on primary school
The Ministry of Education of the Czech Socialist Republic provides, pursuant to § 14 (2) (a) § 22a § 2, § 23 (4) of the Czech National Council Act No. 77 / 1978 Coll., on State Administration in Education, as amended (full version No. 48 / 1984 Coll.), and in agreement with the Ministry of Health of the Czech Socialist Republic pursuant to § 43 of the Act No. 29 / 1984 Coll., on the System of Primary and Secondary Schools (Education Act):
Preliminary provisions
This decree regulates the performance of compulsory education and the organisation of educational activities in primary school and the rules for the assessment, classification and conduct of pupils.
Fulfilment of compulsory schooling in primary school
(1) The entry into the first year of the primary school (hereinafter referred to as "school") takes place annually between 15 January and 15 February. The Director of the School shall determine the place and time of registration; (1) Where a legal representative of a child or of his / her foster family or of a citizen, or of an institution to which a child has been assigned to education by a judicial decision (hereinafter referred to as the student's representative) is required to be admitted to the school for a period of six years from the beginning of the school year, 2) he / she shall be required to submit an opinion from the district educational / psychological advisory and district pediatrician.
(2) Postponement of the start of compulsory schools2) is proposed by the principal of the school, the district children's (school) doctor, the head of the kindergarten, the district pedagogic- psychological counselor or a representative of the pupil; The school shall inform the student's representative on enrolment of the possibility of postponement.
(3) The pupil performs compulsory schooling at a school in whose district he has permanent or temporary residence. On a proposal from a student's representative, school director or national committee, a pupil may, for serious educational or personal reasons, perform compulsory schooling at another school, on the basis of the agreement of the school director to attend the school and the school director to attend the school if he is to go to another school within the territory of a national committee; If there is a transfer to another school in the territory of another national committee, this is done by agreement of both national committees.
(4) The transfer of a pupil to another school must be discussed with the student's representative; When transferring a pupil, care must be taken to ensure that attendance at a school other than that in which he has permanent or temporary residence is not difficult for the pupil.
(5) When a pupil is transferred to another school, the principal of the present school shall send the school to which the pupil is transferred, the documentation of the pupil and the record of his behaviour and benefit for the uncompleted classification period.
(6) If the student cannot attend the course, the student's representative shall notify the school without undue delay of the reason for his absence. In particular, a pupil's illness or, where appropriate, a doctor ordered to ban his attendance at school, exceptionally unfavourable weather conditions or sudden interruption of the operation of mass transport vehicles, exceptional events in the student's family, or participation of a student in the system of peak sport in organised sports training, competitions and state representation, shall be recognised as an excuse for the absence of a student at school.
(7) The absence of a pupil shall excuse the student's representative; in exceptional and specially justified cases, the school may require medical confirmation of the pupil's illness or other official document confirming the justification for the absence of the pupil. If a pupil or one of the persons with whom he or she is living or in permanent contact becomes ill with a communicable disease, the student representative shall immediately inform the school director.
(1) For health and other serious reasons, pupils may be released in whole or in part from teaching a subject, either for the whole or part of the school year. The student shall be released by the school director on the basis of the opinion of the teacher and of the children's (school) district physician.
(2) A pupil who has been released from teaching a subject must be present and employed with teaching support. If the subject is assigned to the first or last teaching hour, the pupil does not participate in his teaching.
(3) Pupils who have been exempt from the obligation to attend school (3) and are under home treatment, the school provides individual teaching for at least two teaching hours per week. A student's representative is obliged to create conditions for teachers providing individual teaching for this activity.
(4) An extraordinarily gifted pupil may be reassigned to a higher grade by the school director without the completion of the previous year4) on the basis of the results of the agency examination, the expression of the district pediatrician (school) and district pedagogic- psychological counselling; a pupil may only be reassigned to a senior year with the consent of the student's representative.
(1) In classes with extended teaching of certain subjects or groups of subjects (5), the student shall be classified by the principal of the school on the basis of a recommendation from the school in which the pupil reaches, and according to the skills and assumptions of the pupil; the skills and assumptions of the pupil shall be verified by a committee examination. In order to include a pupil in these classes, the consent of the student's representative shall be required.
