on the uniform classification of construction buildings and works of a productive nature
The Federal Statistical Office provides, pursuant to § 35 (2) of Act No. 21 / 1971 Coll., on a single system of socio-economic information:
§ 1
(1) This decree provides for a uniform classification of construction buildings and works of a production nature (hereinafter referred to as "classification ') (1).
(2) The classification is usually four-stage (disciplines, groups of objects, sub-groups of objects, constructively material characteristics). The first classification step is Annex 1 to this Decree. The identification of construction buildings or works of a production nature according to the classification including the code list codes (paragraph 3) shall in no case exceed 12 places of the whole code number.
(3) The classification includes sectoral code lists, 2) which contain a more detailed classification of building buildings and works of a production character up to the specific items of the assortment required for the full description of the subject of the performance of separate deliveries; follow up to the latest classification.
(4) This decree does not apply to the classification of performance .3)
§ 2
(1) For the purposes of this decree, a building object means the result of a building production4) having the character of a basic device (with the exception of temporary building objects forming construction sites) 5) and forming a spatial integrated or at least technically separate part of the construction. 6)
(2) The construction work of a production nature is for the purposes of this decree a separate delivery of the result of the construction production towards the production of the building or technological equipment7) as a performance of an economic obligation in the investment construction.
§ 3
(1) Classification is mandatory for the sorting and grouping of information in the organisation's information system, for planning and financing, documentation of supply-customer relations (orders, economic contracts, invoices, etc.) and in the construction documentation 8) for the marking of designed building objects and works of a productive nature.
(2) For the purposes of statistical surveys and surveys, organisations carrying out construction production are also required to monitor according to the fields of classification in their information system:
(a) data on production volume and other indicators laid down by the Federal Statistical Office and the Federal Ministry of Finance Directives, 9)
(b) in the years in which statistical surveys of interbranch (interproduct) relationships are organised, also the consumption of material in individual (consumer) sectors of classification according to the supply sectors of industrial production, on the basis of a uniform classification of industries and products. 10)
§ 4
The sector code list (§ 1 (3)) creates and maintains its gestor in its current state ("Gestor code list '). (11) If, with the approval of the Federal Statistical Office, a subordinate central article body or one of the subordinate organisations does not approve this function, the Gestors of the code lists shall be central to their field of competence. 12)
§ 5
(1) Supplier project or construction organisations shall, after prior consultation with their customer, notify the relevant Gestor of the code list of all non-classified building or construction works of a character since the start of their preparation. 13) The same obligation also applies to imports. Where an unsorted building or construction works of a production character, including a project, is subject to import, the investor shall be required to notify.
(2) An organisation which has made the notification referred to in paragraph 1 or, where appropriate, another organisation whose interests are concerned, may object to the classification of construction buildings or works of a production nature to the Federal Statistical Office by means of the Gestor of the field code list within 3 months of the date of such classification.
§ 6
(1) Organisations shall classify construction buildings and works of a production nature according to the classification from the beginning of their preparation. The same applies to the classification of building changes which, for the purposes of this decree, mean, in particular, additions, superstructures (physical expansion of the building building), modernisation and reconstruction of the investment nature14) or their combination. For the encoding of these building changes, the binding code of the type of construction action is intended for the 8th place of the full identification code set out in Annex 2 to this Decree.
(2) The classification of completed building buildings as basic assets is governed by specific rules in the register of basic funds. 15) The change in the classification of the building building building as a result of the building change must be recorded in the register of basic funds in a temporal agreement with the accounting transfer from investment to basic funds. The existing classification of the building object ceases in the event of a change in the function or purpose of this building building object, which occurs as a result of a building change.
§ 7
Proposals for additions and changes to the classification shall be submitted by the central authorities of both the Federation and the Republics and by the geators of the code lists to the Federal Statistical Office no later than the end of February of each calendar year in order to enable such amendments and additions to take effect from 1 January of the following year. 16) Complements and changes to the classification are carried out by the Federal Statistical Office by the measures published in the Central Statistical Authorities Rapporteur and reported in the Collection of Laws.
§ 8
(1) In particular justified cases, the central competent authority may, subject to the approval of the Federal Statistical Office, establish a specific nomenclature from selected elements of the classification for a specific purpose.
(2) For serious reasons, the Federal Statistical Office may, at the request of the relevant central authority, authorise an exemption from the provisions of Section 3.
§ 9
(1) In the budget of buildings starting after 1 January 1981, the codes must be adjusted according to the classification by 31 December 1980.
(2) For buildings built on 1 January 1981, the codes shall be adjusted according to the classification by 31 December 1981 at the latest.
§ 10
(1) The following shall be deleted:
1. the Decree of the State Statistical Office No. 89 / 1967 Coll., on the introduction and use of a uniform classification of building objects,
2. Directive No 38 / 48 / 1965 of the Central Commission for Human Control and Statistics of 31 July 1965 on the introduction and use of uniform sorting of works of a production nature and uniform classification of performance included in the value of social products17) in the part concerning works of a production nature in construction,
3. Part I and Part II of the Decree of the Federal Statistical Office amending and supplementing the uniform classification of construction buildings, the uniform classification of works of a production character and the uniform classification of performances No 2751 / 78- 03 of 21 July 197818) and the Annex thereto.
(2) The classification issued in 1967 and 1977, including the relevant sectoral code lists, shall cease to apply.
§ 11
This Decree shall take effect on 1 January 1981.

Note:
Reconstructions are interventions in the design and technological part of the existing base vehicle, which usually result in changes in technical parameters or changes in function and purpose of the base device.
Modernisation is an adjustment in which elements of technical progress are mainly applied, usually replacing parts of the basic device with more modern ones in order to eliminate the effects of wear and tear caused by technical development, increase the equipment of the basic device or extend its applicability.
1) The single classification of building buildings and works of a production character is published as a separate publication by the Federal Statistical Office in the Institute of Construction rationalisation (publishing house), Novovysočanská 85, 190 00 Praha 9.
2) In accordance with § 35 (2) of Act No. 21 / 1971 Coll. The Federal Statistical Office, after consulting the relevant central authority, by the measures notified in the Collection of Laws; as separate publications are published in the publishing house mentioned in note 1).
3) Geological performances not producing building objects, design including the classification of project works for the purposes of valuation, repair and maintenance of construction character and demolition are classified in fields 904, 906, 928 and 937 of the single performance classification established by Decree No. 114 / 1972 Coll., on the introduction and use of the uniform performance classification.
4) According to the definition of the construction sector in the national economy sector established by Decree No. 113 / 1972 Coll., on the establishment and use of a uniform classification of the national economy.
