Government Regulation
of 11 December 1951
on changes in the reports of national committees.
The Government of the Czechoslovak Republic hereby orders pursuant to § 19 (3) and § 43 (1) of Act No. 280 / 1948 Coll., on Regional Establishment, § 5 (5) of Act No. 142 / 1949 Coll., on the performance of the People's Administration in the Mansions of Regions and § 24 (1) of Act No. 76 / 1949 Coll., on the Organisation of Administration in the Capital City of Prague:
Strengthening the chair.
(1) Referral I is redesigned so that, as the executive body of the President, it can perform well the tasks of the People's Administration, which is to be looked after by the Chairman of the National Committee.
(2) Therefore, the report I will focus its activities mainly on work linked to:
with regard to the development of mass organisation work by national committees;
the plans for the tasks of the People's Administration;
coordinating the activities of the whole national committee, in particular the coordination of checks;
monitoring and checking the activities and instructions of the subordinate national committees;
dealing with matters relating to cadres and apprentices;
dealing with the matters of elected members of the national committees, matters of security, ecclesiastical, press, as well as matters of an austerity officer.
(3) The other agenda of the previous report I, arising from the duties of the President as a referee, is transferred to other reports, in particular to report III.
(4) Report I is referred to as "Report for the Organisation of the Activities of the People's Administration."
Reformation of the report In the labor report.
(1) The V report mobilises and correctly places the workforce primarily in order to fulfil the main tasks of the Single Economic Plan. To In could do better than so far this important task, it relieves itself of other agendas, in particular social welfare agendas, housing and cooperative agendas, which according to their nature go to other reports (III, IV, VI and VIII).
(2) Report V is referred to as "Labour Force Report."
Consequences of new organisation and changes in the responsibilities of other central offices.
(1) In view of the new organisation and changes in the competence of the central authorities, the scope of the activity of the individual reports will also be adjusted effectively.
(2) Report III is termed "Home Affairs Report" and "Internal Trade Report" X.
Concentration of related agendas in one workplace.
For the sake of efficiency and economy, the same or similar agendas or agendas closely related to each other shall be concentrated in one report.
Economic control.
The economic control service, which has so far been concentrated in the X-report, will continue to carry out relevant reports in their sections. The coordination of checks will be carried out by Report I.
More detail.
In accordance with the principles set out in Sections 1 to 5, the Ministry of the Interior shall implement a more detailed definition of the scope of the activity of the individual reports in agreement with the relevant central authorities.
Derogations for certain national committees.
Due to the different organisational structure of the central national committee of the capital of Prague and the regional national committee in Prague, the Ministry of Interior may provide for derogations from the general arrangements laid down in Sections 1 to 5 in agreement with the relevant central authorities.
Extension of validity to other national committees.
The provisions of this Regulation shall also apply mutatis mutandis to central, uniform, district and local national committees.
Transitional and final provisions.
Amendments to the reports of the national committees, carried out in accordance with the provisions of this Regulation before it is effective, shall be as measures taken to implement it.
The provisions of the Government Regulations on the reports of the Regional National Committees, if they contravene this Regulation or the regulations issued under it, shall cease to apply.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Home Secretary in agreement with the participating members of the Government.
