amending and supplementing Decree No. 127 / 1964 of the Ministry of Transport Coll., on the Urban Transport Regulations, as amended by Decree No. 151 / 1971 Coll.
The Federal Ministry of Transport, in agreement with the participating central authorities, provides, pursuant to § 4 (2) of Act No. 51 / 1964 Coll., on Railways, § 12 and 15 of Act No. 57 / 1950 Coll., on the modification of road transport business, pursuant to § 7 of Government Decree No. 36 / 1951 Coll., implementing the Act on the modification of road transport business, and § 508 of Civil Code No. 40 / 1964 Coll.:

Decree of the Ministry of Transport No. 127 / 1964 Coll., on Urban Transport Regulations, as amended by Decree No. 151 / 1971 Coll. is amended as follows:
1. The heading of Part Two, Section One, reads as follows:
"Regular transport of persons on urban tram and trolleybus tracks and on urban bus lines."
2. In Paragraph 4 (1), the words "urban tracks' are replaced by the words" urban tram and trolleybus tracks'.
3. Paragraph 8 (5) reads as follows:
"If the passenger has luggage, the carrier shall carry it either with him and under his supervision or separately; the transport of baggage stored on a site designated by the carrier or by an authorised official outside or within the passenger compartment shall be considered to be a separate carriage, but in such a place that the passenger is not able to supervise his luggage. ';
4. In the first sentence of Article 12 (2), the word 'immediately' shall be replaced by 'without delay'.
5. Paragraph 12 (3), second sentence, before the semicolon reads:
"The passenger is obliged to prepare the counted coins before boarding the vehicle and throw the whole amount into the designated cash register without delay after boarding and without calling; '
6. Paragraph 18 (2), third sentence shall read as follows:
"In a vehicle with S-traffic, the said amounts shall be paid by the passenger without a valid ticket which has not paid the full fare (s) without delay after boarding and without calling to the designated cash register. '
7. In Paragraph 22 (3) at the end, the words in brackets "(only when the vehicle is stationary) 'are deleted.
8. The following Section 22a is inserted after Section 22:
„§ 22a
Operation with fare (transport) outside vehicles
(1) With the agreement of the competent national committee, the carrier may establish operations with the payment of fare (s) outside the vehicle. The introduction of such operations is only accessible if the sale of tickets outside the vehicles is sufficiently timed and locally secured and where the carrier ensures the safety and continuity of the transport to the extent imposed by this Regulation and other legislation for the operation with the payment of the fare (s) in vehicles.
(2) On the introduction of the operation referred to in paragraph 1, a passenger who does not have a valid time ticket shall be obliged to obtain a ticket for a single journey before entering the vehicle and to mark the boarding of the journey on the boarding of the journey with a deactivation device; a similar procedure shall be followed for the payment of the freight for baggage.
(3) The provisions of paragraphs 12 (2) to (4) and 14 (1), (3) and (4) of the second sentence of Article 20 (8) shall not apply mutatis mutandis to the carriage of vehicles on which operations are in place pursuant to paragraph 1. ';
9. Paragraph 23 (1) shall be added at the end as follows:... "and paragraph 7 (d) as regards the prohibition on the operation of the carrier's signalling equipment."
10. After Paragraph 27, the following Section 4 is inserted:

§ 28
Validity of the provisions of Section 1 for the carriage of persons in the subway
Paragraph 5, with the exception of paragraphs 2 (f), 6 to 8, 10, 11 (1), 13, 14 (5) and (6), 16, 17, 18 (3), 19 and 20, with the exception of paragraphs 5 to 8, 21 with the exception of paragraphs 2 and 22, with the exception of the first sentence of paragraph 4, shall apply mutatis mutandis to the carriage of persons and their luggage in the subway.
(a) where the provisions cited refer to a conductor or driver, this is understood to be the entitled worker; "stop 'means a metro station;
(b) Paragraph 7, 8, 10, 11, 19, 20 to 22 shall apply mutatis mutandis, to the extent specified in the introductory sentence of this paragraph, in addition to vehicles, to the other metro areas in which passengers may move after payment of the fare or, where applicable, the carriage charge or the declaration with a valid time ticket (hereinafter referred to as the "transport space").
§ 29
Entry into the transport space, payment of fare and freight
(1) The transport area is separated from the other metro area by entrance and exit tourniquets and passages. This includes stairs, corridors, moving stairs, halls and station platforms and a subway vehicle designed to transport passengers.
(2) The transport space shall be entered by entrance tourniquets and passages. The carrier is obliged to identify and indicate which tourniquets and passages are used for the handling of passengers paying the full fare for a single journey and which are required for the handling of passengers with time tickets, passengers with luggage subject to the payment of the ticket and passengers entitled to the fare discount. Passengers shall be obliged to use the relevant tourniquets or passages and arrivals.
(3) The carrier shall be obliged to set up and maintain in each station at the input turnstiles of the device allowing the exchange of coins for coins at the value needed for the handling of passengers. The operator of the carrier may arrange for coin exchange instead of this facility. The exchange of coins shall be allowed to passengers for as long as they are allowed to enter the transport space.
