DECLARATION
Ministry of Finance
of 7 October 1961
on the issue of new stamp stamps
The Ministry of Finance provides, pursuant to § 5 (2) of Act No. 105 / 1951 Coll., on Administrative Charges, as amended by Legislative Decree No. 138 / 1960 Coll.:
§ 1
(1) Scale stamps are issued

400, 500 Kčskarmínové.
(2) The round marks are covered with a deep print of the ornamental line with stylized hearts in the colour of grey yellow.
§ 2
(1) The new stamp is two-piece; both parts divided by perforation. The height of the patterns of the upper printing shall be 26 mm for the upper part, 12,5 mm for the lower part, the width of the patterns shall be 23 mm. The stamps shall be printed with an oceleprint on opaque paper used to print postage stamps.
(2) The upper print pattern of the upper part of the stamp has a state emblem *) with a grated frame in the middle. Above it is a bright rectangle with a dark figure indicating the value of the mark. On both vertical sides of the rectangle is the dark monetary abbreviation "Kčs" on a horizontally drawn surface. Under the state emblem in the middle of the lower edge of the part there is a dark initials "CSSR" in a bright, horizontally drawn rectangle. The area around this rectangle and around the national emblem is horizontally more strongly drawn. Along the left vertical side of the part is a dark tape with a grated surface and a light inscription "Kolková." Along the right vertical side of the piece is a dark tape with a grated surface and a light sign "Stamp."
(3) The design of the upper printing of the lower part of the mark has a bright rectangle in the middle with a dark figure of the value of the mark; Below it is this rectangle with a dark currency abbreviation "Kčs." On both vertical sides of the rectangle is the bright initials "CSSR," perpendicular to these sides of the rectangle. The area on both sides of the rectangle is delimited vertically, except for the area under the initials "CSSR." The pattern is finished along the top of this part with a dark tape with a grated surface and a light inscription "Kolková" along the bottom of the part with a dark tape with a grated surface and a light inscription "Stamp."
§ 3
Only administrative fees, court fees, notarial fees and arbitrage fees may be paid by stamp stamps.
§ 4
(1) The following stamp stamps are used for payment:
(a) If the fee is payable without measurement when submitting the application (application, application), the two parts of the stamp shall be applied to the application (application, application).
(b) Where a fee is already paid on presentation of the document (s) which is requested for the issue of the document (s) subject to the charge - except in the cases referred to in (a) - the stamp shall be affixed only to the lower part of the application, without separating the upper part; the upper part shall be applied by the authority to the document (processing).
(c) If the fee is paid on a written call for payment, the stamp shall be applied only to the lower part without the separation of the upper part. If a document (written procedure) is issued after the call has been returned, the upper part of the stamp shall be applied to the document (s). Otherwise, or if the settlement is made independently of payment of the fee, the upper part shall be glued to the written call for payment.
(d) In other cases, the upper part of the stamp shall always be glued to the written procedure and the lower part shall always be glued to the file of the charging authority. Where the written procedure or the procedure is issued independently of payment of the fee, both parts of the stamp shall be applied to the file of the charging authority.
(2) Both parts of the stamp shall always be invalidated by the authority for which the stamp was used by means of an official stamp.
§ 5
(1) The current stamp *) expires on 31 March 1962. until then they are used as before.
(2) After 31 March 1962, existing stamp stamps cannot be valid. The relevant date is the date on which the submission was received by the authority or was submitted to the post office (date of the post stamp).
(3) The wheel marks of 20 and 40 pennies will expire on 1 July 1985.
§ 6
(1) Citizens and organisations are entitled to sell unused and undamaged stamp stamps of 20 and 40 pennies only to post for full cash compensation during the period 1 July 1985 to 30 September 1985. the post office is obliged to take over these stamps under these conditions.
(2) The stamps of more than 10 pieces of the same value, broken down by value, are to be submitted to post offices in envelopes and with a list containing the number and value of the stamp by value and the total and aggregate value of the stamps submitted.
(3) Invalid stamp stamps of 20 and 40 pennies will not be purchased or otherwise replaced after 30 September 1985.
§ 7
The Order of the Ministry of Finance of 29 January 1958, No 12 Ú. l, on the issue of new stamp stamps is hereby repealed.
§ 8
This decree shall take effect on the day of its publication.