(2) A pupil who does not demonstrate the qualifications for compulsory education in the classes referred to in paragraph 1 (permanently unsatisfactory benefit, health reasons, educational reasons, etc.) shall, after consulting the pedagogical board and after notification, transfer the student's representative to the school (s) in question at the end of the classification period in which he is to attend compulsory school. If a pupil is asked to be reassigned by a student's representative or proposed for medical reasons by a children's (school) district doctor, the school director shall also reassign the pupil during the classification period.
Organisation of primary school educational activities
(1) Teaching begins at 8.00 hours; according to local conditions, the school director may provide for a different starting point for teaching, ranging from 7.30 to 8.30 hours; in classes with extended physical and sports education, the school director may determine the beginning of the training period at 7: 00. If, for spatial reasons, all pupils in the morning cannot be taught, they shall be organised in two shifts; exchange courses are organised only in exceptional cases. All teaching and educational activities must be completed by 18.00 hours.
(2) Wednesday afternoon and in the course of the exchange course of Wednesday morning, the activities of the Pioneer Organisation of the Socialist Youth Association, extracurricular activities and the rest of pupils are mainly addressed. Teaching is not included for this part of the day and teachers do not give pupils written home preparation.
(3) The teaching hour lasts 45 minutes. The extension of teaching hours is not allowed. Usually after the second lesson, the main break is 15 to 30 minutes. Its length shall be determined by the school director. Teachers leave the classroom at the main break; If there are conditions, pupils stay outside the school building at the main break in designated areas. There are ten-minute breaks between the other classes. The break between the morning and afternoon classes shall take at least 60 minutes. In two-shift operations it is possible to reduce each teaching hour during the afternoon shift to 40 minutes. In schools with a boarding school, the length of lessons is not shortened.
(4) In the first year, it is taught in one sequence at most in the range of four teaching hours, in the 2nd to 4th year, five teaching hours, in the 5th to 8th year, six teaching hours. Pupils of the 5th and 6th year may have at least seven teaching hours on one day, pupils of the 7th and 8th year, including optional subjects, and pupils of the eighth year, have eight teaching hours.
(5) The school organises school trips. Their programme shall be approved by the school director, who shall include them in the school work plan. For pupils who do not take part in a trip, there shall be a replacement course. Pupils from 1st to 4th year may take one day trip in the school year, pupils from 5th to 8th year two day trips or one two day trip. For pupils in the 5th to 8th year, the school trip can be extended by two days of work rest.
(6) Branching education as an organic part of the education and education of pupils is carried out by all means educational work, including interest activities. 6)
(7) Basic swimming training and basic ski training are part of the training of professional and physical education. Schools which do not have suitable terrain and climatic conditions for ski training in or in the vicinity of the area shall be trained in the form of ski training trips to the mountains.
(8) Teaching for transport discipline is part of the education and education of pupils. It is provided in cooperation with the Pioneer Association of Youth Socialists, Public Security Authorities, the Union for Cooperation with the Army, the Czechoslovak Red Cross, the Association of Parents and Friends of the School etc.
Rules for the evaluation and classification of primary school pupils
Evaluation and classification levels
(1) The pupil's benefit in individual subjects is classified as follows:
1 - excellent
2 - commendable
3 - good
4 - Sufficient
5 - insufficient.
(2) The behaviour of the pupil is classified as follows:
1 - very good
2 - satisfactory
3 - less satisfactory
4 - unsatisfactory.
(3) The total benefit of the pupil is assessed
(a) in the first to fourth years of the school:

(b) in the fifth to eighth year of school, the following grades:

No good.
(4) The results of the work in the interest services organised by the school shall be evaluated at the following levels:

Overall pupil rating
(1) The overall assessment of the pupil at the end of the first and second half expresses the results of the classification in individual subjects and the classification of their behaviour.
(2) If it is not possible to classify a pupil at the end of the first half of the year for serious objective reasons, the school director shall specify a replacement term for its classification, so that the pupil's classification can be carried out no later than two months after the end of the first half. If it is not possible to classify a pupil even in an alternate period, the pupil shall not be classified for the first half of the year.
(3) If it is not possible to classify a pupil at the end of the second half of the year for serious objective reasons, the school director shall set a replacement term for its classification, so that the pupil's classification can be carried out by 15 October at the latest. Until then, the student is on probation in the next senior year.
(1) If the student's representative has doubts as to the correctness of the classification in each subject at the end of the first and second half, he may, within three days of the date on which the pupil's report was given, ask the school director for a comical examination of the pupil; If the principal of the school is himself the teacher of the subject, the representative of the pupil may apply for a peer review by the national committee. The school director and, where appropriate, the national committee shall examine the eligibility of the application and the student's representatives shall inform the pupil whether the pupil will be examined.
