on the provision of funds and the reimbursement of the costs of the activities of the basic organisations of the Revolutionary Trade Union Movement in the State Socialist sector
The Central Council of Trade Unions shall determine, pursuant to Article 17 of Resolution IV of the General Trade Union Convention on the Racial Committees of the Basic Organisations of the Revolutionary Trade Union Movement and Article 1 of Act No. 37 / 1959 Coll., on the status of the Racial Committees of the Fundamental Organisations of the Revolutionary Trade Union Movement, and the Ministry of Finance shall determine, pursuant to Article 11 (1) of Act No. 83 / 1958 Coll., on the modification of the financial planning and financial management of national enterprises and other economic organisations of the State Socialist Sector, and pursuant to Article 20 (1) (a) of Act No. 8 / 1959 Coll., laying down the basic rules on the State Budget and on the management of budgetary resources:

Preliminary provisions
Článek 1
Purpose
In completing the construction of socialism in our country, an increasingly creative initiative and active participation of workers in the development of production, its management and control is developing and the unity of the interests of workers, businesses and society is deepening. The importance of the Revolutionary Trade Union movement and its organizational and educational work is constantly increasing. In doing so, the authorities of the Revolutionary Trade Union Movement, in close cooperation with the management of the plant, consistently and consistently create the most appropriate conditions for using the workers' initiative and for their immediate participation in economic management. The resolution of the Fourth Union Congress creates the preconditions for deepening the cooperative cooperation between the authorities of the ROH and the leadership of state socialist sector organisations. However, the management of these organisations should help to create favourable material conditions for the activities of the basic organisation ROH and its bodies. In providing such assistance, organisations shall be based on an extended competence, which shall be provided, in particular, by a new planning and financing methodology in the financial sector.

Subject matter and scope of the adjustment
This decree sets out the resources it provides and the costs borne by the management of undertakings and other economic and budgetary organisations of the State Socialist sector (hereinafter referred to as "the plant ') for the political, cultural, recreational and other activities of the basic organisations of ROH and their bodies.

Článek 3
General provisions
The management of the plant shall provide the ROH and their bodies with free of charge buildings and rooms with the necessary equipment and shall bear the costs associated with their acquisition, maintenance and technical operation, in the manner and to the extent specified below.

Political and organisational activities
Článek 4
Scope of activity and reimbursement of costs
1. Political and organisational activities shall mean member meetings, conferences, training, assets, production meetings, meetings of the race committee, the workshop committee, trade unions, commissions and, where appropriate, other ROH bodies and facilities and the permanent political and organisational activities of the basic organisation of the ROH and its bodies.
2. For this activity the management of the plant rooms and their necessary equipment, heating, lighting and cleaning.
3. If the plant does not have suitable rooms for meetings, conferences, training or assets of the basic organisation ROH and its bodies and facilities in its own premises, the management of the plant shall hire them in agreement with the racing committee.
4. The costs of heating, lighting, cleaning and rent shall be borne by the economic organisation for its own costs (production, circulation, etc.), by the budgetary organisation within its budget.

