setting emission limits for paint mills with a consumption exceeding 10 tonnes of paint material per year
The Ministry of the Environment provides pursuant to Section 5 (5) of Act No. 309 / 1991 Coll., on the Protection of Air from Pollutants (Air Act), as amended by Act No. 218 / 1992 Coll. and Act No. 158 / 1994 Coll. (Full text No. 211 / 1994 Coll.), and under § 12 (a) of the Czech National Council Act No. 389 / 1991 Coll., on the State Administration of Air Protection and Charges for Pollution, as amended by Act No. 211 / 1993 Coll. and Act No. 158 / 1994 Coll. (Full text No. 212 / 1994 Coll.):
General conditions for the construction and operation of paint shop equipment
All technically available possibilities for limiting organic emissions shall be used for the construction of paint shops. For the purpose of determining emission limits, a technological unit of a single coating technology system shall be considered as an installation.
Total emissions limit
Emissions of organic substances in waste air from the whole facility, including preservation, shall not exceed:
- single colour coating value 60 g / m2 of painted area,
- metallization coating value 120 g / m2 of varnished area.
Spray compartment
The maximum permissible concentration of organic substances declared as a total carbon is 50 mg / m3 in the waste air from the spraying areas if the total specific production emissions reported as a total carbon exceeds 35 g / m3.
Dryers
(1) In the waste air from drying plants, the mass concentration of organic substances declared as total carbon must not exceed 50 mg / m3.
(2) In waste gases (paint particles) from drying plants, the mass concentrations of solid pollutants must not exceed 3 mg / m3.
Point 6.1.3 is deleted. A Annex No 3 to the Federal Committee on the Environment of 1 October 1991 to Act No 309 of 9 July 1991 on the protection of the air against pollutants (Sb. No 84 / 1991), as amended by the Federal Committee on the Environment of 23 June 1992 (Sb.).
This decree shall take effect on the day of its publication.
