Basic provisions
§ 1
People's control bodies are called upon to consolidate, with the active participation of workers, socialist legality and state discipline in the performance of tasks in the area of national economy and state administration, to increase awareness of the responsibilities of managers for the entrusted activity and, in particular, to protect the economic interests of the socialist state and society.
§ 2
(1) People's control authorities carry out their mission by:
(a) carry out control activities, discuss the results of the check with the heads of the authorities and the organisation, and, where appropriate, with their superior authorities, and ensure that the deficiencies identified are remedied;
(b) give incentives to apply the consequences of the liability of persons and organisations in accordance with the relevant provisions and impose penalties in the cases provided for; *)
(c) generalise the findings and submit the necessary proposals to the management and other competent authorities;
(d) familiarise themselves with the results of their work of workers and their organisations, develop their activities to identify and address deficiencies and ensure the direct participation of workers in the exercise of control.
(2) People's control bodies are based on the guidelines of the Czechoslovak Communist Party in their activities. Depending on the nature of the case, its competent authorities shall make known the results of the control actions. They also transfer their control knowledge to the authorities of the Communist Party of Czechoslovakia in enterprises and similar organisations for use in the exercise of their right to control.
§ 3
(1) The authorities of the People's Control of the Czech Socialist Republic are:
(a) the Committee of People's Control of the Czech Socialist Republic,
(b) committees of popular control of national committees;
(c) the race committee of popular control in organisations falling within the competence of the Republic.
(2) The popular control committees and commissions referred to in paragraph 1 are part of the system of popular control bodies in the Czechoslovak Socialist Republic.

Committee of People's Control of the Czech Socialist Republic
§ 4
(1) It is for the Committee of People's Control of the Czech Socialist Republic to check in particular:
(a) performing the selected tasks of the State Plan for the Development of the National Economy of the Republic and the State Budget of the Republic and, where appropriate, the budgets of the National Committees;
(b) the effectiveness of the work and management of public administrations and state economic, budgetary and other state organisations;
(c) the protection and use of property in socialist social ownership,
(d) the state and level of handling of complaints, notifications and initiatives by citizens and organisations;
e) performance of other tasks arising from laws and other generally binding legislation or from resolutions of the Government of the Czech Socialist Republic, or from resolutions of the Government of the Czechoslovak Socialist Republic.
(2) It is also for the Committee of People's Control of the Czech Socialist Republic to investigate directly serious complaints and notifications.
§ 5
(1) The control of the Committee of People's Control of the Czech Socialist Republic referred to in Section 4 applies to the following authorities and organisations falling within the competence of the Republic:
(a) central and lower public authorities;
(b) the executive bodies of the national committees;
(c) state economic, budgetary and other state organisations, managed and, where appropriate, managed by the central authorities of the Republic or national committees;
(d) cooperative, social and other organisations, including their undertakings and economic establishments, as regards the performance of the tasks of the State Plan for the Development of the National Economy of the Republic, the relations with the State Budget of the Republic and the budgets of the National Committees and the fulfilment of their other obligations, arising from laws and other generally binding legislation.
(2) The Committee of People's Control of the Czech Socialist Republic is taking part in the control actions of the Committee of People's Control of the Czechoslovak Socialist Republic, when it comes to monitoring the implementation of the measures of the Government of the Czechoslovak Socialist Republic with the authorities and organisations under the responsibility of the Republic. The Committee of People's Control of the Czech Socialist Republic also cooperates with the Government of the Czech Socialist Republic in joint control actions organised by the Committee of People's Control of the Czechoslovak Socialist Republic.
(3) The Committee of People's Control of the Czech Socialist Republic carries out inspections in the sectors and activities falling within the competence of the Federation, provided that the Committee of People's Control of the Czechoslovak Socialist Republic has been entrusted with this task with the knowledge of the Government of the Czech Socialist Republic. The Committee of People's Control of the Czech Socialist Republic may, to the extent necessary, delegate this mandate to the Committees of People's Control of Regional and, where appropriate, District National Committees.
§ 6
(1) The Committee of People's Control of the Czech Socialist Republic submits its draft plan of control for approval to the Government of the Czech Socialist Republic.
(2) The Committee of People's Control of the Czech Socialist Republic presents reports on the results of important control actions to the Government of the Czech Socialist Republic or to the Defence Council of the Czech Socialist Republic, if any, on matters falling within its competence.
(3) The Bureau of the Czech National Council has the right to request from the Committee of People's Inspections of the Czech Socialist Republic reports on the findings of the audit activity or the conduct of the inspection necessary for the performance of the tasks of the Czech National Council and its bodies.
§ 7
(1) The Committee of People's Control of the Czech Socialist Republic unifies the procedure of the committees of the national committees, in particular when planning control activities, organise joint control actions, issue methodological directives and guidelines and carry out other tasks belonging to central government authorities.
(2) The Committee of People's Control of the Czech Socialist Republic is entitled to set out thematic control tasks for the folk control racing committees.
(3) The Committee of People's Control of the Czech Socialist Republic monitors the application of general rules on the methodology of control activities, organises the exchange of experience from the activities of control bodies and ensures the unification of control practices in the Czech Socialist Republic.
§ 8
The Committee of People's Control of the Czech Socialist Republic ensures the mutual coordination of professional control activities with other central authorities of the state administration of the Republic, in particular in the preparation of control plans. According to the guidelines of the Government of the Czech Socialist Republic, it unifies the procedure for checking compliance with important resolutions of the Government or other measures. In cooperation with the relevant central authorities of the Republic, it shall organise joint control actions.
§ 9
(1) The Committee of People's Control of the Czech Socialist Republic and its apparatus is managed by the Minister-President. It is represented by Vice-Presidents of the Committee of People's Control of the Czech Socialist Republic.
(2) The Committee of People's Control of the Czech Socialist Republic decides in the College on fundamental issues within its competence. He is able to make a resolution if an absolute majority of his members are present. The agreement of an absolute majority of committee members present shall be required for the validity of the resolution.
(3) The resolution of the Committee of People's Control of the Czech Socialist Republic is issued by the Minister. If it does not agree with the resolution of the committee, it has the right to suspend its execution and to refer the matter to the Government of the Czech Socialist Republic.
(4) On behalf of the Committee, the Minister and, where appropriate, the authorised members and staff of the Committee of People's Control of the Czech Socialist Republic shall decide on the other matters falling within the competence of the Committee of People's Control of the Czech Socialist Republic on the basis of the division of management functions provided for by the Committee's Statute.
(5) The Committee of People's Control of the Czech Socialist Republic will further adapt the principles of its action in its Rules of Procedure.

