of 14 August 1979
on the spatial identification of information
The Federal Statistical Office pursuant to § 35 (2) of Act No. 21 / 1971 Coll., on the Single System of Socio-Economic Information, and the Federal Ministry of Technical and Investment Development pursuant to § 130 of Act No. 50 / 1976 Coll., on Territorial Planning and Construction Regulations (Construction Act) provides:
Subject matter
(1) This decree regulates the method of spatial identification of socio-economic information1) and territorial technical information in information systems, including automated information systems.
(2) Territorial technical information is data for the identification and assessment of the status, use and changes in the territory. (2)
(3) The spatial identification of the information referred to in paragraph 1 shall be carried out according to the parts of the territory (hereinafter referred to as "spatial units') on which the observed socio-economic or territorial technical phenomena have arisen.
Space units
The spatial units for the purpose of this decree are:
(a) territorial technical units (permanent statistical circuits),
(b) basic housing units;
(c) basic territorial units.
Territorial technical unit is essentially cadastral territory. 3) Where, exceptionally, the cadastral territory is divided by the boundaries of the basic territorial unit (§ 5), the parts of the cadastral territory thus formed shall be regarded as separate territorial technical units. The Territorial Technical Unit is a permanent statistical perimeter for the spatial identification of socio-economic and territorial technical phenomena in the area structures of the territory.
(1) The basic unit of residence is the composition of the local unit; 4) it is intended for the spatial identification and monitoring of socio-economic and territorial technical phenomena directly linked to the settlement. It consists of either a residential location or an urban district. 5)
(2) The site consists of a separate grouping of housing facilities (6), including a site adapted for the needs of the local unit and any production, technical and civil facilities. The housing sites are separated from each other by unbuilt areas or borders of cadastral territories.
(3) The territorial districts of the selected cities (7) are divided into urban districts, as a general rule, in accordance with the functional areas defined by the territorial planning documentation. The boundaries of urban districts shall be in the natural and within the territory of identifiable elements.
The basic territorial unit is a spatial unit which is no longer classified for the performance of the state administration. 8) The territorial perimeter of each basic territorial unit may consist of a total of several territorial technical units or be identical to one territorial unit.
Spatial units shall be identified by the identification numbers established by the Federal Statistical Office in an agreement with the Federal Ministry of Technical and Investment Development and shall be described by the names 9) and other characteristics generally expressed in code form. The identification number shall remain unchanged for the duration of the spatial unit; the jurisdiction of these units to the counties and counties or to the territorial units of the State assimilated to them, 10) shall be determined independently of the identification numbers by the additional codes. 11)
(1) The spatial units, their identification numbers and essential characteristics are given in the single code list of spatial units, 12) issued by the Federal Statistical Office in cooperation with the Federal Ministry of Technical and Investment Development.
(2) The content of the single code list for spatial units with certain other data is stored in a centrally maintained automated spatial unit register. The approval of the authorities and organisations to draw the data of this registry in the form of assemblies or other data media shall be determined on a case-by-case basis by the Federal Statistical Office in agreement with the Federal Ministry for Technical and Investment Development, as required by the Central Authorities.
(3) The territorial delimitation and the names of the basic units of residence (Section 4) are indicated in the single map work. 13)
Use of spatial information identification
All organisations are required to use the identification numbers and, where applicable, other data referred to in Section 6 for the spatial identification of information
(a) in the statistical surveys to the extent and in the manner established by the Federal Statistical Office or, where appropriate, the Central Statistical Authorities of the Republics and, as regards financial reporting, by the Federal Ministry of Finance in agreement with the Federal Statistical Office,
(b) on the geographical technical phenomena in the system of selected construction information, (14) in the spatial planning documents and in the monitoring of technical and investment developments to the extent and in a manner specified by the Federal Ministry for Technical and Investment Development;
(c) in regional (regional) plaques15), to the extent and in a manner specified in the uniform methodological guidelines issued by the State Planning Committee16) or in the methodological guidelines for the development of regional plans issued by the central planning bodies of the Republics, 17)
(d) in the documents for drawing up the budgets and financial plans and for drawing up the final accounts, to the extent and in a manner specified by the competent financial authorities, 18)
(e) in documents relating to supplier's customer relationships (economic contracts, orders etc.) in cases established by the Federal Statistical Office or other central authorities, 19)
(f) in specially organised registers, passports and registries (20) to the extent and in a manner specified by the Federal Statistical Office, in cooperation with the relevant central authorities;
(g) in other integrated information systems, 21) if authorised authorities are to identify the observed phenomena in a spatial manner.
Final provisions
In exceptional cases, the Federal Statistical Office may, on a proposal from the competent central authority, allow the Federal Statistical Office in an agreement with the Federal Ministry for Technical and Investment Development to use, in contact between organisations of a derogation for the identification of information from the principles laid down in this Decree or require the spatial identification of information from organisations by spatial units other than those provided for in Section 2. As regards the central authorities of the Republics, they shall submit proposals through the central statistical authorities of the Republics.
This Decree shall take effect on 1 January 1980.

1) Paragraph 1 (2) of Act No. 21 / 1971 Coll., on a unified system of socio-economic information.
(2) Territorial technical information means information on areas within the territory by function (e.g. production, construction, agriculture, recreation, housing, etc.) and data on entitlements in the territory; are, for example, included in the registration sheets of the zoning documentation pursuant to § 1 (5) of Decree No. 84 / 1976 Coll., on zoning documentation and zoning documentation.

7) Selected cities, as a settlement centre of regional and peripheral importance (Resolution No 283 / 1971 of the Government of the Czech Republic, Resolution No 1 / 1972 of the Government of the SSR) and local settlement centres, which reached the size of 10 000 inhabitants, are registered by the Ministry of Construction and Technology of the Republics.
8) These are in particular all municipalities regardless of whether they have their own national committee, also the districts and the urban parts of the cities of Pilsen, Brno, Ostrava and Košice, the territorial districts of MNV in the capital of Prague and the capital of SSR Bratislava, on the basis of the municipalities built part of the territorial districts of the national committees pursuant to § 9 of the Act on National Committees (full version No 28 / 1972 of the Act on the Czech Republic and No 27 / 1972 of the SSR), military escapes (Act No 169 / 1949 of the Sb., or other, for the purposes of the administration of the further undivided unit, but not part of the municipalities.
9) The designation of the territorial technical units takes into account the names of the real estate register operators defined by the provisions of Decree No. 23 / 1964 Coll., for the base territorial units it is Act No. 36 / 1960 Coll., on the zoning of the state, as amended by the regulations amending it and amending it, and Decree No. 97 / 1961 Coll., on the names of municipalities, street marking and house numbering, as amended by the statutory measure of the Bureau of the National Assembly No. 1 / 1963 Coll. (for ČSR) and Decree No. 93 / 1970 Coll., on the identification of municipalities and their parts, streets and other public spaces and building numbering (for SSR). The names of the basic units of the seat are taken over from the map work (Section 7 (3)) or from the planning documentation.