Cultural educational activity
Článek 5
Cultural equipment
1. The cultural activity of the basic organisation ROH means, for the purposes of this decree, the educational activity of cultural establishments serving working establishments and their family members.
These devices are generally:
(a) racing clubs;
(b) red corners,
(c) trade union libraries,
(d) production technical cabinets,
(e) cultural centres in racing hostels, boarding schools and remote workplaces.
2. A trade union library, production technical cabinet or other cultural facilities may be part of the race club according to local conditions.
3. For cultural training activities (paragraph 1), the plant provides necessary rooms with adequate equipment in its operating or accommodation facilities; However, the racing club may only be located in buildings or rooms accessible to the public. *)
Článek 6
Construction of a racing club
1. If the racing club cannot be located in buildings or rooms that could be provided by the plant management for this purpose, a separate building may be built for it according to the following principles:
(a) The construction of the building for the racing club must be included in the plan for building cultural awareness facilities, on the basis of the design of the racing committee and the management of the race, discussed by the regional trade union board and the competent authority of the national committee.
b) Construction is planned and implemented by the plant management. The construction of a building for a racing club may involve more than one site or national committee; participating plants shall agree in advance on the reimbursement of the common costs associated with the joint construction and on which of them shall lead the completed building in its basic means.
(c) Coordination of the construction of the buildings of racing clubs is carried out nationally by the Central Council of Trade Unions; In agreement with the competent central authorities, it may identify indicative or binding documents for the construction of the buildings of the racing clubs.
2. The construction of the race club building and room equipment shall be covered by the economic organisations from their own resources for decentralised investment construction, from the resources of the farm funds of workers or similar funds, and, where appropriate, from other sources of the establishment and the contribution of the national committee; for economic organisations in which the general arrangements for financing are not in place, these costs shall be reimbursed by way of overpaid appropriations for decentralised investment construction and other resources referred to in this paragraph.
3. Budget organisations shall only carry out the construction of the buildings of the race club with the prior agreement of the superior body; prior consent is not required for central offices and regional national committees. The relevant costs shall be borne by the budgetary organisation within its budget. Otherwise, budget organisations shall proceed in the construction of a race club building in a similar manner to economic organisations.
4. If the national committee associates with some of the plants for the joint construction of the race club building, the national committee shall pay its share (due to it from the total cost of construction) of the budget or the surplus budget management left to it. If the National Committee contributes only to the construction, it will only provide a contribution from the said economic surplus.
5. The revolutionary trade union movement, together with the management of the plant and the national committees, jointly organises a broad participation of workers, in particular the brigade assistance in the construction of racing clubs.
Článek 7
Joint use and operation of racing clubs
In order to serve the best possible purpose of the training activities between the workers and to ensure their widest and most efficient use, racing and racing committees at the same place shall be brought together for the joint use and operation of the race club and for the joint reimbursement of the costs associated therewith, in accordance with the provisions of the statutes of the racing clubs and, where appropriate, in a detailed written agreement. * *)
Článek 8
Reimbursement of costs for the operation of cultural facilities
1. The management of the plant shall bear the costs of overhauls, routine repairs and maintenance of real estate and movable assets and the costs of technical operations; it does not decide whether it is the property of the plant or the property of ROH. If the plant is permanently suitable for the activity of cultural facilities, it shall bear the costs associated with it.
2. Maintenance costs are the costs of cleaning and assistance, small repairs in rooms and indoor facilities, painting rooms and personnel costs for staff who provide these services.
3. The costs of heating, electric current, water, steam, gas, depreciation, etc., and the personnel costs of plant staff who provide these works (landlords, handlers, heaters, etc.) are included in the costs of technical operation of cultural facilities.
4. The economic organisation shall reimburse the non-investment costs referred to in paragraphs 1 to 3 for its own costs (production, circulation, etc.). If there is a larger scale of racing clubs and other cultural facilities, these non-investment costs are planned at other costs and recorded as associated economies. For the budget organisation, non-investment expenditure shall be budgeted and reimbursed from the relevant headings of the non-investment budget of those organisations. General corrections shall be paid to economic and budgetary organisations from appropriations for decentralised investment construction.
5. Personal and material costs for the cultural educational activities of cultural establishments shall be borne by the basic organisation ROH. These costs include, in particular, the cost of cultural, organisational, administrative and other staff, cultural programmes including performers' fees, office supplies, etc.
Článek 9
Renting and other use of cultural facilities rooms
1. If the race committee rents to other users of the room or equipment provided to it by the management of the plant for cultural training activities, the race committee shall pay the part of the remuneration paid by the user. The amount of the share of the remuneration shall be agreed in advance with the management of the plant. Renting rooms to other users must not be at the expense of the activities of cultural facilities.
2. In such cases, if they are to be permanently leased in a race club building in certain rooms or parts of the building, they shall conclude a lease agreement with the management of the race committee; tenants pay also in such cases the rental management of the plant. The continuous use of rooms or parts of buildings by such tenants shall not interfere with the activities of cultural facilities.
3. If the management of the plant uses cultural facilities for the purposes of instruction, training, assets, etc., no compensation shall be granted to the racing committee. The use of cultural equipment for the needs of the plant shall be regulated by an agreement between the management of the plant and the racing committee so as not to interfere with the planned activities of the cultural establishment. This applies mutatis mutandis if it is a cultural establishment for which more than one plant is involved in the reimbursement of costs under Article 7.

