THE LAW
of 10 December 1985
on the State Plan for the Development of the National Economy of the Czechoslovak Socialist Republic for 1986
The Federal Assembly of the Czechoslovak Socialist Republic decided on this law:
The basic objective of the State Plan for the Development of the National Economy of the Czechoslovak Socialist Republic for 1986 (hereinafter referred to as the "State Plan ') is to ensure the further development of the National Economy, in particular by increasing the efficiency and quality of all work in order to better meet the material and cultural needs of all citizens and to consolidate their social security.
The main tasks of the State Plan are:
(a) to achieve a national income growth of 3.5% and to cover most of its growth (around 86%) by increasing social productivity;
(b) to ensure the planned growth of national income by proportional development of the various sectors of the national economy; to increase industrial production by 2,6%, the volume of construction work carried out by construction organisations by 3% and to develop agricultural and food production in such a way as to ensure an ever higher quality level of human nutrition;
(c) to further strengthen the role of science and research and the concentration of the research and development base to address the critical tasks of developing the national economy;
(d) the planned development of the national economy primarily by further growth in labour productivity in all sectors of the national economy and by making more consistent use of the results of science and technology;
(e) to ensure maximum economy in the consumption of raw materials and materials, fuels, energy and fuels, their highest possible appreciation in production and to reduce the material and energy performance of social production;
(f) in the field of foreign trade, ensure that export growth is in advance of import; continue to deepen socialist economic integration, in particular with the Member States of the Council of mutual economic assistance;
(g) further improve the quality, technical standards and reliability of products and make them innovative;
(h) sources of investment in the range 167 billion.
(i) in accordance with the requirements of the citizens to ensure delivery to market funds in the necessary quantity and product mix;
(j) promote progressive forms of remuneration, depending strictly on the results of the work.
(1) The Government of the Czechoslovak Socialist Republic or the Government of the Republics may, for the purposes of experimental verification of new elements of the planned management of the national economy, allow exemptions from the provisions of the laws governing the management of the national economy.
(2) In order to ensure the proper quality and efficiency of products and performance, in particular in production and similar economic activities, the Government of the Czechoslovak Socialist Republic may issue generally binding legislation.
This Act shall take effect on 1 January 1986.
