The Slovak National Council decided on this law:

BASIC PROVISIONS
§ 1
(1) According to the Constitution of the Czechoslovak Socialist Republic, the Slovak National Council is a national body of state power and administration in Slovakia; She is elected to the people and accountable to the people.
(2) The Slovak National Council is a state-owned expression of the sovereignty of the Slovak nation living in a fraternity with the Czech nation in a single state of two equal nations.
(3) Based on the Constitution of the Czechoslovak Socialist Republic, the Slovak National Council performs, on the one hand, the tasks directly determined by the Constitution and, on the other, the tasks entrusted to it as a national article of the Central Management.
§ 2
(1) The Slovak National Council develops its activities under the leadership of the Communist Party of Czechoslovakia in organic connection and cooperation with central authorities and national committees in Slovakia.
(2) The Slovak National Council, as a national article of the single representative system of the Czechoslovak Socialist Republic, develops its activities following the work of the National Assembly and with its effective assistance; regularly reports on its activities to the National Assembly as a top article of the Czechoslovak representative system.
(3) In the performance of its tasks, the Slovak National Council monitors the interests of the universal economic and cultural development of Slovakia in accordance with the uniform interests of the entire Czechoslovak Socialist Republic.
§ 3
(1) The Slovak National Council is composed of members of the Slovak National Council.
(2) The number of Members, the conditions for exercising the right to vote in the Slovak National Council as well as the manner in which elections and appeals of Members are carried out are governed by the special law of the Slovak National Council.
§ 4
(1) The Slovak National Council shall exercise its powers in plenary and in its executive bodies.
(2) The Executive Authorities of the Slovak National Council are:
Bureau of the Slovak National Council, Chairman of the Slovak National Council, Commission of the Slovak National Council, delegates of the Slovak National Council, or other bodies set up by the Slovak National Council.