Committees of People's Control of National Committees
§ 10
The provisions of the Law on National Committees shall apply to the setting up, composition and conduct of committees of popular control of national committees.
§ 11
(1) It is for the national committees to check:
(a) the activities of the bodies and organisations managed or managed by the national committee and the activities of the national committees of lower grades, their bodies and bodies managed and managed by them. In doing so, they monitor in particular the implementation of the economic plan and budget, the implementation of the tasks arising from the laws, other generally binding legislation and the resolutions of the Government of the Czech Socialist Republic, the implementation of the selected resolutions of the National Committee and its Council, as well as the state and level of handling complaints, notifications and initiatives of citizens and organisations; serious complaints and notifications are directly investigated,
(b) joint management of economic, cooperative and other organisations, to the extent that the national committees exercise public administration vis-à-vis them under specific rules.
(2) The Committees of People's Control of Regional and District National Committees are entitled to carry out checks on the activities of the organisations of the Central Authorities of the Republic, cooperative and social organisations and in other cases, if they are control tasks resulting from the control plan of the Committee of the People's Control of the Czech Socialist Republic or the control tasks agreed with them, to the extent set out in Section 5 (1).
(3) The committees of popular control of regional and, where appropriate, regional national committees may, on the basis of a mandate delegated to them by the Committee of People's Control of the Czech Socialist Republic, carry out checks on organisations managed by the federal authorities (Section 5 (3)).
(4) In carrying out the control tasks referred to in paragraphs 2 and 3 and, where appropriate, in accordance with paragraph 1, where the tasks are centrally coordinated, the committees of the Regional and Regional National Committees shall follow the guidelines of the Committee of People's Control of the Czech Socialist Republic.
§ 12
(1) The committees of popular control of national higher-level committees combine the procedures of the committees of popular control of national lower-level committees, in particular when planning control activities, organise joint control actions and perform the tasks of a superior body in administrative proceedings.
(2) The Committees of People's Control of Regional and District National Committees set up under the conditions laid down in Section 14 of the People's Control Racing Commission shall direct their activities and provide them with methodological assistance.
(3) The Committees of People's Control of National Committees ensure the mutual coordination of professional control activities with other national authorities operating in the territorial district of the relevant national committee.
§ 13
(1) The Committees of People's Control of National Committees carry out the inspection tasks for the need for the Plenary Session of the National Committee and its Board, as well as the control tasks set out in the Control Plan of the Committee of the National Committee of Higher Level and the Committee of People's Control of the Czech Socialist Republic. People's review committees shall submit a draft control plan for approval to the Plenary Session of the National Committee.
(2) The Committee of People's Control of the National Committee is responsible for its activities to the plenary session of the National Committee. In the exercise of control activities it also follows the guidelines and guidelines of the Committee of People's Control of the National Committee of Higher Degree and the Committee of People's Control of the Czech Socialist Republic.

§ 14
Race Commission of People's Control
(1) The race committee of the people's control is set up in companies, other organisations and establishments, managed by the authorities of the Czech Socialist Republic, where the optimal conditions are created for this and after the approval of the Government of the Czech Socialist Republic.
(2) The Commission shall carry out checks on the economic activities and the tasks of the undertakings, organisations or establishments in which they are set up.
(3) The Government of the Czech Socialist Republic determines the scope of the activities and authorisations of the folk control racing committees and the conditions for their establishment.

