of 11 July 1950
the State Meteorological Institute.
The Government of the Czechoslovak Republic orders, with the consent of the President of the Republic pursuant to § 1 of the Constitutional Act No. 47 / 1950 Coll., on adaptations in the organisation of public administration:
A State Meteorological Institute (hereinafter referred to as "the Institute ') is established from the existing state meteorological institutes in Prague and Bratislava as a central institute for the field of meteorology and climatology.
(1) The Institute shall in particular:
(a) to provide weather information (including weather forecasts) and meteorological and climatological evidence, assessments and reporting;
(b) in the context of the activity referred to in (a), undertake scientific activities and undertake research in meteorology and climatology, monitor scientific progress in these fields, as well as use the results of both domestic and foreign surveys to increase the level of Czechoslovak meteorological service; and
(c) to support the Research Headquarters in the performance of its tasks.
(2) In order to carry out its tasks, the Institute establishes and maintains a network of weather stations and other facilities and processes the results of the observations on scientific grounds.
(1) The Institute provides its services free of charge to the authorities, courts and public authorities for their official use. On the other hand, the authorities and authorities are obliged to support the Institute in its activities, in particular at its request to assist organically in the expansion of the network of stations and co-workers carrying out normal weather observations and monitoring of plant development in relation to weather.
(2) The Institute will also provide its services to other interested parties, if this is compatible with its mission, for the reimbursement of its own costs. In agreement with the Ministry of Finance, the Transport Ministry shall issue a tariff schedule for such compensation by means of a decree in the relevant official document.
(3) The manner and extent of cooperation between higher-education meteorological institutes and facilities with the Institute will be adapted by transport and national defence ministers in agreement with the Minister of Education, Science and Art, the manner and extent of cooperation between the Institute and the Centre for Scientific Research will be adapted by transport and national defence ministers in agreement with the Minister - President of the Planning Office.
A Slovak Meteorological Institute ("the Slovak Institute ') shall be established as a regional body of the Institute, through which the Institute exercises its competence in Slovakia, unless otherwise provided in the Institute's Organisational Regulations (Section 6).
(1) The Institute is subordinate to the Ministry of Transport.
(2) The Institute is headed by the Director, appointed and dismissed by the Minister for Transport in agreement with the Minister for National Defence and after hearing the Unified Trade Union Organisation.
(3) The Slovak Institute is headed by the Director, appointed and dismissed by the Minister of Transport in agreement with the Minister of National Defence on a proposal from the Transport Officer and after hearing the Unified Trade Union Organisation.
(4) The representative of the military administration in the Institute shall be the Deputy Director of the Institute, who is a military professional; appoint and dismiss the Minister for Defence in agreement with the Minister for Transport.
The seat of the Institute and the Slovak Institute, details of their organisation and administration, in particular with regard to the department of national competence, as well as details of the cooperation of the Institute with the military administration, shall be laid down in an organisation order which, after approval by the Government, shall be issued by the Minister of Transport in agreement with the Minister of National Defence.
The provisions of Act No 295 / 1939 Coll. on the Establishment of a State Hydrology and Meteorological Institute in Bratislava, Act No 212 / 1940 Coll. on the Transfer of Jurisdiction in Aviation Matters, and Government Regulation No. 306 / 1940 Coll. on the Establishment of the Organisational and Working Regulations of the State Hydrological and Meteorological Institute shall cease to apply, as far as the Meteology is concerned.
This Regulation shall enter into force on the day of its publication; they shall be carried out by transport and national defence ministers in agreement with other participating members of the Government.