PLENTY OF THE SLOVAK NATIONAL COUNCIL
Position of the Slovak National Council plenary
§ 5
The Slovak National Council shall meet at the constituent meeting, at the meeting and at the meeting. All members of the Slovak National Council participate.
§ 6
(1) Plenum of the Slovak National Council elects the President and Bureau of the Slovak National Council and of its members the delegate of the Slovak National Council; establish a Commission of the Slovak National Council and elect its chairmen and other members.
(2) The authorities referred to in paragraph 1 and the other executive bodies of the Slovak National Council are responsible for their activities to the full Slovak National Council. The Committee of the Slovak National Council may at any time withdraw the Bureau of the Slovak National Council or the Commission of the Slovak National Council, or only individual members of these bodies.
(3) The Plenum of the Slovak National Council has the right to repeal the resolution of the Bureau of the Slovak National Council, as well as the resolutions and measures of other bodies of the Slovak National Council.
Subject matter of the hearing of the Slovak National Council
§ 7
Slovak National Council at its meetings
(a) it shall be settled in accordance with national law in the Slovak National Council in matters of a national or regional nature where they require special arrangements to ensure the universal economic and cultural development of Slovakia;
(b) it shall be decided by the Slovak National Council in the cases in which the National Assembly empowers it by law;
(c) submit draft laws to the National Assembly.
§ 8
In order to ensure the preparation of the state plan for the development of the national economy, the performance of the tasks resulting therefrom and the monitoring of the implementation of the plan by the Slovak National Council:
(a) discuss the fundamental issues of the development of the economy and culture in Slovakia as an organic part of the single economy and the culture of the Czechoslovak Socialist Republic and submit initiatives to the National Assembly and Government;
(b) discuss, within the framework of a government-approved proposal for a national economic development plan, the tasks of developing the national economy in Slovakia prior to its approval in the National Assembly and apply any proposals and comments on the Government's proposal in the National Assembly;
(c) in the framework of an approved State Plan, discuss the tasks of developing the national economy in Slovakia and take measures to ensure the planned tasks;
(d) discuss and approve the budget of the Slovak National Council, its bodies and directly managed organisations and institutions in Slovakia and monitor its implementation;
(e) control the implementation of the state economic development plan and the state budget in Slovakia and act on the necessary measures.
§ 9
Plenum Slovak National Council also:
(a) evaluate the activities of the Executive Authorities of the Slovak National Council, in particular the Bureau of the Slovak National Council, and to this end discuss the reports on their activities presented by the Bureau of the Slovak National Council;
(b) discuss the state of socialist legality in Slovakia and check how I apply in practice laws, laws of the Slovak National Council, regulations and resolutions of the Government and Bureau of the Slovak National Council, generally binding legislation of ministers and leaders of other central authorities and authorities, and ensure redress in my own power, where appropriate giving incentives and suggestions to correct the National Assembly or Government;
(c) discuss the reports of the Bureau, the commissions, the delegates and other executive bodies of the Slovak National Council, which it shall submit to the plenary of the Slovak National Council or the submission of which shall be requested by the plenary of the Slovak National Council, and shall take the necessary steps;
(d) discuss and approve measures ensuring, in a spirit of equality, favourable conditions for the universal development of the lives of citizens of Hungarian and Ukrainian nationality and monitor how the approved measures apply in practice;
e) elect other officials in Slovakia to reserve their choice.
Setting up meetings of the Slovak National Council
§ 10
(1) Members of the Slovak National Council will meet after their election at the constituent meeting of the Slovak National Council.
(2) At the opening meeting, it will convene Members and propose the agenda for its meeting by the Bureau of the Slovak National Council no later than 4 weeks after the election date.
§ 11
(1) The founding meeting of the Slovak National Council shall be chaired until the Bureau of the newly elected Slovak National Council, the oldest of the Members present, has been elected and accepts a promise from the Slovak National Council.
(2) The current President or one of the Vice-Presidents of the Slovak National Council shall report on the activities of the Bureau of the Slovak National Council for the period from the last meeting of the Slovak National Council.
§ 12
(1) The Slovak National Council shall elect the President of the Slovak National Council, the Vice-President of the Slovak National Council and the other members of the Bureau of the Slovak National Council and of them representatives of the Slovak National Council.
(2) After the election of the Bureau of the Slovak National Council, the newly elected President of the Slovak National Council shall take over the meeting; accept a promise from the President.
(3) The newly elected President of the Slovak National Council can make the choice of the mandate committee of the Slovak National Council, as well as the choice of members of the other Slovak National Council commissions. On behalf of the chairman of the commissions, Plenum usually elects delegates of the Slovak National Council.