Racing and pioneering recreation
Článek 10
Vacation facilities
A part of the care of strengthening the health and rest of workers is racing and pioneering recreation, which is carried out in recreational facilities and pioneer camps. Its provision and remuneration are involved in the plants, basic organisations ROH and users.
Článek 11
Acquisition of recreational facilities
1. The acquisition of recreational facilities and pioneering camps (i.e. their purchase, rental, construction, adaptation, etc.) and their fitting-out of facilities of an investment and non-investment nature shall be borne by the establishment, from the contribution of the farm fund of workers or similar funds. In doing so, account should be taken of the economic results of the plant and of the extent of the need for racing and pioneering recreation.
2. The costs of acquiring and equipping recreational facilities and pioneering camps in economic organisations where general financial management arrangements are introduced shall be reimbursed.
(a) free *) own financial resources applicable to the financing of decentralised investment construction, provided that the financing of the necessary development of the firm is ensured;
(b) the contribution of the farm fund of workers or similar funds;
(c) other means, where appropriate (from the proceeds of brigades, etc.);
for economic organisations in which the general arrangements for financial management are not in place, these costs shall be reimbursed by way of supranational funds for decentralised investment construction, the contribution of the farm fund of workers or similar funds.
3. The costs of acquiring and equipping recreational facilities and pioneering camps in budgetary organisations shall be borne by the competent authorities on their own budget savings achieved in the course of the planned tasks with increased economy. Prior consent is not required for central offices and regional national committees.
4. The revolutionary trade union movement organises a wide participation of workers, in particular part-time assistance.
Článek 12
Reimbursement of costs for the operation of recreational facilities
1. The costs of overhauls, routine repairs and personnel costs of the permanent staff of the plant, *) which are necessary and appropriate to employ in order to protect recreational facilities (the caretaker, keeper or keeper and, where appropriate, the stoker), shall be borne by the plant of which the racing committee uses the object; it does not decide whether the property of the plant or the property of ROH or the objects put into use by the racing committee by the competent national committee.
2. The costs of maintenance and the costs of the own operation of these facilities shall in principle be borne by the contribution of users; a contribution from the farm fund of workers or similar funds, or the proceeds of brigades, a contribution from the union organisation to pioneering recreation * *, etc. Departures from recreational facilities and pioneer camps are not included in the costs of their own operation; they are planned and paid for in-house or similar direction of the plant. However, the contribution from the farm funds of workers or similar funds may not be used to cover user food costs.
3. Maintenance costs are the costs of cleaning and assistance needed, small repairs in rooms and indoor facilities, painting rooms and personnel costs for workers carrying out such work.
4. The costs of heating, electric current, water, steam, gas and catering costs of users are included in the own operation of recreational facilities and pioneer camps.
5. The economic organisation shall pay for its own costs (production, circulation, etc.) the costs of routine repairs, the costs of permanent supervision (keeper, administrator, etc.), which shall be recorded as associated holdings. For the budget organisation, non-investment expenditure shall be budgeted and reimbursed from the relevant headings of the non-investment budget of those organisations. General corrections shall be paid to economic and budgetary organisations from appropriations for decentralised investment construction.
6. Special rules apply to the reimbursement of costs associated with the transport of recruits to recreational establishments and pioneer camps. * * *)

