Decret of the President of the Republic
of 27 October 1945
on the establishment of the Union of Defence.
On the proposal of the Government and in agreement with the Slovak National Council, I establish:
In order to ensure the widest possible cooperation and participation of civil society in the defence of the State and the successful performance of the tasks laid down by the Law of 1 July 1937, No 184 Coll., on professional education, the Union of the Federation of Defence (SB) is established for the whole area of the State of the Federation of Defence, in which the Union of Czechoslovak Officers, the Association of National Shooters, the Association of Czechoslovak Rotmasters and the Association of Czechoslovak Backups are merged.
(1) As the sole national public law corporations under the direct supervision of the Ministry of National Defence, the Federation of Branches takes over all the professional training.
(2) According to the guidelines issued by the Ministry of Defence, the Union of Defence exercises military-organized units to be used in accordance with § 28 of the Defence Act, § 206 of the Defence Regulations and other provisions such as guards, guards, combatants, military relief, anti-aircraft protection, border protection, natural disasters and such.
(3) The goal of physical training in the Union of Branches takes place in close cooperation with the unified organisation of physical education. The moral and teaching skills are governed by guidelines issued by the Ministry of Defence in agreement with the Ministry of Education and Education.
(1) The Government shall determine the organisation of the Union of industry and its statutes by means of a regulation.
(2) The Government will also issue an implementing regulation for this decree.
(1) All movable and immovable property and all rights and obligations of the Union of Czechoslovak officers, the Union of National Shooters' Guard, the Union of Czechoslovak Rotmasters and the Union of Czechoslovak Backups are transferred to the Union of Branches.
(2) The transfer of immovable property and rights referred to in paragraph 1 to the Union of Brandenburg shall be made by reference to that decree by the courts in whose public books the property or those rights are registered.
The legal acts, documents and official acts necessary for the implementation (Article 4) of this Decree shall be exempt from turnover tax, revenue and charges and from administrative duties.
(1) The Government may, by regulation, authorise other associations and organisations to be associated with the Union of industry, which shall at the same time determine the conditions under which this will happen.
(2) Paragraph 4 and 5 apply to the transfer of assets of such associations and organisations to the Union of Industry.
The applicability of the Decree of the Government of 31 March 1939, No 105 Coll., depriving the Law of 1 July 1937, No 184 Coll., on Vocational Training, and the Regulations implementing it, is hereby repealed.
This Decision shall take effect on the day of its publication; it shall be carried out by all members of the Government.