§ 13
Meeting of the Slovak National Council
(1) The Slovak National Council is convened by the Slovak National Council for meetings and declared the meeting to be concluded by the Presidency of the Slovak National Council. The Presidency of the Slovak National Council shall convene the Slovak National Council for meetings at least twice a year.
(2) If at least one third of the Members are requested at a time when the Slovak National Council does not sit down for the Slovak National Council to be convened, the Bureau of the Slovak National Council shall be obliged to convene it at a meeting to meet within 14 days of the date on which the request was lodged.
(3) At the time of the meeting of the Slovak National Council, the Slovak National Council shall be convened by its President for each meeting.
Meetings at the Slovak National Council meetings
§ 14
(1) The Slovak National Council is able to make a resolution if an absolute majority of all Members are present. The agreement of an absolute majority of Members present shall be required for the validity of the resolution.
(2) As a general rule, the vote is to be taken by hand, first voting on amendments.
§ 15
(1) The Slovak National Council, on a proposal from the Bureau of the Slovak National Council, approves the agenda and the way in which the individual items of the programme are discussed.
(2) At each meeting, the plenary of the Slovak National Council elects verifiers from the Members present. The verifiers shall, in particular, assist in identifying the results of the vote and verify the accuracy and completeness of the entries and the original of the resolutions drawn up.
§ 16
(1) At the meetings of the Slovak National Council, the Presidency of the Slovak National Council invites members of the Government, in particular when dealing with issues relating to their work.
(2) The Bureau of the Slovak National Council is entitled to invite to discuss fundamental issues of respect for socialist legality, the performance of the tasks arising from the resolutions of the Government and the State Plan for the Development of the National Economy, included in the agenda of the plenary of the Slovak National Council, the heads of regional government bodies in Slovakia, the officials of national committees and the managers of state and economic authorities and organisations active in Slovakia.
§ 17
(1) The Slovak National Council meetings are essentially public.
(2) The Slovak National Council may decide that the meeting is not public.
(3) At a meeting of the Slovak National Council, which has been declared non-public, other persons may be present in addition to Members only with the approval of the Bureau of the Slovak National Council.
§ 18
(1) In the debate, the President usually gives the floor to speakers in the order in which they applied for the floor.
(2) Every speaker has the right to speak in his mother's speech.
§ 19
The resolution of the Slovak National Council is signed by the President and the verifiers.
§ 20
Minutes and stenographic report shall be drawn up for each meeting of the Slovak National Council. The minutes shall be verified by the Chairman of the Slovak National Council and by verifiers.
Negotiations on bills
§ 21
Draft laws of the Slovak National Council may be submitted by Members, Commission and Bureau of the Slovak National Council.
§ 22
(1) The draft laws of the Slovak National Council must contain the precise wording of the law on which the Slovak National Council is to act.
(2) The Bureau of the Slovak National Council decides whether a draft law of the Slovak National Council submitted by the Slovak National Council is to become the subject of negotiations. If the Presidency of the Slovak National Council rejects the proposal, Members of the Slovak National Council may request that the proposal be placed on the agenda for the next plenary meeting. Such a request shall be decided by the plenary of the Slovak National Council by voting.
§ 23
The draft laws of the Slovak National Council, which are to become the subject of the plenary of the Slovak National Council, shall be assigned by the Bureau of the Slovak National Council to the competent Commission of the Slovak National Council if it does not discuss them itself or if it does not discuss them directly by the plenary of the Slovak National Council.
§ 24
(1) The draft law submitted for approval by the full Slovak National Council must be accompanied by a budget with a proposal for reimbursement of the necessary cargo and a statement from the Slovak National Council Legal Commission.
(2) In order to discuss the draft law of the Slovak National Council, the Bureau or, where appropriate, the competent Commission of the Slovak National Council shall designate a rapporteur to justify the proposal and report to the plenary on the results of the discussion of the proposal in the commissions and other bodies of the Slovak National Council. If several committees of the Slovak National Council discuss the same bill, each committee may designate a rapporteur.
§ 25
The laws of the Slovak National Council shall be signed by the President of the Slovak National Council and shall be announced by the Bureau of the Slovak National Council within 14 days of their approval.
§ 26
Questions from Members in plenary of the Slovak National Council
(1) Members of the Slovak National Council are entitled to ask questions to the President of the Slovak National Council, to the delegates of the Slovak National Council and to the other members of the Bureau of the Slovak National Council, as well as to the senior officials of the other bodies of the Slovak National Council in matters of their competence.
(2) The question of Members shall be answered. If, due to the nature of the question, it cannot answer the question immediately, it must do so within 30 days at the latest.