DÍL IV

Other activities
Článek 13
Activities of the branch of the Czech Scientific Technical Society at the plant
1. For the activities of the branch of the Čs. scientific technical company at the plants, the management of the plant - in addition to the contribution from the membership of the plant - rooms and their necessary equipment, heating, lighting and cleaning, if the branch cannot use the facilities of the racing clubs or other cultural facilities.
2. The costs of heating, lighting and cleaning shall be borne by the economic organisation for its own costs (production, circulation, etc.), by the budgetary organisation within its budget.
3. The branch is also entitled to use other facilities of the plant (e.g. workshops, laboratories, duplicates, technical offices) if this requires the performance of tasks arising from the technical development plan, production promotion and development of the innovative movement for the branch.
Článek 14
Production technical promotion
1. The costs of production technical promotion shall be borne by the plant management.
2. The cost of manufacturing technical promotion includes, for example, the cost of obtaining honorary badges and diplomas for the winners of socialist competition, the best workers, improvements, travelling flags for the best workers, the decoration of workplaces of sample collectives, plates of honor, promotional brochures and other promotional material, the cost of purchasing posters and leaflets that encourage new working methods and the popularisation of work results, the purchase of popular technical literature, subscriptions to technical journals.
3. The management of the plant is adequately involved in the economic and organisational provision of events closely related to technical development at the plant, such as Days of New Techniques, Improving Ideas Exhibition, etc.
4. The costs of production technical promotion shall be borne by the economic organisation for its own costs (production, circulation, etc.), by the budgetary organisation within its budget.
Článek 15
Racing magazines
1. For the issue of the racing magazine provides the race rooms and their necessary equipment, heating, lighting and cleaning. In addition, they shall bear the costs of the salary of editors and auxiliary staff working in the editorial office of the racing journal; This provision shall not apply to budgetary organisations.
2. The racing magazine is sold for the amount of the necessary costs duly calculated. The salary of editors and auxiliary staff and free of charge shall not be included in the magazine's cargo.
3. If the issue of a racing magazine causes a loss, even though the principles of economy have been respected, the management of the race contributes to its payment of 70% of that loss, the remaining 30% being borne by the racing committee.
4. Non-investment costs shall be borne by the economic organisation for its own costs (production, circulation, etc.), the budgetary organisation within its budget.
5. The management does not contribute to the cost of union and sectoral magazines.
Článek 16
Patronage activities, polytechnical education, horse racing and kindergarten
Specific regulations provide for the reimbursement of the costs of patronage activities, *) for the polytechnical education of pupils and students * *) and for nurseries and nursery schools. * * *)

Část III

Transitional and final provisions
Článek 17
1. Buildings and installations used for the purposes referred to in Article 2 and taken from the facilities of the plant shall be managed by the establishment which keeps them in its basic and, where appropriate, circulatory means.
2. Buildings serving exclusively for the purposes referred to in Article 2 may be used for other purposes only after consultation with the higher trade union and the authority of the superior establishment; no consultation with the authority of the plant supervisor is necessary with central offices and regional national committees.
Článek 18
1. The tasks resulting from this decree for the race will be discussed with the race committee and reflected in the annual plan (budget). The details of the plant's obligations shall be laid down in a collective agreement. In establishments where collective agreements are not concluded, the obligations of the plant shall be laid down by a convention between the racing committee and the management of the plant.
2. If no agreement is reached between the racing committee and the management of the race on the scope of the obligations (paragraph 1), the racing committee shall refer the matter to the higher trade union body to discuss the matter with the authority of the plant supervisor. The central authorities shall discuss the matter with the management of the plant by the central committee of the relevant trade union. The Regional Trade Union Council will discuss the matter with the regional national committees.
Článek 19
In all expenditure on political, cultural, recreational and other activities of the basic organisation ROH, the management of the race and the racing committee shall follow the principle of the highest economy.
Článek 20
The authorities in charge of racing and racing committees (associations, ministries, central trade union committees) may contribute from centralised sources to the construction of a race club and to the construction of recreational facilities and pioneering camps.
Článek 21
1. In 1960, this decree is governed by a plant which can cover the costs incurred from its own financial resources, possibly under approved budgets and without prejudice to the performance of the planned tasks.
2. Competitions for which these assumptions are not met shall proceed in 1960 according to the regulations of the present year.
Článek 22
The relevant provisions on the financing of certain costs of economic organisations of the State Socialist sector and of certain expenditure of budgetary organisations are hereby repealed. *)
Článek 23
This decree shall take effect from the date of its publication.

*) The wages of these permanent employees are drawn to the salary fund of the plant. Wages of occasional guards and persons whose wages are included in the costs of maintaining and operating recreational facilities, paying the race and the race committee repayments them; these workers and their wages paid to them shall not be included in either the planned or the actual number of employees and the plant's wage fund.