Common and final provisions
§ 15
(1) People's control authorities shall proceed in the exercise of control in the institutions and organisations and in the assessment of the facts established, independently of the authorities of the state and economic management.
(2) The obligations and authorisations of the authorities of the people's control, their members, workers and co-workers, as well as the obligations of other authorities and organisations towards the authorities of the people's control, are laid down in the Federal Assembly Act. *)
(3) The committees of the People's Control of Local and Urban National Committees are entitled to impose on officials and staff of controlled bodies and organisations for the fault of the violation of their duties of reprimand. *) The committees of the People's Review of the Local National Committees are also entitled to impose a reprimand with a fine if they are empowered to do so by the Committee of the People's Review of the District National Committee.
§ 16
(1) Reimbursement of wages (lost earnings) to members and co-workers of the Committee of People's Control of the Czech Socialist Republic, released in the short term for the performance of their duties, provides an average of the earnings of the organisations for which they are in working or similar proportions. The Committee of People's Control of the Czech Socialist Republic shall reimburse the organisations, at their request, for compensation paid from their budget. The Committee of People's Control of the Czech Socialist Republic also provides its members and co-workers with reimbursement of travel and other expenses according to the relevant regulations. * *)
(2) The provision of compensation to members and co-workers of the committees of popular control of national committees is governed by the provisions applicable to national committees. * * *)
(3) Reimbursement of wages and travel and other expenses to members and co-workers of racing commissions are provided by the organisation in which the race committee operates.
(4 The Committee of People's Control of the Czech Socialist Republic may, in agreement with the relevant ministries of the Czech Socialist Republic, issue more detailed provisions.
§ 17
A working or similar ratio shall be maintained for the chairmen and vice-chairmen of the popular control committees, if they are long-term vacancy. Instead of salary (other pay for work), they will receive a reasonable remuneration for their duties from the competent national committee or the Committee of People's Control of the Czech Socialist Republic. The Government of the Czech Socialist Republic provides for more detailed arrangements.
§ 18
The provisions of this Act on local, regional and regional national committees also apply to other national committees, which are equal to local, regional or regional national committees.
§ 19
The Government of the Czech Socialist Republic can decide on the experimental verification of other forms of organisation of folk control, especially in the area of the national economy. Further conditions and formalities shall be laid down by the Regulation.
§ 20
The scope of the other public authorities in the field of control, inspection and supervision, governed by specific regulations, is not affected by this law.
§ 21
Paragraph 58 to 60 of Act No. 69 / 1967 Coll., on National Committees, as amended by Act No. 85 / 1968 Coll. and Act No. 147 / 1970 Coll., are amended as follows:
1. Paragraph 58 reads:
"The Regional and Regional National Committees shall establish popular control committees; they may also be set up by the municipal and local national committees, after consultation with the popular control committee of the relevant district national committee. ';

"(1) The Committee of People's Control of the National Committee shall consist of Members and other citizens. The President, the Vice-President and the other members of the People's Control Committee shall elect and revoke the Plenary Session of the National Committee. Membership of the People's Control Committee shall be incompatible with the function of Chairman, Vice-President, Secretary, Chairman of the Commission and Head of Department of the National Committee responsible or the National Committee of the Lower Level, or with the function of Head of Organisation managed or managed by the National Committee responsible.
(2) The Chairman of the People's Control Committee shall be the Member of the National Committee; has the right - if not a member of the Board of the National Committee - to attend meetings of the Board with an advisory vote. The Vice-President of the People's Control Committee shall be represented.
(3) The expert work for the Committee of People's Control of the Regional and Regional and, where appropriate, of the Municipal National Committee is provided by the apparatus. The number and cost of the staff of the apparatus shall be determined by the plenary meeting of the National Committee on a proposal from the People's Control Committee. ';
3. Paragraph 60 reads:
"(1) The Committee of People's Control of the National Committee shall meet as necessary. At its meetings, it shall decide on matters of principle falling within the competence of the Committee. It shall be settled by a majority of its members. The Chairman of the People's Control Committee shall be authorised to suspend the enforcement of the resolution of the Committee if he or she considers that he or she is contrary to a generally binding law or the resolution of the National Committee; submit the matter to the next plenary session of the National Committee.
(2) On behalf of the Committee, the chairman, the Vice-President and, where appropriate, the authorised members and staff shall decide on other matters falling within the competence of the Committee of People's Control. "
§ 22
(1) Where, in the Act on National Committees and in the Act No. 111 / 1967 Coll., on the Capital City of Prague, on the Act No. 175 / 1968 Coll., on the City of Brno, on the Law of ČNR No. 40 / 1969 Coll., on the City of Ostrava, on the Law of ČNR No. 41 / 1969 Coll., on the City of Pilsen, or in other regulations, the Commission of People's Control or, where this is understood by the general title "Commission," are the Committees of People's Control.
(2) The hitherto commission of popular scrutiny of national committees shall be converted into committees of popular control of national committees.
§ 23
They shall be deleted:
(a) Paragraph 81 (2) of the National Committees Act,
(b) Articles II (1) and IV (1) of Act No. 147 / 1970 Coll., on Changes in the System of Ministries and other Central Authorities of the Czech Socialist Republic,
(c) Act No. 70 / 1967 Coll., on People's Control Commissions, as amended by Act No. 85 / 1968 Coll.
§ 24
This Act shall take effect on the day of its publication.