EXECUTIVE AUTHORITIES OF THE SLOVAK NATIONAL COUNCIL

HLAVA I

Bureau of the Slovak National Council
Composition and position of the Bureau of the Slovak National Council
§ 27
(1) The Bureau of the Slovak National Council has 16 members. It shall be composed of the President of the Slovak National Council, its Vice-Presidents and other members of the Bureau.
(2) The Presidency of the Slovak National Council shall remain in office after the end of the term of the Slovak National Council until the newly elected Slovak National Council elects its Bureau.
§ 28
(1) The Bureau of the Slovak National Council, as a collective executive body of the Slovak National Council, whose results depend on the joint efforts of its individual members, ensures, within the competence of the Slovak National Council, the performance of tasks in the economic and cultural construction of a socialist society. To this end, it manages, coordinates and unifies the work of the other executive bodies and apparatus of the Slovak National Council.
(2) The Bureau of the Slovak National Council regularly informs the Slovak National Council plenary. To this end, at least twice a year, the full of the Slovak National Council shall report on its activities; in which they also evaluate the activities of the other management bodies of the Slovak National Council.
§ 29
(1) The Bureau of the Slovak National Council shall perform its tasks in close cooperation with the Bureau of the National Assembly. It ensures that the various bodies of the Slovak National Council follow in their activities the resolutions and measures of the National Assembly and its Bureau and ensure that close work is developed between the Slovak National Council and the National Assembly.
(2) The Bureau of the Slovak National Council shall present to the National Assembly the report of the Slovak National Council on its activities discussed in plenary of the Slovak National Council.
§ 30
(1) The Bureau of the Slovak National Council shall perform its tasks in close cooperation with the Government of the Czechoslovak Socialist Republic.
(2) Following the work of the Government, the Bureau of the Slovak National Council checks and evaluates how the other executive bodies of the Slovak National Council, the national committees and other state and economic bodies and organisations perform individual tasks, in particular to monitor and control the performance of the tasks entrusted to the delegates and other executive bodies of the Slovak National Council in the various fields of government; It shall act on the necessary measures and, where appropriate, submit to the Government initiatives and proposals to issue measures under national arrangements.
(3) The Bureau of the Slovak National Council shall ensure that close work is developed between the other executive bodies of the Slovak National Council and the ministers and heads of central bodies and offices; invite members of the Government and the heads of the other central authorities or authorities to their meetings in order to complete the essential issues in a timely and direct manner and to agree on mutual measures.
Subject matter of the Bureau of the Slovak National Council
§ 31
(1) The Bureau of the Slovak National Council issues regulations, resolutions and decrees on the basis of the laws of the Slovak National Council and for their implementation.
(2) In order to ensure the implementation of the laws as well as the fulfilment of the tasks of the State Plan for the Development of the National Economy in Slovakia, the Bureau of the Slovak National Council for National Committees, Production Units and other organisations in Slovakia shall issue resolutions binding as a measure to the Central Management Authority.
(3) The Bureau of the Slovak National Council shall repeal the resolution or measures of the Commission, the delegate or any other executive body of the Slovak National Council, in breach of the laws, regulations of the Slovak National Council, resolutions or measures of the higher authorities.
§ 32
The Presidency of the Slovak National Council ensures the preparation of the state plan for the development of the national economy and ensures its smooth and uniform implementation. To that end, in particular:
(a) organise the participation of the Slovak National Council's commissions and delegates in the preparation and development of a state plan for the development of the national economy and in the development of fundamental issues of the economic and cultural development of Slovakia; adopt opinions on substantive problem-solving as well as measures for the follow-up of the work of the Executive Authorities of the Slovak National Council,
(b) organise the preparation of the plan and budget and the resolution of the problems in the economy managed by the national committees and the preparation of the plan in other sections and sectors of the national economy as defined in the Statute of the Slovak Planning Commission;
(c) discuss the draft directives for drawing up plans as well as the draft long-term and annual plans for the development of the national economy in Slovakia, submitted to it by the Slovak Planning Commission and proposed to the Government the necessary measures;
(d) discuss the draft budgets and financial plans of the Slovak regions and submit its opinion to the Government;
(e) ensure and regularly discuss the fulfilment of the tasks of the national development plan for the national economy in Slovakia and the budgets of the Slovak regions;
(f) in the area of the economy managed by the national committees, it regulates the availability of reserves allocated by the management body of the Slovak National Council; it also directs the disposition of the Slovak Planning Commission with part of the production of certain basic production and market funds produced in Slovakia in excess of the plan,
g) discuss the draft budget of the Slovak National Council, its bodies and directly managed organisations and institutions in Slovakia and monitor its implementation.
§ 33
The Presidency of the Slovak National Council organises and ensures the work of the Slovak National Council. To that end, in particular:
(a) convene the Slovak National Council at its meeting and declare the session of the Slovak National Council closed;
(b) submit to the plenary of the Slovak National Council a draft agenda for the meeting of the Slovak National Council and propose the programme and the duration of its meetings;
(c) submit draft laws to the Slovak National Council of the plenary of the Slovak National Council for consideration and approval;
d) submit draft laws to the full Slovak National Council for consideration and presentation to the National Assembly;
(e) submit to the plenary of the Slovak National Council reports and other material on the state of socialist legality, as well as on the fundamental issues of the economic and cultural development of Slovakia, to discuss and take the necessary measures;
(f) draw up and submit to the plenary of the Slovak National Council a proposal for measures to create favourable conditions for the universal development of the lives of citizens of Hungarian and Ukrainian nationality and ensure that the approved measures are implemented;
g) announces supplementary elections to the Slovak National Council,
h) manages and unifies the activities of Members of the Slovak National Council;
(ch) decide on requests from the Slovak National Council for vacations.
§ 34
Furthermore, the Bureau of the Slovak National Council shall carry out the following tasks in particular:
(a) organise, in cooperation with the central authorities and authorities, the selection and preparation of beakers from Slovakia for work in central authorities and offices;
(b) appoint and dismiss senior staff of the apparatus of the Slovak National Council, its subordinate organisations, whose appointment they reserve, as well as other state officials in Slovakia, to the extent specified by the Law, the Slovak National Council or the Government.
Meeting of the Bureau of the Slovak National Council
§ 35
(1) The Presidency of the Slovak National Council shall meet at least once a month as necessary.
(2) The meetings of the Bureau of the Slovak National Council are private.
(3) The participation of members of the Slovak National Council Bureau in meetings is compulsory.
(4) According to the nature of the questions to be discussed, it is possible to invite the heads of the management bodies of the Slovak National Council, who are not members of the Bureau, the heads of regional bodies for Slovakia, which are not the executive bodies of the Slovak National Council, the officials of the regional national committees, as well as other representatives of state, social, economic and scientific bodies and organisations in Slovakia.
§ 36
(1) The Presidency of the Slovak National Council is able to decide if an absolute majority of its members are present. A majority of the members of the Presidency of the Slovak National Council shall be required to adopt the resolution.
(2) Minutes shall be drawn up for each meeting of the Bureau of the Slovak National Council.
(3) The non-resolution conclusions are set out in the minutes of the meeting.

