Ministry of Agriculture and Nutrition of the Czech Socialist Republic
of 12 November 1981
on agrochemical soil testing
The Ministry of Agriculture and Nutrition of the Czech Socialist Republic provides pursuant to Section 39 of Act No. 61 / 1964 Coll., on the development of plant production, in agreement with the Ministry of Education of the Czech Socialist Republic:
Agricultural land managed (1) belonging to the agricultural land fund in the use of socialist soil management organisations (hereinafter referred to as "agricultural organisations') shall be subject to agri-chemical testing of soils with the exception of:
(a) farmed agricultural land in the use of security and other armed, militarily organised corps, 2)
(b) meadows and pastures classified in the 1st and 2nd stages of exploitation.
On arable land, vineyards, hops and fruit plantations, agrochemical soil testing shall be carried out in three-year periods, meadows and pastures in six-year periods.
(1) Agrochemical soil testing is carried out in accordance with three-year plans for district territory.
(2) The draft district three-year plan is drawn up by an agri-chemical enterprise (4) authorised to carry out laboratory activities in the demarcated area or, where appropriate, by a branch of state goods (hereinafter referred to as "organisation carrying out laboratory activities") after consultation with agricultural organisations.
(3) The district three-year agri-chemical soil testing plan is approved locally by the county agricultural administration and by the central control and testing institute of agriculture in Prague (hereinafter referred to as the "ÚKZÚZ"); it is approved by the local regional agricultural administration and the ÚKZÚZ in counties in which only the branch enterprises of state goods manage the land.
(4) The Regional Plan draws up the TASK from the approved regional plans and presents it for planning of the Regional Agricultural Administration.
(5) The summary plan is drawn up by the Ministry of Agriculture and Nutrition of the Czech Socialist Republic.
(6) The Regional Plan and the Synthesis Plan are not subject to approval.
(1) Soil sampling is provided by organisations carrying out laboratory activities, which are also responsible for its quality. Agricultural organisations shall provide free of charge the number of workers and means of transport for sampling.
(2) Modification of soil samples and their transport for laboratory processing are provided by organisations carrying out laboratory activities.
(3) The TASK analyses soil samples, methodically manages agri-chemical soil testing and evaluates the results thereof.
For agrochemical testing of soils, one soil sample shall be taken in the maize and beet production area from an area of 9,5 hectares on average, potato and mountain production area from an area of 6,5 hectares on average.
(1) Soil reactions, the need for liming and the contents of accessible phosphorus and potassium are monitored for all soil samples taken. The content of accessible magnesium shall be monitored in its entirety for soil samples taken from vineyards, hops and orchards and for at least one third of soil samples taken from arable land, meadows and pastures.
(2) The content of manganese, molybdenum, zinc, copper and boron as trace elements is monitored
(a) on vineyards, hops, intensely managed orchards, regularly irrigated parcels of all kinds and parcels on which vegetables are grown;
(b) on genetic soil types on which very little trace elements have already been detected;
(c) on parcels where the physiological diseases of crops or crops occur.
(3) The humus content and the development of agrochemical properties of the land, depending on the fertilisation intensity and crop yields, is monitored annually for 8 to 10 parcels of the most widespread soil types in the district selected for the purpose of the laboratory organisation. these parcels are also used to verify new and, where appropriate, to improve the current methods of agrochemical soil testing.
(1) The results of the agri-chemical soil testing shall be assessed on a regular basis and shall include:
(a) complete tabulation of all analytical results;
(b) the average value of the agri-chemical properties of the soil for each parcel and for the whole area of arable land, meadow, pasture, hops, vineyards, intensively managed orchards and vegetable areas, as well as for the whole area of agricultural land on which agri-chemical soil testing has been carried out;
(c) an overview of the agrochemical properties of soils according to the applicable system of assessment of production environmental conditions organised by organisations, districts and regions, including a summary for the whole Czech Socialist Republic;
(d) the proportion of soils with different soil reactions and different stocks of acceptable nutrients;
(e) the order of the parcels according to the average values of the individual agrochemical properties of the soils.
(2) The analysis of the state and development of the agri-chemical properties of soils is carried out by the organisation carrying out the laboratory activity and submitted with statistical evaluation of the results of the agri-chemical testing of soils to agricultural organisations.
(3) TASKS
(a) a partial report on the result of agrochemical soil testing after the second year of the three-year period, for meadows and pastures after the third year of the six-year period;
(b) a comprehensive report after the end of the three-year period, for meadows and pastures after the end of the six-year period.
(4) A sub-comprehensive report will be submitted to the Ministry of Agriculture and Nutrition of the Czech Socialist Republic, the Federal Ministry of Agriculture and Nutrition, regional and district agricultural administrations and organisations carrying out laboratory activities.
The implementation and use of the results of agrochemical soil testing in agricultural organisations managed by agricultural administrations shall be monitored by regional and district agricultural administrations, in other agricultural organisations their superior bodies or organisations.
The Decree of the Ministry of Agriculture, Forestry and Water Management No. 47 / 1961 Coll., on a comprehensive soil survey in the Czechoslovak Socialist Republic is hereby repealed.
This decree shall take effect on 1 February 1982.
