherwise be entitled.
2. The additional salary calculated in accordance with point 1 shall be rounded up to the whole hundred crowns.
This Regulation shall enter into force on 1 May 2000, with the exception of the provisions of Articles I and II which shall take effect on 1 July 2000.
