The National Assembly of the Czechoslovak Republic decided on the following constitutional law:
(1) National Committees are the local authorities of the state power of the working people of Czechoslovakia. As the widest organisation of workers, they rely on a union of workers, peasants and working intelligence in their activities in regions, districts and municipalities.
(2) The National Committees manage the economic and cultural construction of socialism in their respective districts according to the guidelines of the Government and the laws of the Republic. They continue to ensure that the growing material and cultural needs of workers are increasingly and fully met. All their activities tend to man and his well-being and strengthen the confidence of workers in the institutions of a popular democratic state.
National committees are regional, district, urban, district and local, central national committee of the capital of Prague and central national committee of Bratislava. In their activities, the National Committees are subordinate to the Government.
(1) The National Committees are elected by the working people of the regions, districts, cities, districts, villages and other municipalities for a period of three years. Election law is general, equal and direct in secret voting. Citizens may vote for national committees once they have reached the age of 18; citizens may be elected once they have reached the age of 21.
(2) The members of the national committees make the following promise: "I promise to preserve the loyalty of the people and the Republic, protect and strengthen the popular democratic establishment and maintain the laws and regulations."
(3) The National Committees are under constant control of the working people. Each member of the National Committee shall be accountable to the working people and shall be obliged to account for his or her activities and the activities of the entire National Committee. Any member of the national committee may be dismissed at any time if the electorate so decides.
(4) The election and the way in which the members of the national committees are removed are governed by the law.
National committees shall manage and control the work of their councils, trade unions and other bodies; ensure compliance with the laws, regulations and resolutions of the government and other regulations, safeguard citizens' rights, manage local economic and cultural construction, thus creating satisfaction, joyful work and well-being from our cities and villages.
National committees may issue regulations for their respective areas to carry out their tasks. The conditions for issuing such regulations shall be laid down by law.
The national committees are governed by the government, whereby the national committee of the lower level is governed by the national committee of the higher level and is accountable to it.
The Executive Authority of the National Committee shall be the Board of the National Committee. The National Committee shall elect it from among its members. The Council of the National Committees shall be subordinate to the Government, in which the Board shall be subordinate, on the one hand, to its national committee and, on the other, to the Council of the National Committee of the Higher Level.
In Slovakia, within the limits of the relevant provisions of the Constitution, the Government shall exercise the power over the national committees and their councils of the Board of Authors.
This constitutional law shall take effect on the day of its publication; The government will do it.