(2) The examination shall be carried out without delay, no later than 10 days; If it is not possible to carry out the examination by that date for the absence of the pupil, the pupil may not be further examined. The final result of the examination shall be communicated by the principal to the student; the further examination of the pupil is inadmissible.
Corrective tests
(1) A pupil of the 5th to 8th year of school, which is classified as "insufficient" in two subjects at the end of the second semester, will be allowed to perform a corrective examination.
(2) Corrective examinations are held for the last week of the main holidays. The term shall be fixed by the principal of the school. If, for serious reasons, the student cannot attend the examinations, the school director shall allow him to perform the examinations by 15 September at the latest; until this time, pupils attend the next senior year on condition. A pupil can only pass one repair exam in one day.
(3) If the pupil does not show up for corrective examinations within the prescribed time limit without a reasoned apology, he shall be classified as "insufficient 'in the subject from which he was to perform the correction test.
(4) Corrective tests shall be carried out as comic tests.
If a pupil in a course (including its external form) to complete the training provided by the primary school (7) has been classified as "insufficient 'at the end of the course, the principal of the school shall allow him to perform a corrective examination. Where" insufficient' has been classified as more than two subjects, it may carry out repair tests within two months; if the degree "insufficient" has been classified from several subjects, it may carry out repair tests not earlier than six months.
Rules of conduct (school rules)
(1) The student is obliged to behave properly at the school, to follow the instructions of the teaching staff, to prepare himself conscientiously for teaching and to follow the school's internal rules. The pupil is also obliged to behave outside of teaching - even in free days and holidays - so as not to interfere with the principles of socialist coexistence and moral standards of socialist society and to honor school and self.
(2) The pupil is obliged to attend school regularly and on time according to the timetable and to participate in the activities organised by the school. Participation in optional subjects and participation in interest groups, in the school cooperative and school club is compulsory for pupils.
(3) The pupil must be appropriately, clean and without eccentricities and dressed.
(4) The pupil is obliged to treat textbooks and school needs with care, keep his place, class and other school spaces clean and tidy, protect socialist property from damage; is required to carry textbooks and school supplies to the school according to the timetable and instructions of the teachers.
(5) Before leaving school, pupils may not leave the school building without permission; pupils may only stay in the school premises outside the teaching period under the conditions laid down in the school's internal rules.
(6) The pupil is obliged to protect his or her or her classmates' health; pupils are prohibited from all activities which are harmful (e.g. smoking, drinking alcoholic beverages, eating harmful substances).
(7) Visiting public hospitality businesses without accompanying a student's representative or a person authorised by him or her is only allowed during the day if they need to eat or drink a soft drink. Teachers may participate in film and theatre performances and other cultural or entertainment programmes provided they are accessible to school youth. If there is an evening performance, they can only be visited by a student's representative or persons appointed by him.
(8) The student can perform repeatedly in theatre, film, television or other similar public performances not organised by the school, only with the approval of the school director.
Education measures
(1) Compliments and other valuations 8) are awarded for an extraordinary expression of activity and initiative, for a worthy or brave act, for long-term successful work for the collective.
(2) The proposal for a commendation or other award shall be discussed in the Education Board.
(3) A class teacher, school director, representative of the National Committee or representative of a social organisation shall give the pupil oral or written praise before the class or school collective.
(4) In particularly justified cases (e.g. a brave act of saving human life or property of considerable material value), the pupil is praised or otherwise appreciated by the authorities of the National Committee or the Minister of Education of the Czech Socialist Republic.
(5) Praise and other valuations are recorded in the class statements.
(6) Measures to strengthen the discipline of pupils are imposed for serious or repeated wrongdoing against the school rules. This measure is generally preceded by a reduction in behavioural grade.
(7) According to the seriousness of the offence, one of the following measures shall be imposed: a reminder of the class teacher, a reprieve of the class teacher, a reprieve of the school director.
(8) The class teacher gives a reprimand after discussion and with the agreement of the school director. The principal of the school gives a reprimand after consulting the Education Board. Reminder and reprimand shall be given before a class or school collective.
(9) The school director shall inform the student's representative in a demonstrable manner of the granting of the measure; the measures are recorded in the class statement.
