on the creation and maintenance of industrial product industry code lists
The Federal Statistical Office provides, pursuant to § 35 (2) of Act No. 21 / 1971 Coll., on a single system of socio-economic information:
Industrial product trade code lists
(1) The trade code lists for industrial products (hereinafter referred to as "sectoral code lists") form part of the single classification of industrial industries and products * (hereinafter referred to as "uniform classification"). The trade code lists shall be established for industrial production (hereinafter referred to as "industry '), which shall be determined by the Federal Statistical Office.
(2) In the sector code lists, the classification of industrial products is continued up to the specific product headings of the product range, up to the level of detail required from the point of view of relations between the various socialist and other organisations (hereinafter referred to as "organisations'), in particular for the full identification of products in customer relations.
Field code list geometers
(1) The trade code lists are created and maintained in the current state by the Gestors of the field code lists (hereinafter referred to as "Gestors"), which are the selected organisations or bodies of their supervisors, or research and development centres, to be entrusted with the function of Gestors by the Federal Statistical Office in cooperation with the relevant central authorities. * *)
(2) For the relatively separate product headings of a given field, another organisation (body) or more co-gestors may also be entrusted with the functions of co-gestors whose task is to create and maintain specified parts of the industry code list; The co-gestor only performs the tasks assigned to it in other provisions of this decree or in more detailed guidance from the Federal Statistical Office.
(3) The measures entrusted to the selected Gestor organisations (authorities) or co-gestors are announced by the Federal Statistical Office in the Central Statistical Authorities' Reports. * * *)
In particular, the Gestors shall:
(a) to draw up or organise, as appropriate, the development of sectoral code lists in accordance with the principles laid down by the Federal Statistical Office; Gestors shall, in particular, apply consistently the prescribed method of numbering and word labelling of products and the determination of unit of measurement, including for products manufactured or imported by other organisations, in the production of sectoral code lists;
(b) keep the industry code lists up to date and make the necessary changes and additions to this end;
(c) issue, as appropriate, after prior approval by the Federal Statistical Office
1. guidelines for other manufacturers or importers, or for sales and supply organisations, setting out the details for the submission of the supporting documents necessary for the classification of products by such organisations manufactured or imported;
2. guidelines for co-gestors on the method and technique of classifying products in the entrusted part of the field, on the manner and timing of submission of proposals and on the procedure for implementing the necessary amendments and additions;
(d) to issue, through and on the cost of publishing organisations of central statistical authorities of the Republic, professional code lists drawn up by the Federal Statistical Office in cooperation with the relevant central authorities, in the quantities needed to meet the needs of all users; The same applies to the issue of addenda (amendments and additions) to sectoral code lists which are required to be carried out by the Gestors at annual or longer intervals.
Proposals for amendments and additions to the trade code lists shall be subject to consultation with other producers and importers, as well as with the main customers and those who request to participate in the adjustments to the relevant trade code lists in writing, and to take into account their reasoned opinions.
To the extent of their mandate, the co-Gestors shall in particular have the following tasks:
(a) to draw up the relevant sections of the sectoral code lists in accordance with the principles laid down by the Federal Statistical Office or the guidelines issued by the relevant gestors [§ 3 (c) (2)];
(b) maintain the relevant parts of the sectoral code lists in their current state and to propose to the gestors the implementation of the necessary amendments and additions.
The Head of the Gestor or Co-Gestor organisation (authority) shall create the conditions for the responsible performance of this function. In addition, it shall notify the Federal Statistical Office and the superior central authority for each branch of the name of the official responsible for carrying out the tasks related to the Gestor function and shall normally notify any changes to that mandate.
Obligations of organisations
Organisations producing industrial products as well as sales and supply organisations (especially for products assembled by them) shall:
(a) notify gestors (or co-gestors) of all products which are not yet classified in the sectoral code lists and provide the necessary supporting documents for the purposes of their classification;
(b) to proceed with the issue of price lists and catalogues of products (goods) in agreement with the relevant gestors and to consistently indicate the numerical and verbal names of the products (goods) according to the sectoral code lists; where there is a conflict between the gestor and the appellant of the pricelist (catalogue), the Federal Statistical Office shall decide on the initiative of the appellant after hearing the gestor and the relevant central authorities.
Collectors of industrial products are required
(a) to comment on the proposals of gestors (co-gestors) to classify new products into sectoral code lists;
(b) to provide gestors (co-gestors) with information on the ways in which the dialogs are used as well as on the defects in their use found in the field of customer supply relations.
Final provisions
Workers of organisations involved in the work on code lists must maintain confidentiality regarding facts forming national, economic or professional secrets which they have learned in the performance of such work, as well as other matters which are covered by specific regulations.
They shall be deleted:
1. Part Two of the Guidelines of the Central Commission for Human Control and Statistics on the Issue of Sub-Purpose Nomenclature for Industrial, Agricultural and Forestry Products, and on the Implementation and Announcement of Changes and Supplies to the Uniform Classification of Industrial Industries and Products, Uniform Classification of Agricultural and Forestry Products and Industrial Products Divisions, 26 October 1965, n. 40 002 / 1965 (Bulletin of ÚKLKS, p. 19 / 1965); *)
2. the decree of the Federal Statistical Office on the mandate to issue and maintain industry product code lists of 20 August 1969, No 22 710 / 1969 (Rapporteur of the Federal Statistical Office, Czech Statistical Office and Slovak Statistical Office, No 9-10 / 1969). * *)
This decree shall take effect on the day of its publication.
