In accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic,
Government of the Czech Republic
Announces
for the territory of the South Bohemian Region, the Central Bohemian Region, the Ústí Region, the Pardubice Region, the South Moravian Region, the Olomouc Region and the Zlín Region due to a crisis situation arising consisting of a threat to life, health and a significant extent of a threat to property due to extensive flooding

for the period from 23.00 on 2 April 2006 to 24.00 on 10 April 2006.
I.
The government of the Czech Republic is ordering
1. emergency measures
(a) work assistance and the obligation to provide means in kind to address the crisis situation;
(b) a ban on the entry, residence and movement of persons in the territory from which the evacuation was carried out, with the exception of persons carrying out rescue and disposal operations in accordance with the instructions of the relevant crisis staff and the commander of the intervention and members of the armed security forces and soldiers providing security and public order in the affected territory;
(c) the implementation of construction works, landscaping and dismantling of buildings, where this is necessary in the context of the development of a crisis situation to mitigate or avert public threats;
(d) evacuation of persons at risk from the affected and vulnerable territory;
(e) compulsory notification of a temporary change of residence within the meaning of the provisions of Section 6 (2) (a) of Act No. 240 / 2000 Coll., on crisis management and on the amendment of certain laws (Crisis Act), as amended.
Those crisis measures are specified by the captains of the regions for which the emergency situation is declared for the territory of the relevant regions according to local needs and conditions for dealing with the crisis situation.
2. to the Minister for the Interior
(a) activate the Central Crisis Staff to coordinate operational actions to address the crisis situation and to prepare draft measures for the Government of the Czech Republic;
(b) take measures to protect public order and security and the protection of property in the affected territory and in areas affected by the crisis measures implemented;
(c) familiarise the captains of the regions concerned with this decision;
d) ensure the publication of this Decision in the Collection of Laws of the Czech Republic.
3. First Deputy Prime Minister and Finance Minister
- take the necessary measures, where necessary, to address the financial consequences of the declared emergency.
4. Minister for Local Development
(a) take measures to ensure financial and administrative security of implementation of the 2006 financial support programme to municipalities affected by floods, providing temporary replacement accommodation, including the necessary related needs, and releasing operational expenditure to deal with the protection of municipal assets against flooding;
(b) establish an information link for mayors of cities and municipalities affected by the crisis in connection with the performance of the task 4a).
5th Minister for Defence
- take action, in cooperation with the Minister for the Interior and the heads of the regions concerned, to use soldiers in active duty to address the crisis situation.
6th Minister of Informatics
(a) take measures, in cooperation with electronic communications and postal service operators, to ensure the continuous provision of such services in the areas affected by the crisis to the maximum extent possible;
(b) ensure public awareness of the progress of the crisis situation and its resolution through the public administration portal.
7. Vice-Prime Minister and Minister for Labour and Social Affairs
- take measures to use citizens registered as unemployed at the labour force to carry out work assistance in the implementation of crisis measures.
8. Vice-Prime Minister and Minister of Justice
- to take measures to ensure conditions for the execution of detention and imprisonment in prisons in the territory of the affected or threatened crisis situation, so as to avoid endangering the lives and health of persons.
9. Ministers of Education, Youth and Sports
- to take measures to ensure that children and young people are treated, provided that parents or other legal representatives cannot exercise such care as a result of a crisis situation.
10. All members of the Government
- to take measures to reduce damage and losses and to ensure that activities within its jurisdiction are carried out in the affected and endangered territory.
II.
In the context of the implementation of crisis measures, in the territory for which an emergency situation is declared, the necessary time and to the extent necessary shall be limited to:
(a) the right to the integrity of persons and the integrity of homes when evacuating persons from a place where they are directly threatened by life or health;
(b) the right of ownership and use of legal and natural persons to property in connection with the obligation to provide the means in kind needed to deal with a crisis situation;
(c) freedom of movement and residence of persons in the evacuation area;
(d) the right to engage in business activities which would jeopardise the crisis measures implemented or distort or prevent them from being implemented;
(e) the right to strike if the strike would lead to a breach or, where appropriate, a prohibition of rescue and disposal operations.
III.
This Decision shall take effect on 2 April 2006, at 23.00. It shall expire on 10 April 2006, at 24.00.
