DECLARATION
Ministry of Interior of the Czech Socialist Republic
of 1 October 1971
on the management of raw materials collected
The Ministry of Interior of the Czech Socialist Republic provides, in agreement with the other participating central bodies, pursuant to § 6 of Decree No. 68 / 1960 Coll., on the Management of Metal Waste and Collective Ingredients:
Basic provisions
(1) Collective raw materials are reusable materials which are produced as waste of production or as by-product or by the use of products in organisations and in the population.
(2) This Decree applies to the following raw materials: *)
(a) manufacturing waste of paper and paperboard and used paper and paperboard;
(b) used textiles, textiles centrally discarded by uniformed components, except in the case of woven uniforms, textile trimmings and yarn waste;
(c) jute trimmings and used jute, all kinds of used and unused woven sacks and jars, oiled with cleaning and used polishing rags and cleaning cotton, used residues of sisal and hemp self-cleaning twine;
(d) glass shards of hollow, cast and tabular glass outside the shards with wire inserts;
(e) manufacturing waste and spent products of thermoplastic materials;
(f) tyres which cannot be retreaded, old rubber and rubber waste, except waste and hard rubber products;
(g) a used fixer and other photographic baths containing silver, sludges and silver extracted from the used fixer and other photographic baths from organisations;
(h) discarded parts of machinery, apparatus and equipment containing precious metals (amortization waste);
(ch) waste and spent articles of celluloid, used and discarded cinema and rtg films;
(i) hides and skins of domestic animals, breeding and hunting animals, except swine, bovine animals, calves, piglets, horses, foals, wild boars and mink, nutrition, noble fox species and rabbits kept in the farms of socialist organisations;
(j) new and used feathers from poultry, whether or not fresh, other than new feathers obtained in state poultry holdings;
(k) corneal waste outside the cornea;
(l) waste and spent products of natural cork;
(m) new and used animal fibres (e.g. horsehair obtained by cutting from the mane and tail of horses and bovine animals, pig hair and bristles, trimmings of bovine ears, padding material used, if they contain at least 20% of the horsehair), except animal hair of bovine animals, veal, goats, hair of the jiørkhajani and of angora rabbits, wool of the furry and raw sheep wool;
(n) hair from barbers' and hairdressers' establishments.
(1) This decree does not apply to:
(a) textile waste from national textile, clothing, leather and footwear industries and resulting from the manufacture of man-made fibres;
(b) used paper-making felt and filter fabrics;
(c) confiscation according to veterinary rules. * *)
(2) The collection shall exclude the raw materials referred to in § 1:
(a) if they are burned, rotten, moldy, polluted, infused with harmful ingredients or inseparably linked to other material;
(b) if they are infected or suspected of being infected and cannot be submitted to collection under the relevant rules, even after disinfection or sterilisation;
(c) if they are to be returned as packaging in accordance with the special Regulation (*);
(d) if it is production waste used as raw material for production in the same organisation.
(1) The collection of raw materials is managed by the national undertakings Collecting raw materials ("Collecting raw materials") * *)
(2) The undertakings collecting raw materials may, in exceptional cases, by mutual agreement and with the agreement of the managing national committees, carry out their tasks in a region other than that for which they are established.
Tasks of the undertakings Collecting raw materials
(1) It is for the undertakings collecting raw materials to:
(a) to purchase from both the organisations and the population of the raw materials referred to in Article 1 (2); in selected points of the purchasing network they may purchase from the population raw skins of domestic pigs *);
(b) organise the purchasing network (local purchasing facilities, purchases, etc.) and ensure its activities;
(c) to adjust the purchased raw materials for their further processing and to deliver them to processing undertakings in respect of treated waste containing precious metals, to supply them to organisations designated by the Central Authority of the State Service for Precious metals; 1)
(d) carry out deliveries of raw materials for export through organisations authorised to carry out foreign trade;
e) cooperate with national committees in organising collection actions * * *)
(f) to conduct advisory activities in particular in the management of raw materials.
(2) Before the introduction of a new adjustment activity or its abolition in the undertakings Collective raw materials require the opinion of the Ministry of Interior of the Czech Socialist Republic.
(1) Buyers carrying out their business on an errand at the place where the collection raw materials are present or purchased shall be required to be declared by an authorisation issued by the competent undertaking of the collection raw materials.
(2) The collection of raw materials may be entrusted with an organisation in place to carry out the purchase of the raw materials. In order to conclude the contract †) between the Collective Raw Material Company and the entrusted organisation, the agreement of the local national committee is necessary.
(3) The head of the local ransom facilities, the buyers and the organisations entrusted under paragraph 2 are required to:
(a) to issue to citizens and organisations a certificate of the quantity, type and quality of the leather and fur forests surrendered and the price paid; in the case of other items submitted for redemption, the certificate shall be issued at the request of the citizen or the organisation or, where this obligation is imposed by the internal rules of the purchasing organisation;
(b) require proof of identity from citizens who submit to the purchase of a case which is not normally the property of the citizens, or in significant quantities; If the citizen does not prove his identity, the goods offered shall not be redeemed.
Tasks of organisations
(1) Organisations in which raw materials are present are obliged to collect and protect the raw materials arising from their activities from pollution or degradation and to surrender them at valid purchase prices to the competent undertaking of the raw materials collection.
(2) Before submitting the documents to the collection, organisations are required to comply with special rules on the exclusion of (shredding) documents. † †)
Final provision
This Decree shall take effect on 1 November 1971.