(4) Passengers are fare-checked as follows:
(a) passengers paying for an individual journey which does not have baggage subject to the payment of a freight charge shall pay the fare by inserting the coin of a specified value into the opening of the entry tour; only one passenger may enter the space after the coin has been inserted;
(b) passengers paying for a single journey with baggage subject to the payment of a ticket shall use a passage or turnstile intended for the holders of time tickets; the fare and freight charges shall be paid by the carrier, according to local arrangements, either by a accurately counted amount to the carrier's operator serving the passage or turnstile, or by insertion into the opening of the appropriate check-in facility;
(c) a passenger who has pre-arranged a ticket for a single journey shall use a passage or turnstile intended for the holders of time tickets; a ticket subscription for a single journey shall be invalidated by the passenger or the carrier operator serving the passage or turnaround according to local arrangements; if the passenger has a baggage subject to the payment of the freight, he shall pay the freight in the manner referred to in (b);
(d) a passenger holding a time ticket shall use a passage or turnstile intended for the holder of time tickets; the ticket is presented for inspection to the operator of the carrier serving the passage or turnstile or the equipment carrying out the inspection; if the passenger has a baggage subject to the payment of the freight, he shall pay the freight in the manner referred to in (b);
(e) passengers entitled to a discount and passengers with a child or children transported free of charge shall use a passage or turnstile intended for the holders of time tickets; the fare shall be paid in accordance with (b).
(5) Passengers shall be obliged to pay the fare and freight and to submit tickets to be degraded or checked without notice.
§ 30
Additional charges and freight
(1) Passengers who, when passing through a pass or a turnstile intended for the holder of time tickets, have declared an invalid time ticket or an invalid ticket for a single journey shall be obliged to pay a fare and a special premium of 50, - CZK.
(2) The fare and premium referred to in paragraph 1 shall also be paid by passengers without a valid ticket for a single journey or time ticket which has entered a coin of inadequate value or other object into the turnstile or entered the transport space without payment by any means other than those provided for in Paragraph 29.
(3) Passengers who have not paid the freight for baggage subject to the payment of the freight when passing through the turnstile are obliged to pay the freight and the special premium of five times the freight.
§ 31
Transport on moving stairs
(1) Passengers using moving steps are required to stand face to face in the direction of moving steps and to hold on to the moving handrails.
(2) Walking on moving steps is permitted only in the direction of moving steps and only if the occupancy of moving steps allows free passage.
(3) Passengers shall be prohibited from placing baggage and any objects on the steps and handrails of moving stairs; passengers must hold them in such a way that they do not touch the side walls of moving stairs.
(4) Running and sitting on moving steps is prohibited.
(5) The provisions of paragraphs 1 to 4 shall apply mutatis mutandis to the transport on moving pavements.
§ 32
Transport of baby carriages in metro
(1) As luggage, the passenger can also take a four-wheel child carriage with him. Only baby carriages are allowed for transport, and empty carriages are allowed for reduced transport requirements. The carriage of a child stroller by moving stairs may be carried only on condition that the fitness of the stairs for transport and the means of transport have been approved for its safety. The approved mode of transport must be declared by the carrier and the passengers must comply with it.
(2) The carrier shall determine the means of entry and exit of passengers with a child carriage; it may also determine that passengers with a child carriage are required to use the special equipment referred to in § 35.
(3) The carrier shall reserve on each train a place for transporting baby carriages and identify the door by which passengers with baby carriages enter and exit the vehicle.
(4) The carrier may by local modification limit the number of strollers which may be transported simultaneously on the train.
§ 33
Behaviour in the transport space
(1) When waiting, passengers are required to stand along the edge of the platform and do not cross the marked line delimiting the platform. This line shall not extend beyond the baggage or other objects carried by passengers.
(2) Travelers are prohibited from staying in the transport area for no reason.
(3) If the passenger has dropped any item on the route, he shall immediately notify the carrier's worker.
(4) In the transport area, passengers are not allowed to offer goods for purchase without the consent of the carrier.
§ 34
Special obligations of the carrier
(1) The carrier shall inform the train passenger on the train when the train enters the station of the station of the station name and the possibility of transfer; Before leaving the train, it is obliged to invite passengers to stop boarding and exit, to notify the door closing and to notify the name of the next station.
(2) The carrier shall be obliged to reserve at least 2 seats for the carriage of disabled persons, sick persons and pregnant women in each vehicle unless a separate section is reserved for this purpose on the train. Reserved seating positions or reserved compartment shall be clearly marked.
(3) The carrier is obliged to provide the necessary assistance for disabled persons and persons with reduced mobility in the transport area.
§ 35
Special arrangements for the transport of disabled persons and persons with reduced mobility
(1) Where specific devices for the transport of disabled persons and persons with reduced mobility (lifts, special moving steps) are set up in certain metro stations, the provisions of Sections 29 and 30 (2) shall not apply to such passengers when they use the equipment as regards the way in which they enter the transport area.
(2) The local arrangements made by the carrier shall apply to the payment of the fare and entry into the transport space in the cases referred to in paragraph 1. ';
11. The current Sections 28 to 32 are referred to as Sections 36 to 40.
