THE LAW
of 5 March 1992
on the establishment of the Secretariat of the Conference on Security and Cooperation in Europe and on the privileges and immunities of this Secretariat and other institutions
The Federal Assembly of the Czech and Slovak Federal Republic, taking into account the provisions of the Paris Charter for New Europe, adopted on 21 November 1990, decided on the following act:
§ 1
The Secretariat of the Conference on Security and Cooperation in Europe ("the Secretariat ') is a legal person based in Prague.
§ 2
(1) The Secretariat and its officials and administrative and technical staff shall be granted privileges and immunities to the extent provided for in Articles II, III and V of the United Nations Convention on the Privileges and Immunities of 13 February 1946.1)
(2) The provisions of paragraph 1 do not preclude the privileges and immunities which the staff of the Secretariat may enjoy under the Vienna Convention on Diplomatic Relations of 18 April 1961.2)
§ 3
The Delegations of Participating States of the Conference on Security and Cooperation in Europe at conferences held in the Czech and Slovak Federal Republic in the context of the Helsinki process, as well as the delegations of Participating States of the Conference on Security and Cooperation in Europe sent to the Secretariat shall be granted privileges and immunities to the extent provided for in Article IV of the United Nations Convention on the Privileges and Immunities of the United Nations of 13 February 1946.1)
§ 4
The officials and administrative and technical staff of the Centre for Conflict Prevention in Vienna, the Office for Democratic Institutions and Human Rights in Warsaw, as well as other institutions of the Conference on Security and Cooperation in Europe to be established, shall be granted privileges and immunities within the scope of Article VI of the United Nations Convention on the Privileges and Immunities of 13 February 1946.1)
§ 5
This Act shall take effect on the day of its publication.

1) The Czech translation of the Convention was published in the Annex to Decree No. 52 / 1956 of the Minister for Foreign Affairs Coll., on the access of the Czechoslovak Republic to the Convention on the Privileges and Immunities of the United Nations approved by the United Nations General Assembly on 13 February 1946.
2) The Czech translation of the Convention, together with Decree No. 157 / 1964 Coll., on the Vienna Convention on Diplomatic Relations.
