Government Regulation
of 11 December 1951
on the secretaries of local national committees.
The Government of the Czechoslovak Republic orders pursuant to § 43 paragraph 1 of Act No. 280 / 1948 Coll., on Regional Establishment:
(1) The local national committees are responsible in their constituency for carrying out national and local tasks and receive broad masses working to actively participate in their implementation.
(2) In order to enable local national committees to carry out these tasks even better, particularly in the field of agricultural production, so that they can contribute even more effectively to the constant increase in the standard of living of the population, each local national committee shall set up its own secretary.
(1) The Secretary is the executive body of the local national committee. It shall be responsible for the performance of its duties to the Council and the Chairman of the local national committee and shall follow their directives and guidelines. It shall also be responsible to the Council and to the Chairman of the District National Committee and to the District Secretary who shall direct its activities.
(2) The local national committee shall establish and withdraw its secretary on a proposal from the district national committee at its plenary session. Exceptionally, with the agreement of the Regional National Committee, several local national committees may have the same secretary.
(1) The Secretary shall assist the members of the local national committee and the members of its board and ensure the conditions for their planned activities so that the local national committee can carry out its tasks and guidelines, directives and resolutions, in particular the government, in due time and in agreement with national interests. In particular, his task is to:
(a) assist in the performance of the tasks of the local national committee in the field of agricultural production and buying-in and in the development and consolidation of uniform agricultural cooperatives;
(b) ensure that the association of the local national committee with the people is strengthened and deepened, both in daily contact between members of the local national committee and the population, as well as by organising calls with the people, organising a network of people's confidants and developing the activities of the local national committee's commissions;
(c) to ensure accurate and lively evidence of the facts the knowledge of which is required in the performance of national and local tasks;
(d) prepare the budget and the final account and ensure the good management of the local national committee;
(e) prepare and assist in monitoring the implementation of the local national committee and its executive bodies;
(f) to procure directly or through the staff of the local national committee all work connected with the activities of the local national committee and its executive bodies.
(2) The tasks of the secretaries of the local national committees will be adapted in more detail by the Ministry of the Interior in agreement with the central authorities involved.
(1) The Secretary shall attend all plenary meetings of the local national committee and its meetings.
(2) The Secretary shall assist the Chairman of the Local National Committee in the exercise of its duties and shall sign with him the measures of the Local National Committee. He shall also represent him in his capacity as Chief of Staff; all staff of the local national committee shall be under the authority of the Secretary.
(1) Government Regulation No 72 / 1949 Coll., on the nightly secretaries, is hereby repealed.
(2) Paragraph 26 of Decree-Law No 14 / 1950 Coll., on the organisation of local national committees, is also repealed.
This Regulation shall enter into force on 1 January 1952; they shall be carried out by the Home Secretary in agreement with the participating members of the Government.