HLAVA II

Chairman of the Slovak National Council
§ 37
(1) The President of the Slovak National Council represents the Slovak National Council externally.
(2) In the absence of the President, the Vice-Presidents of the Slovak National Council shall represent him in accordance with the order specified by the Bureau of the Slovak National Council.
§ 38
The President of the Slovak National Council shall, in particular:
(a) convene and manage the meetings of the Slovak National Council on the basis of a resolution of the Bureau of the Slovak National Council;
(b) organise and manage the work of the Bureau of the Slovak National Council, focusing on addressing fundamental issues within the framework of the Bureau of the Slovak National Council;
(c) convene and manage the meetings of the Slovak National Council Bureau and propose a programme for their deliberations;
(d) to sign the laws and resolutions of the Slovak National Council, as well as regulations, regulations and resolutions of the Bureau of the Slovak National Council.

HLAVA III

Commission of the Slovak National Council
Composition and status of Slovak National Council commissions
§ 39
The Slovak National Council establishes for each section of its activity as its initiative, control and executive bodies of the Slovak National Council Commission. The Commission shall monitor and ensure the performance of tasks arising from the entrusted sections of the economic and cultural development of Slovakia as well as in the relevant fields of government.
§ 40
(1) The following Slovak National Council commissions operate on the various sections of the Slovak National Council:
(a) the Commission of the Slovak National Council for Education and Culture,
(b) the Commission of the Slovak National Agriculture Council,
(c) Commission of the Slovak National Council for Construction,
(d) Commission of the Slovak National Health Council,
e) Financial and Budget Commission of the Slovak National Council,
f) Legal Commission of the Slovak National Council, which also performs tasks in the field of justice,
(g) the Commission of the Slovak National Trade Council; and
(h) Commission of the Slovak National Food Industry Council.
(2) On other sections of the Slovak National Council's activities:
a) in planning - Slovak Planning Commission, headed by the President - Vice-President of the Slovak National Council,
(b) State control and statistics - Commission of People's Control and Statistics of the Slovak National Council, led by the delegate - President,
(c) in investment construction - Slovak Commission for Investment Construction, headed by the delegate - President,
(d) in the development and coordination of science and technology - the Commission of the Slovak National Council for the Development of Science and Technology; and
(e) in the local economy - Commission of the Slovak National Council for the Development of the local economy.
(3) The Slovak Planning Commission, the Commission of People's Control and Statistics of the Slovak National Council, the Slovak Commission for Investment Construction and the Commission of the Slovak National Council for the Development of Science and Technology are at the same time regional bodies of national commissions established in the same fields of government.
§ 41
