Government Regulation
of 25 January 1949
on agricultural reports of regional national committees.
The Government of the Czechoslovak Republic orders pursuant to § 8, § 3, point (a) and § 19, § 3 of the Act of 21 December 1948, No 280 Coll., on the Regional Establishment:
(1) An agricultural report is hereby established for each Regional National Committee. The agricultural report shall be divided into departments as necessary; the principles for such division, in particular the number of departments, are laid down by the Ministry of Agriculture in an agreement with the Ministry of Interior.
(2) The agricultural report shall be headed by an agricultural officer; In its choice, the members of the Regional National Committee who are agricultural experts should be considered.
(1) The agricultural report provides regional administration in agricultural matters.
(2) Without prejudice to the competence of other bodies (offices), the agricultural report of the Regional National Committees shall in particular carry out the following tasks:
1. Develop in its field (paragraph 1) a part plan of its own regional plan and monitor its implementation and cooperate with the Regional National Committee's planning report in the performance of its tasks;
2. Care for an increase in the standard of living of the agricultural people, with particular regard to the need to facilitate and improve the home work of rural women and their status in the family, household, production and public life;
3. Care for plant production in all its fields, for its enhancement, for plant health protection and for the protection of animals of useful agriculture and for the provision of harvesting for the purposes of the people's democratic economy;
4. Care for the livestock production of all sectors (horse breeding, livestock farming, poultry farming, fishing, beekeeping, small livestock farming, fur animals, silkworm, etc.) and for its enhancement, including livestock nutrition;
5. Organises the veterinary service for the protection of animal health and provides veterinary care, including all measures to protect animal health, in particular care for the protection and maintenance of their health, the improvement of their health conditions, including the hygiene of their nutrition and the environment, the barrier and control of diseases and other mass diseases, the treatment and investigation facilities to protect their health and the disposal of harmful substances which threaten their health, the investigation, protection and curative measures, the distribution of vaccines for veterinary purposes, as well as the selection, effective distribution and professional improvement of veterinary staff in the field of animal health protection;
6. Provides, in the forestry sector, other than the tasks referred to in No 3, timber from the forest and provides for hunting and forestry protection of soil, water and climate;
7. Provides for ease of agricultural work and for its cost-effectiveness through technical and economic adjustment of land, agricultural mechanisation and the efficient construction of agricultural buildings, their facilities and joint facilities in municipalities;
8. Care for increased production in agriculture (e.g. practical training, promoting competition and consulting);
9. Care for agricultural aid;
10. Care for the construction of agricultural cooperatives;
11. deals with land reform and confiscation and national administrations of agricultural property.
(3) For the fields set out in paragraphs 1 and 2, administrative criminal proceedings shall also be carried out in the course of the agricultural report.
The Ministry of Agriculture shall issue regulations in agreement with the Ministry of Interior to detail the scope of the agricultural report of the Regional National Committees.
On 1 February 1949, the Regional National Committees of the Regional Administration in the field of agriculture, which are still administered by the Regional National Committees, are in charge in Slovakia of the same kind as the agricultural and land reform delegates.
This Regulation shall enter into force on 1 February 1949; They shall be implemented by the Ministers for Agriculture and Interior in agreement with the participating members of the Government.
