GOVERNMENT REGULATION
of 19 April 1995
establishing geodetic reference systems, national map works binding on the whole territory of the State and the principles of their use
The Government mandates pursuant to § 17 (2) of Act No. 200 / 1994 Coll., on surveying and amending and supplementing certain laws related to its implementation:
§ 1
Geodetic reference systems
(1) The binding geodetic reference systems1) for surveying activities are:
(a) world geodetic reference system 1984 (mandatory abbreviation "WGS84");
(b) the European terrestrial reference system (mandatory abbreviation "ETRS");
(c) the coordinate system of the single trigonometric network of the cadastral network (mandatory abbreviation "S-JTSK"),
(d) the 1942 coordinate system (mandatory abbreviation "S-42"),
(e) Baltic height system - after settlement (mandatory abbreviation "Bpv"),
(f) the weight system 1995 (mandatory abbreviation "S-Gr95").
(2) When specifying binding geodetic reference systems on the basis of new measurements and calculations, the title and the binding abbreviation shall be amended or supplemented by the year.
(3) The technical parameters of binding geodetic reference systems are defined in Annex 1 to this Regulation.
§ 2
State map works
(1) The binding state map parts are:
(a) cadastral maps, 2)
b) State map 1: 5000 - derived,
(c) Basic map of the Czech Republic 1: 10 000, 1: 25 000, 1: 50 000, 1: 100 000 and 1: 200 000,
(d) Map of the Czech Republic 1: 500 000,
(e) military topographical maps 1: 25 000, 1: 50 000, 1: 100 000, 1: 200 000, 1: 500 000 and 1: 1 000 000,
(f) thematic map works created for the whole territory of the State on the basis of the Basic Map of the Czech Republic referred to in (c);
(g) thematic map works established for the whole territory of the State on the basis of military topographical maps referred to in (e).
(2) The State map works referred to in paragraph 1 (a), (b), (c), (d) and (f) shall be displayed in the geodetic reference system referred to in Article 1 (1) (c) and (e).
(3) The State map works referred to in paragraph 1 (e) and (g) shall be displayed in the geodetic reference system referred to in Article 1 (1) (a), (d) and (e).
§ 3
Use and form of state map works
(1) The State map works referred to in Article 2 (1) (a), (b), (c), (d) and (f) are intended for public use.
(2) The State map works referred to in Article 2 (1) (e) and (g) are intended for State defence purposes.
(3) State map works are created, renewed and published in graphic form or in digital form.
§ 4
Transitional provisions
(1) The geodetic reference height system of the Adriatic may be used for the production of land-based materials and documentation used in the public interest for the exercise of public administration not later than 2000 in the locations listed in Annex 2 to this Regulation.
(2) State map works referred to in Article 2 (1) (e) and (g) may also be used for public use until 2005, unless otherwise provided for in the Special Act (3).
§ 5
Efficacy
This Regulation shall enter into force on the day of its publication.

Technical parameters of binding geodetic reference systems
1. The World Geodetic Reference System 1984 is defined in the Czech Republic
(a) space geodesy technologies with primary constants a = 6378137 m, GM = 3986005 × 108m3s-2, J2 = 108263 × 10-8, ω = 7292115 × 10-11rad s-1 and derived by the constants f = 1: 298,257223563, where "a" is the length of the main surface ellipsoid half-axis, "GM" is the geocentric gravity constant, "J2" is the dynamic fencing of the earth, "ω" is the nominal angular rate of rotation of the earth and "f" is the flattenuation of the surface ellipsoid,
b) Mercator's universal contour cylindrical display in 6o meridian belts,
(c) a set of balanced coordinates of the starting points of the parent network of the zero order.
2. The European terrestrial reference system is defined in the Czech Republic
(a) technologies of space geodesy and constants forming part of international processing centres programmes;
(b) the reference framework of selected points of the Single Trigonometric Catastral Network whose rectangular geocentric coordinates have been related to the European Territorial Reference Frame, epoch 1989.0,
(c) an ellipsoid of the geodetic reference system 1980 with constants a = 6378137 m, f = 1: 298,257222101, where "a" is the length of the main half axis and "f" is the flatter.
3. The coordinate system of the single trigonometric grid is defined
a) Bessel ellipsoid with parameters a = 6377397,15508 m, b = 6356078,96290 m, where "a" is the length of the main half-axis, "b" is the length of the secondary half-axis,
b) Bushroom shape cone display in general position,
(c) a set of coordinates of points from trigonometric grid alignment.
4. Coordinate system 1942 is defined
(a) Krasov ellipsoid with parameters a = 6378245m, f = 1: 298,3, where "a" is the length of the main half axis, "f" is flattening;
b) Gauss transverse contour cylindrical display in 6 ° meridian strips in Krüger style,
(c) a set of coordinates from the international settlement of astronomical-geodetic networks.
5. Baltic height system - after settlement is defined
(a) the starting point of height, which is zero scale of sea water in Kronštadt;
(b) a set of normal heights from the international settlement of the levelling networks.
6. Weight system 1995 is defined
(a) the level and size of the net derived from absolute mass measurements in the international gravimetric network;
(b) a set of load acceleration values from balancing the international network.

(a) French Polygon programmes in the Czech Republic,
(b) the Ostrava-Karvinské dole, a.s., in the counties of Karviná and Frýdek-Místek,
the Sokolovská coal joint-stock company in Vrůsová,
Diamo, s.p., in the Guard under Ralsk,
(c) Praha- west and Pilsen-town counties,
d) Capital Prague, Pilsen, Hodonin, Kromeriz, Nové Město na Morava and Ždár nad Sázavou.
