GOVERNMENTS OF THE CZECH REPUBLIC
of 23 March 2020
on the adoption of crisis measures
Following the Government Resolution 194 of 12 March 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency in accordance with Article 5 (a) to (e) and § 6 of the Act No. 240 / 2000 Coll., on emergency management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the crisis situation, a decision on the adoption of crisis measures within the meaning of Sections 5 (c) and 6 (1) (b) of the Crisis Act,
Government with effect from 24 March 2020 at 00: 00 for the duration of the emergency situation
I. imposes on the local authorities, in order to limit freedom of movement within the Czech Republic, meetings of representatives only where necessary to take action to resolve the emergency situation or to approve the legal acts necessary to comply with the deadlines or to avoid imminent damage (e.g. necessary budgetary measures, changes to the rules of the budget commission, ensuring the assistance of the population, the necessary choice of the authorities of the local authorities), by means of distance communication enabling representatives to participate in the meetings of the representative in real time without their personal presence; the participation of the public in its personal presence is thus excluded;
II. Instructs the local authorities to make the meetings of the Councils held pursuant to paragraph I of this resolution most accessible to the public by means of distance communication, at least through the acquisition and publication of a phonogram.
